Materials Testing & Inspection Services
Eastern Oregon University (EOU) is requesting proposals from
qualified firms for construction materials testing and inspec­
tion services for the new Eastern Oregon University Science
Center in La Grande, Oregon. The building consists of ap­
proximately 90 ,0 0 0 square feet on three floors with a partial
basement area and a detached greenhouse and mechanical
systems building of 3 ,3 6 0 square feet. In addition, approxi­
mately 31 ,3 0 0 square feet on three floors of the existing sci­
ence building will be seismically upgraded and remodeled
into offices and classrooms. Estimated construction cost is
approximately $24 M.

tion and shipping from Ford Graphics, 401 N.W. 14th Avenue,

EOU will require inspection and testing services for poured in
place concrete and its related steel reinforcement: precast ar­
chitectural concrete; post-tensioned concrete; geotechnical/
soils inspections and testing; masonry, masonry grout, and
asphalt testing; both field and fabrication shop structural steel
welding inspections and structural steel bolting requirements.
The inspections will insure that all work is in compliance with
the project drawings, specifications and all applicable building
code and materials testing requirements. Proposers are di­
rected to review project specification Sections 01400 and
01445.
I The selected individual or firm shall have the capability of pro­
viding the complete requested services package. The selected
consultant shall have the ability to maintain rapid construction
[ schedules and work with the general contractor to maintain
established schedules. The general contractor will notify the
selected consultant of schedules with dates and times of re­
quired inspections. Inability to meet scheduled inspection dates
and tim es will result in prompt dismissal.
A geotechnical soils investigation and site-specific seismic
hazard analysis was performed in January 2001. Copies of
this report are available on-line from Ford Graphics.
Proposals shall include but are not limited to a detailed de­
scription of the services to be provided under each phase of
I the contract and a listing of the required tests and inspections
I to be performed. Proposers are invited, but not required to
provide a proposed cost for this contract work. However, such
cost information will not be included in the evaluation of the
proposals.
Proposals received will be evaluated based on the following
criteria:
1. Experience: The experience of the proposer in inspection
and testing fields of: poured in place concrete and its related
steel reinforcing; precast architectural concrete; post-tensioned
concrete; geotechnical/soils inspections and testing; masonry,
masonry grout and asphalt testing; both field and fabrication
shop welding inspections and structural steel bolting require­
ments.
