REQUEST FOR STATEMENT OF QUALIFICATIONS
TO PROVIDE CONSULTING SERVICES
FOR THE DEPARTMENT OF ENVIRONMENTAL
SERVICES
CITY OF GRESHAM, OREGON
The City of G resham plans to retain consulting services to evaluate the structural integrity of
an existing storm pipe located in Main Street beginning at 5th Street and continuing south
approxim ately 1200 feet to Powell Boulevard. This concrete storm drain has been in place for
approxim ately 50 years. The diam eter of this concrete line is 18 inches (250 feet); 21 inches
(850 fe e t); and 24 inches for 100 feet. Manholes are spaced at approxim ately 250 feet. The City
has viewed the condition of the line by television technique and noted serious cracking and
deform ation. The consultant is to provide technical advice as to the structural integrity of the
storm sewer. In the event that it is determ ined that the structural integrity is in jeopardy the
consultant will evaluate alternatives m ethods to restore structural integrity. The consultant will
provide final design, construction drawing and supplem ental specifications adequate for a
construction contract to be executed by the City. The consultant will provide full-tim e
construction observation for critical elem ents of the construction contract.

Services, Attention: G ary Flightner, P.E. 1333 NW Eastman Parkway, G resham , Oregon
97030, by 5 P.M, Pacific Daylight Time, January 14, a 5-page statem ent of qualifications which
shall include:
1. Firm Inform ation. Firm name, address, telephone number, contact person, year estab­
lished, types of services qualified to perform, and num ber of personnel of the firm including a
breakdown of registered professional engineers by discipline, engineer technicians, and
support staff.
2. Qualification of the Firm . A sum m ary of projects com pleted by the firm which are
com parable to the project description including names and location of the project, date of the
project, name and telephone num ber of general contractor and owner representative, and
nam e of consultant’s m anager on the project.
3. Q ualifications of Project Personnel. The name, qualifications, specific work experience
of key personnel proposed for this project. An estim ate as to the percentage of tim e these
personnel would be available during the various phases of the project shall be indicated.
These qualification should indicate all projects worked on during the last 10 years and include
the name of the project, dates, and specific items worked on. Also, subm it a list of alternative
personnel available to work on the project should any of they key personnel indicated be
unavailable to work on this project. Please subm it qualifications and experience of alternative
personnel. Please indicate the date or dates after which proposed project team m em bers will
no longer be available to work on the project. Resumes of other im portant staff may also be
subm itted. To assist in the preparation of the statem ent of qualifications a draft of the Request
For Proposal, which defines the scope of work, is available at the G resham City Hall,
D epartm ent of Environmental Services. The statem ent of qualifications will be evaluated on the
following criteria:
•Q ualifications and experience of team members to be assigned to this project.
•Date or dates after which proposed team members will not be available for the project and the
qualifications of alternative personnel.
•Firm experience and quality of prior work.
Based upon the statem ents of qualifications, three to four of the m ost qualified firm s will be
selected to subm it detailed proposals.

related to the expansion and renovation of the University of
Oregon Museum of Art in Eugene, Oregon. The selection

Briefly, the project, as currently envisioned, consists of
24,000 GSF of new space and renovation to the 31,000-

an external sculpture courtyard. The estim ated project cost
is $8,100,00 (direct construction).

PUBLIC HEARING
Notice is hereby given that a public hearing, if so requested
by any interested person, will be held by the Tri-County
M etropolitan Transportation District of Oregon (Tri-Met) at
2:30 PM, W ednesday, January 2 7 ,1 9 9 9 in the second floor
auditorium of the Portland Building, 1120 SW Fifth Avenue,
Portland for the purpose of considering a project for which
federal assistance is being sought. Persons requesting that

The project under consideration is W estside-Hillsboro Light
Rail. Tri-M et received federal approval in September 1992 to
design and construct the W estside rail project from dow n­
tow n Portland to SW 185th Avenue in W ashington County.
In Decem ber 1994, the Federal Transit Adm inistration ap­
proved an am endm ent to extend the rail line from SW 185th
into downtown Hillsboro by Fall, 1998. The Westside-Hillsboro
line began revenue operations in Septem ber of 1998.
Fiscal year 1999 funding requested in this grant application
for continuation of the rail project is $22,526,475 in federal
assistance. These federal funds would be matched with
$11,263,221 in local dollars for a total project budget of
$33789,696.
This year’s grant funds will support final civil construction of
alignm ent features; com pletion of the W ashington Park
Station; tunnel ventilation control panel testing, manufacture
of six additional low floor light rail vehicles; final software
installation for the com m unications system; manuals and
training for fare collection maintenance; post construction
m onum entation along the alignm ent; signage; graphics and
station finishing work; punchlish items in downtown Hillsboro;
and contract close-out activities.
A discussion of displacem ent of persons, fam ilies and
businesses associated with the W estside-Hillsboro Project
is included in Final Environm ental Impact Statem ents on file
at Tri-M et offices. The project is in conform ance with com ­
prehensive land use and transportation planning in the area
and is program m ed in regional and state Transportation
Im provem ent programs.
In the event a hearing is held, Tri-M et will afford opportunity
for interested persons or agencies to be heard with respect
to the social, econom ic, and environm ental aspects of the
project.
