The City of Portland, Bureau of Water Works announces a request for
proposals (RFP) for professional consulting services to support a
public decision-making process on futur e treatment of its Bull Run
water supply. Consulting services are required to develop and support
a public decision-making process and provide support for this pro
cess with development of water quality goals and an evaluation of
various treatment technologies and sites available to meet water quality
goals and description of the project, specific requirements and evalu
ation criteria for the proposal may be obtained from the Bureau of
Waterworks, Room 600,1120 SW Fifth Avenue, Portland, OR 97204,
or by calling (503) 823-7404. Proposals shall be received at that
office until 2:00 p.m., December 7, 2000.
An optional pre-proposal meeting will be held on November 15, 2000,
9:30 to 11:30 a.m., in the 2nd Floor Auditorium of the Portland Build
ing, 1120 SW Fifth Avenue. Portland, Oregon, 97204. The project
scope will be presented in further detail and background materials,
described in this document, will be available for review.
The Bureau will offer a tour of the existing treatment facilities and
currently identified siting locations outlined in the Scope of Work. The
tour will begin at 8:30 a.m., November 14, 2000 leaving from the 5th
floor lobby of the Portland Building, 1120 SW Fifth Avenue, Portland.
Oregon 97204. If you are interested in attending this tour please
notify the Water Bureau front desk (503) 823-7404 of your intent by
10:00 a.m., November 13, 2000. Seating will be limited so only indi
viduals that have signed up in advance will be allowed to attend the
tour.
Proposals shall be reviewed by a consultant selection committee in
accordance with Chapter 5.68 of the City Code. If required, interviews
may be held with the highest rated firms. If interviews are held, firms
invited for interviews will be notified on or before December 29, 2000.
If interviews are held, they will be scheduled to occur during the first
two weeks of January 2001.
Consultants shall be required to conform to the City MBE/WBE and
Equal Employment Opportunity Programs. The City of Portland is com
mitted to increasing contracting, subcontracting and employment op
portunities for minority and women owned businesses. Consultants
are required to evaluate project specifications in endeavoring to maxi
mize use of MBE and WBE firms. Consultants are encouraged to
conduct pre-bid conferences and are advised to investigate all poten
tial sources of MBE and WBE participation, including suppliers of ma
terials, services and equipment. Consultants identifying subcontract
ing opportunities are required to maximize outreach to minority and
women owned firms in fulfilling these subcontracting needs. Attention
is called to Chapter 3,100 of the City Code relative to certification as
an Equal Employment Opportunity Employer.
