King Neighborhood Commercial Center
The Portland Development Commission (PDC) is seeking proposals
from community developers interested in participating in the devel
opment of a significant property in Northeast Portland. The 2 %-acre
property is located on the west side of Martin Luther King Jr. Blvd
between NE Emerson Street and NE Alberta Street. The block imme­
diately to the north, owned by Multnomah County between NE Emerson
and NE Killingsworth Streets may also be available if certain condi­
tions are met.
This Request for Proposals (RFP) is intended to support community-
based e fforts to restore commercial vitality to MLK Jr. Blvd. at a key
intersection based upon a development vision prepared by neighbor
hood residents in 1999 known as the King Neighborhood Commer­
cial Center Development Strategy. Developers interested in respond­
ing to this RFP are directed to pay careful attention to the ideas and
content of this neighborhood vision. A copy will be mailed with each
RFP requested.
Interested developers should possess experience and interest in ur­
ban redevelopment projects, an understanding of the public partner­
ship process, and experience in community-based initiatives. The
selected developer will work closely with PDC and King Neighbor­
hood representatives to prepare and implement a development project
that meets private and community objectives.

Audrey Mae Triplet
A funeral was held June 27,2001, in Killingsworth Little Chapel of the Chimes for Audrey Mae Triplet, who died June
19 at age 71. Mrs. Triplet was bom Audrey Mae Mantonya on Nov. 5,1929, in Alta, Iowa. She moved to Portland in the
1940s and was a homemaker. In 1946, she married Alvin Triplet; he died in 1993.
Survivors include her sons, Richard, Jerald, Terry and Tim; 15 grandchildren; and eight great-grandchildren. Her
daughter, Bonnie Jean, died in 1993.
Doll Phillips - Maiden Name Branden

Doll Phillips was bom inClarksdale, MS., she moved to Oregon in 1944. Ms. Doll (as she was known by the children
o f her close friends) married E. Mack Phillips in 1952, who preceded he in death in 1997. She was self employed as
a Childcare Provider and was a member o f Mt. Sinai Community Baptist Church.

A funeral was held June 29,2001, in Emmanuel Temple Full Gospel Pentecostal Church for Rosie Lee Guitry, who
died June 24 atage87. Mrs. Guitry was bom Rosie LeeTumeron Sept. 16,1913, inTallulah, La., and moved to Portland
in 1940.
During World War II, she was a painter in the shipyards. Later, she was a nurse’s aide for Hall Sanitarium for 18
years, retiring in 1978. She was a member o f the church and served on its Mothers Board. In 1958, she married
Cleveland Guitry Jf.; he died in 1989.
Survivors include her daughters, Margie J. and Eyvonne M.; sons, Billy C., Allen R., Charles L. and James Sr.;
sisters, Samella Brazil and Mandy Solomon; brother, Sam Turner Jr.; 13 grandchildren; and 20 great-grandchildren.
Her son Jesse Mills Jr. died in 1986.
Interment in Willamette National Cemetery. Remembrances to her church. Arrangements by Killingsworth Little
Chapel o f the Chimes.
