The city o f V ancouver has selected two proposals for a
new C ivic C enter for further analysis. The City selected
these two from a total o f six proposals, w hich were
received on Sept. 29, in response to Request for Proposals.
The selected proposals are described below:
G erding/E dlen D evelopm ent Co. o f Portland A cadem y
property (E vergreen, C St., 1-5); Proposal is to construct
a new building on w estern portion o f the property; The
Library could be accom m odated in a separate building
proposed for the eastern or northern portion of the site;
The A cadem y building is proposed for renovation at the
expense o f the developer to rem ain a private m ixed-use
facility; Public space consisting o f a public plaza on
co m ero fC Street and Evergreen, as well as a"civic green"
along E vergreen; O ther uses include ground floor retail
space in new City H all building and possible housing
office building on site to be built by developer.

Existing city hall and parking structure site plus the block
to the south (12th st., Broadw ay, M ill Plain, C st.) The
proposal is to expand and reconfigure the current City Hall
facilities. The library could be accom odated on the block
south o f C ity Hall. A nd a covered Civic H all over w hat is
now 13"' St. w ould connect the C ity Hall Library.
Proposals w ere review ed by key C ity and L ibrary staff and
an O v e rn ig h t C o m m itte e m ad e up o f b u sin e ss,
neighborhood and other representatives w ho have been
involved throughout the C ity ’s space study process. The
follow ing is a list o f participants: Jewel Barton, Hewlett

The objective ofth e proposed Civic C enter is to unite city
services currently scattered throughout dow ntow n into a
more efficient space. It is expected that this will decrease
long-term occupancy costs and im prove custom er service.
Efforts have been made to include a space for a new m ain
Library in this project as the current Library building is
inadequate based on current use. Potential to expand the
current Library building is also being studied at this time.
The next phase o f this process will be to analyze the two
final proposals in more detail and resubm it renovations to
the City Council.

new charges
On N ovem ber 11, 1999, Em ergency Fire and M edical
responded to 1700 N.E. 162 A venue, A partm ent G -2,
G resham , on a call o f a six-w eek-old baby, w hich was not
breathing. At the tim e, the baby, M ikayla Hill. Female,
DOB Septem ber 22,1999, was being watched by her father
M ichael Lam ar Hill, 25 years old.
The baby w as transported to O regon H ealth Science
U niversity, D oem becher Hospital, w here she was listed
in critical condition. An investigation by Portland Police
detective Sergeant K elly F. Scott and G resham D etective
M ike M cG ow an o fth e M ultnom ah C ounty C hild A buse
Team resulted in the father’s arrest on Nov em ber 12.1999,
for A ssault in the Second Degree.
On N ovem ber 1 4 ,1 9 9 9 ,M ik ay laH illd ied asaresu lto fh er
in ju ries. T h e M u ltn o m ah C o u n ty M edical O ttic e
conducted an autopsy w hich determ ined the baby died ot
head injuries from being shaken or having been shaken
with impact. A saresult, the father, Michael Lamar Hill, has
been indicted on one count o f Felony M urder, no bail, and
one count M anslaughter First Degree, bail $250,000. Hill
rem ains lodged at the M ultnom ah County Detention
Center.

The parking study concluded, “ O ver

by the new developm ent projects

On Thursday, N ovem ber 18,1999, investigators initiated
an investigation into the death o f M arilyn M ontoya-
M onterroso, 32 years old, w ho resided at 10224 S. E. Boise
Street. The deceased lived in the basem ent o fh e r p aren t's
residence w ith her husband, Elvar M ontoya-M onterroso,
30 years old. Investigators w ere attem pting to locate the
husband and a 1993 Ford Tem po, O regon license plate
096-A P W , w hich the husband w as believed to be
no response from the ow ners.

An autopsy o f the deceased is scheduled for Friday,
N ovem ber 19, 1999, by the M ultnom ah County M edical
Exam iner’s Office. Investigators from Clackam as County
S h e riffs O ffice and Portland Police Bureau are continuing
the investigation.
Solicitation to commit murder/
arrest
On November 18,1999,atapproxunately 11:45 P.M. .uniform
officers and investigators arrested 30-year-old Sarah Aline
Ater, 30 years, on one count o f A ttem pted A ggravated
M urder, and one count ot solicitation to Com m it M u rd ei.
Bail w as set at $ 10,000,000 on each count.
A ter’s arrest occurred after she met with an undercover
detective in a parking lot located at S.E. G rand and C lay
Street to discuss arrangem ents o t the planned crim e, an
arrest team, in marked patrol units then entered the parking
lot in an attem pt to block her avenue o f escape. H ow ever,
A ter was able to m aneuver her vehicle around the police
cars and out o fth e parking lot. A short pursuit ensued, and
culm inated at N.E. Sandy Blvd. and N.E. 50'h A venue
w here A ter was taken into custody w ithout incident.
A ccording to Benton County officials, A ter had been
arrested on July 11, 1999, on thirteen charges including
Solicitation to C om m it A ggravated M urder, A ttem pted
A ggravated M urder, First D egree A rson, and tam pering
W ith a W itness. A ter’s bail at that tim e was $350,000 and
she reportedly posted ten percent and w as released from
custody. The intended victim in both the Portland and
Benton County cases is A ter’s ex-boyfriend.
Narcotics search executed
On the afternoon o f Nov. 19, 1999, M ultnom ah County
S h eriff’s O ffice executed a narcotics-related Search
W arrant at 27260 SE Carl, a residence in unincorporated
operating.
Later this m orning at approxim ately 10:30 A . M ., a female
motorist driving on W ebber Road, w hich is approxim ately
East M ultnom ah County.
D uring the execution o f the w arrant, four (4) persons were
taken into custody and a M etham phetam ine Laboratory
w as discovered in a m obile hom e on the property.
M ultnom ah County S heriff’s D eputies and H A ZM A T
(H azardous M aterials) experts are currently securing a
second search warrant and attem pting to dism antle the
4 m iles east o f Sandy, o ff H ighw ay 26, cam e across a
vehicle w hich was incinerated and still smoldering. W hile
the m otorist w as turning around, she observed a body.
The m otorist im m ediately called 911, and C lackam as
County S h e riffs O ffice responded to the scene.
The incinerated vehicle has been identified as the 1993
Ford Tem po, w hich was being searched for by Portland
Police Investigators. T he Body found at the scene
in the area.

Arson results in Portland homicide

O n Friday, N ovem ber 19,1999, at 11:51 P.M., the Portland
Fire Bureau responded to a report o f a residential fire at
4038 N. W illiam s Avenue. Upon arrival, firefighters found
the tw o story hom e engulfed in flames. The Portland Fire
Bureau estim ated the loss to the structure at $ 120,000 and
loss o f the contents at $20,000.
T he interior o f the residence was in such a cluttered
condition, fire investigators felt it unsafe to investigate
before daylight. O nce inside, the body o f a 44 year-old
w hite m ale, later identified as K enneth A very Sharp, w as
found upstairs. A ccording to the M ultnom ah County
M edical E xam iner’s O ffice, Sharp, w ho resided at the
residence, died o f sm oke inhalation.
Investigators from the Portland Fire Investigations Unit
report som eone other than the victim intentionally set the
fire. Therefore, the case is being investigated as a hom icide
by the Portland Police Bureau Hom icide Detail.

deadline for applications to its new
Y outh Council until Friday, Dec. 10.

citizen advisory body to the City
