Sealed bids for the Portland International Airport, Deicing Stormwater
System, Dilute Detention Basin project will be received at the office ot the

The work includes but is not limited to:
Constructing a 13-million-gallon, geomembrane-lined detention basin
and two pump stations; modifying an existing pump stations; constructing
a truck-loading area; installing fencing; and installing electrical service,
lighting, and electronic controls.
Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors, suppliers, or
manufacturers which have been specifically designated by the Oregon
State Office o f Minority, Women, and Emerging Small Business as a
disadvantaged business enterprise ("DBE”) will participate in not less
than 18 percent o f the total dollar amount bid.
A prebid conference will be held at 2 p.m. on June 15,2000, at the Portland
International Airport Maintenance Facility, 7111 N.E. Alderwood Road,
Portland, Oregon, to discuss all phases o f the work.

Bids must be on the bid form which will be provided to prospective bidders
and must be accompanied by bid security made payable to The Port of
Portland in an amount equal to at least 10 phases o f the work.
Prequalification is not required for this work.
The drawings and the contract manual may be examined at Port offices.
Copies may be obtained by prospective bidders at no cost from Contracts
and Procurement (address above).
This is a federal aid contract, and all labor shall be paid no less than the
minimum wage rates established by theU.S. Secretary ofLabor, as included
in the contract documents.
The labor and civil rights requirements in the Bid and the Supplementary
Conditions apply to this work. The proposed contract is under the subject
o f Executive Order 11246 on Nondiscrimination Under Federal contracts,
September 24,1965, and as amended; and 49 CFR Part 26, on Participation
By disadvantaged Business Enterprises in United States Department of
Transportation Programs, March 4,1999, as revised.
Disadvantaged business enterprises will be afforded full opportunity to
submit bids in response to this invitation and will not be discriminated
against on the basis o f race, color, national origin, or sex in consideration
for an award o f any contract entered into pursuant to this advertisement.
As provided in ORS 279.027, bidders shall submit information disclosing
any qualifying first-tier subcontractors that will be furnishing labor or
materials for the work.
Bidders are required to state whether or not the bidder is a resident bidder,
as defined in ORS 279.029. (See the Instructions to Bidders).
No bid will be received or considered unless the bidder is registered with
the State o f Oregon Construction Contractors Board, pursuant to ORS
701.055 (1), prior to submitting a bid. (See the Instructions to Bidders.)

Bids may be rejected if not in compliance with bidding procedures and

Oregon State University (OSU) is preparing to construct a new Indoor
Practice Facility and a new Softball Stadium on its Corvallis Campus. OSU
plans to prequalify General Contractors who will be invited to submit bids.
The Request forQualification (RFQ) will be the process used in compiling
a short list of General Contractors to bid the project. The Contractor's team
should include members experienced in collegiate athletics facilities.
General contracting firms will be selected based upon their past performance
with in-budget and on-time completion o f athletic projects. OSU will enter
into a contract with the low bidder.
The Indoor Practice Facility will be a 100,000 square foot pre-engineered
steel metal roof structure with site-constructed walls. This multi-purpose
space wi 11 house a control led environment for several varsity team practices.
A full size football field with minimum 16-foot sideline and 20-foot end line
clearances will be stripped on the synthetic turf practice surface. Pre-game
functions and other events will require assembly occupancy with code
compliant access, exiting and toilet facilities. A portable floor will be used
for these events occurring on the practice turf surface.
The softball playing field will have a natural (sand based) playing surface,
full drainage system and automatic irrigation. The dugouts will accommodate
25-players each for both home and visitors and will be depressed 2-feet
below the field level. Each will have a restroom and storage closet for game
equipment. Seating for 700 spectator will be provided between first and
third bases. The facility will have a press box directly behind home plate.
Storage areas for soil mixes will also be provided.

The Portland DevelopmentCommission (“ PDC”) will receive sealed bids
in writing at PD C’s office located at 1900 SW Fourth Avenue, Suite 7000,
Portland Oregon 97201-5304 for:

Until the deadlineof 1:00 p.m. Pacific Standardtim e(PST)onJuly6,2000
after which time bids will not be received. By 5:00 p.m. on July 6 ,2000(i.e.,
within four (4) working hours after the above date and time), bidders shall
submit to PDC’s office by hand delivery a disclosure o f any first-tier
subcontractors in accordance with ORS 279.027(3) and by completing the
form provided in the Project manual. At 5:00 p.m. on July 6,2000, all bids
will be publicly opened and read aloud at PDC’s office.
The bidding and award process will proceed and all work will be performed
in accordance with the contract documents contained or referenced in the
Project Manual now available at PDC ’s office by payment o f a refundable
deposit of $50.00. Inquiries and bids should be directed to Rachel Blakeman,
Project Coordinator. A mandatory prebid conference will be held on June
21,2000 at 1:00 pm at PDC’s office (Commission Room). A mandatory
jobsite tour will follow the mandatory prebid conference on June 21,2000
at 1:00 pm.
All bidders must file for pre-qualification no later than June 23,2000 at 1:00
p.m., in accordance with ORS 279.039( 1) and the Instructions to Bidders
reference in the Project Manual in the following City o f Portland categories:
(2) Street Improvements. Prevailing wage rates must be paid on the project
in accordance with ORS 279.350. Nobids fora construction contract shall
be received or considered by PDC unless the bidder is registered with the
Construction Contractors Board or licensed by the State Landscape
Contractors Board as required by ORS 701.035 et seq. And ORS 671.525
et seq., respectively.
All bids must be accompanied by appropriate bid security in accordance
with ORS 279.027(5). Each bid must contain a statement as to whether the
bidder is a resident bidder as defined in ORS 279.029. PDC may reject any
bid not in compliance with all prescribed public bidding procedures and
requirements, and may reject for good cause any or all bids upon a finding
o f PDC that is in the public interest to do so.
