sta ff and over 1,000 H ead Start children
at several sites w ithin the P ortland
C o m m u n ity C ollege district w ill ben

nity non-profit agencies to deliver the

seven national H ead Start-H igher E du
cation H ispanic S ervice P artnership
grants. T he college recently received
$ 149,920 for the first y ear o f the four-
year grant. It w ill provide training in
early childhood ed u catio n to H ead
Start teachers and s ta ff w ho p rim arily
serve H ispanic ch ild ren and fam ilies.
The total aw ard will be close to $600,000
o v e rth e life o fth e grant. T he funds w ill
help address the shortage o f bilingual
M igrant/H ead S tart teachers in the
P ortland m etro area.

A fin de poder resolver las cuestiones
de p o lític a , e s p r e c is o d a rle s el
planteam iento correcto.
Durante su visita reciente a W ashing
ton, el presidente electo de M éxico,
V icente Fox, planteó las cuestiones
indebidam ente: “ ¿C ó m o reducir las
diferencias en los ingresos de un lado de
la frontera al otro?”, y, “¿C óm o crear un
fondo para el desarrollo económ ico?" En
vez de ello, lo que Fox debería preguntar
es: ¿Q ué es loque causa la pobreza? ¿Q ué
es lo que crea la riqueza? ¿Por qué los
mexicanos siempre han tenido un nivel de
vida inferior al de los norteam ericanos?
¿Es posible que la causa lo sean la
historia y la cultura distintas de M éxico?
Tal vez, pero el sudoeste estadounidense
com parte bastante con M éxico en lo que
respecta a la historia y a la cultura, ya que
aquél fue parte de M éxico durante m ucho
tiempo. ¿Podría ser la razón, los recursos
naturales'.’ A lomejor, pero todos sabemos
que M éxico ha sido bendecido con
reservas inm ensas de petróleo.
¿Podría la preparación explicar las
di ferencias en los ingresos y la n queza de
lo s c iu d a d a n o s d e c a d a p a ís ?
el sistem a económ ico bajo el cual los
m exicanos han tenido que sufrir durante
m uchos años. El sistem a económ ico
m e x ic a n o es u n a c o m b in ació n de
m ercantilism o, socialism o y fascismo, la
que por décadas ha proporcionado los
medios para que los funcionarios públicos
m exicanos puedan saquear al pueblo de
M éxico m ediante los impuestos, los car
gos para recibir el perm iso de comerciar,
las m ultas de los organism os estatales y,
desde luego, el antiguo sistema de las
mordidas.
E n M éxico el Estado está en todas
partes y lo controla todo, en un sistema
ju s tific a d o p o r lo s p ro g ra m a s de
r e g la m e n ta c ió n
e c o n ó m ic a
y
licénciam iento de los negocios y de
asistencia social, desde la enseñanza
p ú b lica pasando por el cuidado médico,
hasta el retiro.

naturales ni con la preparación de los
ciudadanos. M éxico es pobre porque
durante m ás de 175 años el Estado
mexicano ha gozado del poder de combatir

burocracia los organismos nacionales,
los im p u esto s, el m an ten g o y los
reglamentos.
La clave para m ejorar el nivel de vida
y para crear una sociedad de abundancia
se encuentra en la acum ulación del capí- ,

el cualasu vez perm iteala gente producir
más. Y mientras menos im puestos tienen
que pagar, m ás pueden ahorrar.
