In O cto ber o f 2001, 136,000 H ispanics join ed the ranks o f the unem ployed, driving up the L atino u n em ploym ent rate to 7.2 percent, according to the D epartm ent o f Labor. Latino im m igrant w orkers tend to w ork in industries that are esp e cially vulnerable to layoffs, and they and their fam ilies are highly likely to fall through the gaps in the federal safety net. States are also feeling the pres sure, as the num ber o f those out o f w ork and out o f options co n tin ues to grow . These w orkers need help to fall through the gaps in the federal safety net. Latinos, especially H ispanic im m igrants, have m ade serious contributions to the n atio n ’s pros perity, both with their labor and their p urchasing pow er. M any o f them now need a little help to keep their fam ilies fed and healthy until they find new jobs. But far too many are ineligible fo r u n em p lo y m e n t in su ran c e, food stam ps and health coverage, including M edicaid and other tem porary health care for new ly un em ployed w orkers. O pening the doors o f these program s to fam i lies looking for w ork should be param ount for lawm akers. State D epartm ent w ill inspect a utility tunnel ru n ning alongside the U.S. Em bassy here in connection w ith an Italian probe o f a group o f M oroccans suspected o f planning a chem ical attack , E m bassy officials said M onday. Italian authorities w ill jo in the U .S. experts in the inspection o f the tunnel w here a hole w as d is covered last w eek, an em bassy official said on condition o f ano nymity. The tunnel, w hich runs under Via Boncompagni, a street flanking the Em bassy com pound, contains electricity and telephone lines, U.S. officials said. Italian new s reports had said the tunnel also contains gas lines, but Em bassy officials said that w as incorrect. Eight M oroccans w ere picked up in a police raid last w eek that also turned up nine pounds o f a cyanide-based com pound, fire crackers and m aps o f R om e high lighting the U.S. Em bassy and the c a p ita l's w ater supply. A ninth turned h im self in over the w eek end in southern R eggio C alabria. Italian new s reports have said that investigators believe achem i- cal attack on the E m bassy ’ s w ater system w as being plotted. Italian new s reports said the hole w as not in the tunnel in mid- January, the last tim e authorized w ork was carried out, but Embassy officials said it h ad n ’t been ruled out that the hole m ight have been there earlier but w as sim ply not noticed. In an initial appearance before a judge, the suspects denied being part of a terrorist group and said they didn ’ t know how the chemical compound got into their apartment. The judge ordered that they con tinue to be held on charges o f sub versive association. Potassium ferrocyanide is a com pound that includes sm all quantities o f cyanide, a deadly poison. O fficials are trying to d e termine w hether it could have been used to m ake an explosive or d an gerous gas. L uciano C aprino, an expert in p h a rm a c o lo g y at R o m e ’s L a S apienza U niversity, said potas sium ferrocyanide itself is not toxic.
