Elbert was bom on Deeember 7, 1907 in Ore City, Texas to the late Elbert Montgomery, Sr. and Pearl Mitchell Montgomery. He attended public school in Ore City. At an early age, he joined the United Methodist Church. He met and married Dovie Bradford in the early 1930’s. In the later years o f his life, he met and married Addie Turner. Addie passed away on May 23, 1984. He moved to Portland in 1944 from Longview, Texas and he first worked in the shipyards during WW II. After the war, he was a laborer in construction in the Portland area. He retired in 1971. He was member o f Local #296 of the Laborers Union and Mr. Zion Church o f God in Christ. Mr. Alexander was born July 5, 1950 in Paris, Texas. Services for Mr. Alexander were held on Monday, June 15, 1998 at the Rose City Funeral Home. I received a note from a woman in a wheel chair who was attending that mooting and who shared her own sim ilar experiences today. O f ten she has to get a friend or colleague to stand with her at the bus top to ensure that the bus w ill stop for her. It's illegal, but it still happens. Not su rp risin gly, that d is crim ination against people o f color is evident in the job mar ket. About h alf o f w orking age Am ericans with disabilities arc employed and only one-fourth with severe disabilities hold a job. People o f color with d is abilities face double or triple jeopardy when it comes to em ployment. Alm ost three-fourths o f A frican Am ericans and more than half o f H ispanics with d is ab ilities are unem ployed. The tragedy is that most disabled people ar capable o f working. In addition, people o f color with disabilities are less likely to receive rehabilitation services and educational opportunities are less available and affordable to them Inadequate transportation and housing for people with d isa b ili ties in disadvantaged comm uni ties is limited at best. There are fewer mentors and role models for people o f color with d isa b ili ties and mainstream job coach ing. on-the-job training and in ternships are less frequently avail able to them Fin ally, some o f the organizations designing programs for the employment o f persons with disabilities do not clearly understand the cultural d iffe r ences in communities o f color and thus, have not done the best job in serving people o f color. We can make people with dis abilities visible in our workplaces, in our educational institutions, in our churches and in our commu nities. We can advocate for them, we can hire them, we can make sure they are represented at our national meetings, our job fairs, our training programs.
