King bestows Award, elects
new President
POLICE NEWS
Robberies Captured on Video
Portland Police Bureau Rob­
bery Detectives, in cooperation
with Crime Stoppers, are asking
for your help in identifying and
apprehending a subject who
robbed two convenience stores.
Both robberies were captured
on store survillance cameras.
On Tuesday, November 24,
1998, at approximately three min­
utes after midnight, a subject
who simulated a weapon robbed
the 7-11 Store, at 4643 NE Sandy
Boulevard. A little more than
two hours later, at approximately
2:10 A.M., the same subject,
again sim ulating a w eapon,
robbed the Plaid Pantry Store at
1715 NE lb'” Avenue.
The suspect is described as a
light complected, black male in
his twenties. He is approxi­
mately 5’09" tall, with a m e­
dium build, short Afro-style hair,
and either a slight beard, or
for aiding com m unity livability, with
Stewart’s comments:

Gregory Leon Hightower was
indicted for Conspiracy to Com­
pel Prostitution, Conspiracy to
Promote Prostitution, 12 counts
o f Compelling Prostitution, 12
counts of Promoting Prostitu­
tion, and 2 counts of Rape in the
third Degree. 2 counts of sod­
omy in the Third Degree, Ex
convict in Posession o f a Fire­
arm and 2 counts of Delivery of
a Controlled Sunstance to a Mi­
nor.
W endy Joyce Barnes and
Heather Nicole Baker were both
indicted for Conspiracy to Com­
pel Prostitution, Conspiracy to
Promote Prostitution, 12 counts
of Compelling Prostitution and
12 counts of Promoting Prosti­
tution.

On February 4, 1999, T hurs­
day, Portland Drug and Vice
Division officers conducted a
search warrant of H ightow er’s
residence, 8045 SE Mill St. in
Portland, for evidence o f the
crimes o f Com pelling and Pro­
moting Prostitution at which
tim e H ightow er and B arnes
were arrested. Heather Nicole
Barnes was incarcerated in the
Orange County, California, Jail
on unrelated charges at the time
o f herindictm ent in Multnomah
County and will be extradited
to Oregon to face charges at a
future date.

Three Indicted in Teen
Prostitution Ring
Portland Police Bureau Drug
and Vice investigators have cul­
minated a month long investiga­
tion by indicting one man and
two women for their roles in
compelling and promoting pros­
titution involving at least five
teenage girls from the Portland
area, W ashington and C alifor­
nia.

Office assisted Portland Vice
investigators in conducting and
investigating which lead to the

“pimps" to give teenage girls,

Charter Review Committee
Applications will be accepted
by the M ayor’s O ffice through
March 1 for fifteen positions
on the C harter Review Com ­
m ittee, per Section 11.17 o f
the Vancouver City Charter.
“No later than five years af­
ter the most recent charter re ­
view, the m ayor shall appoint,
subject to city council confir­
m ation, a panel o f fifteen resi­
dents to review the city charter
and to recommend to the city
council in time to be consid­
ered for that year’s election,
any charter changes or amend­
ments which the panel believes
should be put to a vote o f the
people, and the council shall
th e r e a f te r p la c e any such
am endm ent on the ballot at the
next m unicipal election if a
m ajority o f the city council so
determ ine; provided nothing
herein shall interfere with the
right o f citizens to, by peti­
tion, require an election to be
held for any charter am end­
ment or to cause a freeholder
election to be held for a pro­
posed new city charter, nor
shall it interfere with the right
o f the city council to, at any
tim e, propose and subm it pro ­
posed charter am endm ents to
the voters.”
