It was nothing less than an offensive against the freedom that our nation represents. It was nothing less than pure evil that cast a shadow over our country, darker than the sm oke from any explosion. Fanatics challenged our nation to war, striking at civilians and service m em bers alike. Today, the United States Sen ate is m aking it clear that w e will not bow to this brutality. W e believe passionately in this coun try, in due process and the rule o f law, but the effort to find justice here cannot be allowed to degen erate into endless debate. America must act decisively. Fam ilies across this country are in their darkest hour right now. At the m om ent, not all o f the victim s’ nam es are know n, out o f the thousands believed lost in this tragedy. But w e already know them . These victim s w ere husbands and w ives, daughters and sons: to every A m erican, brothers and sisters. A nd so w e honor the m em ory w e have lost. But w e also m ake it clear today that w e w ill not allow the strength o f this nation to be sapped by terror. A m erica is not going to be drained by devilish acts o f rage. T he light o f hope is burning across this country. The voice o f a N ew Y ork Firefighter w ho says he will not stop searching until the last stone is turned is a voice o f hope. The courage o f the federal em ployees w ho re turned to w ork, here in W ash ington and across the country, is courage grounded in hope. H ope shines in the people w illing to w ait for hours to help, as w e saw w hen they donated blood. It shines in the hearts o f the p e o p le p ra y in g in th e ir churches and synagogues and m osques across the country. But here is m y bottom line: the light that shines in A m erica will be relentless when it is turned on those w ho have declared them selves our enem ies. T he dark forces that p e rp e tra ted these acts should m ake sure today that they are in their h id ing places, because w e are go ing to com e after them . The blinding beam o f our determ i nation and the long arm o f the U nited States o f A m erica will expose them , and extract ju s tice. O ur entire C ongress stands u n ited b e h in d th e P resid en t against our enem ies and against those who w ould shelter them . The entire nation stands together w ith a very clear intention to endure. O ur enem ies should know that the entire free and dem o cratic w orld stands unm oved in its dedication to liberty for all people. W e speak w ith one voice and will m ove in concert to protect principles that w e hold dear. T he flam e o f dem ocracy is going to be framed even brighter. W e will not ju st carry the torch, but w e ’re going to m ake sure that the standard is held higher then ever before. B anking services to state agencies are functioning norm ally and will continue to operate on schedule. State bond sales will be delayed until the bond m arkets stabi lize. State investm ents are on hold until the financial m arkets reopen. N one o f the T reasury’s equity or bond m anagers is headquartered in the W orld T rade Center. T he T reasury’s financial custodian, State Street Bank, is located outside B oston and is fully staffed and operational. As the financial m arkets re sum e activity, State T reasurer Randall E dw ards and his staff w ill closely m onitor the situation. “W e w itnessed a terrible attack on this country and on innocent people. W e are all in shock at w hat w e ’ve seen. M y thoughts go out to all the fam ilies directly im pacted by this tragedy,” Edw ards said. “T he state’s financial system is sound and operating norm ally. W e will continue to keep a close w atch on w hat is happen ing around the country,” Edw ards said. “T his tim e is a tim e w hen w e in the financial com m unity m ust not overreact, and keep to our fundam entals that ensure prudent and sound financial m anagem ent. T o that end, I have been w orking closely w ith the state’s financial partners to m ain tain O regon’s stable financial situation.” Attacks May Impact Diversity D aryl D ixon, director o f m ulticultural services a t G eorge F ox University, says this w e e k 's events w ill "definitely" af fe c t his day-to-day w ork on racial recon ciliation an d diversity issues. H ere are som e o f his thoughts: “ I can see it com ing - the discussion on racial profiling. For example, as I under stand events that happened, six or ten hijackers showed up late for their flights and purchased their tickets with cash. Standard security procedures recommend that persons who do this should have their bags checked. This didn’t happen. W as it an oversight, or was it a conscious attempt to not racially profile someone? “ A nother piece o f discussion w ill be the unfair actions that are taken against people o f certain national origins. I heard one popular radio com m entator quoting the O ld T estam ent teaching o f “an eye for an eye, a tooth for a tooth, a foot for a foot, etc.” H e adm onished his listeners to read the O ld Testam ent.
