Road, Beaverton, Oregon 9 7 0 0 6 , until 2 :0 0 P M , Pac. Tim e, Friday,
D ecem ber 1 5 , 2 0 0 0 fo r the R ock C reek C am pus Professional Ser­
vices Project.
The College intends to enter into a Professional Services Agreem ent
with the successful proposer to provide all services required for the
PCC Rock Creek C am pus Com prehensive Programming Expansion
and Renovation work which includes approximately 8 4 ,0 0 0 sq. ft. of
new construction and 5 4 ,0 0 0 sq. ft. o f rem odel, plus the re m o d e l/
renovation o f the 10, 5 0 0 sq. ft. PCC C a fe te ria Building into office
area at our CAPITAL Center com plex located at 1 8 5 th and Walker
Road. Services are to include; but are not necessary, plus full profes­
sional services related to all o the r phases o f a typical Professional
Services Agreement.
In order to be considered for selection, fifte e n (15) copies o f your
response to th is RFP m ust arrive a t the tim e and place designated
above, with one copy clearly marked “Original Copy - Rock Creek
Campus Professional Services P ro je c t” , and signed by a corporate
o ffice r or business p a rtne r authorized to do so. The College will re­
quire twenty (20) working days from the due date to review and evalu­
ate the proposals. At th a t tim e, all firm s th a t responded to the RFP
will be notified o f th e ir sta tu s in th e process. Those firm s chosen for
further consideration will then be invited for a personal interview. The
interview process may be two tiered depending on the wishes o f the
College Review Committee. Once the interviews have been completed,
the College Review C om m ittee w ill m ake th e ir final selection know
pending Board approval action on February 1 5, 2 0 0 1 at which tim e
the final decision w ill be announced.
The Board o f D irectors o f Portland Com m unity College D istrict re­
serves the right to reject any and all proposals and to waive irregu­
larities.
No proposer may w ithdraw th e ir proposal a fte r the deadline set for
openings thereof, before award o f a Professional Services Agree­
ment, unless th a t award is delayed for a period greater than sixty
(60) days from the date the subm ittals are due. Each proposal m ust
contain a statem ent as to whether the proposer is a resident proposer,
as defined in ORS 2 7 9 .0 2 9 .
Minority-owned, women-owned and emerging small business enter­
prises will be afford full opportunity to subm it proposals in response
to this solicitation and will not be discriminated against on the grounds
o f race, color or national origin in consideration for an award o f any
contract entered into pursuant to th is advertisem ent.

Project Description
Portland Community College intends to enter into a Professional Ser­
vices A greem en t w ith the successful proposer to provide all Profes­
sional Services fo r the Rock C reek Cam pus Com prehensive Pro­
gram m ing Expansion and Renovation work, plus the CAPITAL Cen­
te r C afé Building Rem odel into an o ffice complex. Work includes,
but is not necessarily lim ited to, Planning Review, Master Plan review
and coordination with W ashington County Programming, Schem atic
Design Phase, Design Development Phase, Construction Documents
Phase, Bidding and Negotiation Phase and Construction Adm inistra­
tion Phase plus any contingent o r additional services which may be
required during the life o f the agreem ent including but not necessar­
ily lim ited to landscape design, interior design and furniture selec­
tion, c o s t/c la im evaluation and negotiations, services in connection
with any public hearings, a ssistance with CM/GC contractor selec­
tion processes including review o f CM/GC contractor’s subcontract
bids and sub-bids, a ssistan ce the College may need in contract and
construction adm inistration and professional support in any legal pro­
ceeding which may grow out o f any construction projects resulting
from th is agreem ent. Life o f the project will extend for roughly six (6)
years or until all construction has been com pleted and projects ac­
cepted by the College.
