HEARING
Notice is hereby given that a public hearing, if so requested by
any interested person, will be held by the Tri-County Metropolitan
Transportation District of Oregon (Tri-Met) in Room C of the
Portland Building, 1120 S.W. Fifth Avenue, Portland at 9:00 AM
on Wednesday, October 27"’, 1999. The purpose of this hearing is
to consider a project for which federal FYOO § 5309 New Start
funds from the Federal Transit Administration is being sought for
completion of Tri-Met’s Westside-Hillsboro Light Rail project.
Persons requesting that this hearing be convened should contact
Tri-Met's Finance Administrator by telephone at (503) 962-5850,
or in writing at 4012 S.E. 17* Avenue, Portland, OR, 97202 by
Friday, October I S ”1, 1999.
Tri-Met received federal approval in September 1992 to design
and construct the Westside rail project from downtown Portland to
S.W. 185* Avenue in Washington County. In December 1994, the
Federal Transit Administration approved an amendment to extend
the rail line from S.W. 185"’ Avenue into downtown Hillsboro by
Autumn, 1998.
Fiscal year 2000 funding requested in this grant application is for
the final installment of the rail project, up to $14,061,930 in
federal assistance. (Exact amount depends on Congressional
action.) These federal funds would be matched with up to
$7,029,910 in local dollars for a total project budget of up to
$21,091,840.
Project expenditures would replenish Tri-Met funds used to
support civil construction including procurement of vehicles, track,
electrification, signals, communication and fare collection
equipment, and other system requirements; right of way
acquisition; and project administration.
A discussion of displacement of persons, families and businesses
associated with the Westside-Hillsboro Project is included in Final
Environmental Impact Statements on file at Tri-Met offices. The
project is in conformance with comprehensive land use and
transportation planning in the area and is programmed in regional
and State Transportation Improvement Programs.
In the event a hearing is held, Tri-Met will afford opportunity for
interested persons or agencies to be heard with respect to the
social, economic, and environmental aspects of the project.
A person requesting a sign language interpreter shall give Tri-Met
at least 48 hours notice of the request by contacting Tri-Met at
962-5850 or TDD 962-5811, Monday through Friday, 8:00 AM to
5:00 PM.
A copy of the grant application, Westside-Hillboro environmental
documents, and Tri-Met’s transit development plan are available
for public inspection at Tri-Met’s Finance Department, A"1 Floor,
4012 S.E. 17* Avenue, Portland, OR at the time of the proposed
public hearing.

section shall be conclusive and binding upon the minor person, upon the
parent or parents, and upon all other persons who have been served with

shall have no power to set aside, change, or modify it, but this shall not be
construed to limit the rights to appeal the order.
If the Court, by order or judgm ent, declares the child free from the custody
and control of both parents, or one parent if the other no longer has custody
and control, the Court shal I, at the same tim e, order the child referred to the
licensed County adoption agency for adoptive placement by that agency.
The rights and procedures described above are set forth in detail in the
California Welfare and Institutions Code Section 366.26. You are referred
