Sealed bids for the Portland International Airport, Combined
Runway and Taxiway Improvements project will be received
at the office of the Manager, Contracts and Procurement, of
The Port of Portland, 700 N. E. Multnomah Street, 15th Floor,
Portland, Oregon 97232, (503) 731-7593 (mailing address:
Post Office Box 3529, Portland Oregon 97208) until, but not
after, 2 p.m. April. 28, 1998, and thereafter publicly opened
and read.
Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors,
suppliers, or manufacturers which have been certified by
the Oregon State Office of Minority, Women, and Emerg
ing Small Business as disadvantaged, minority, or women
business enterprises (collectively “Disadvantaged Busi
ness Enterprises”or “DBE”) will participate in not less
than 13.5 percent of the total dollar amount bid.
Description of Work:
Construct two high speed exit taxiways along Runway
10R-28L, overlay the north half of runway 3-21 and
Taxi way E, and overlay a portion of Taxiways B and M
with asphalt concrete; remove and reinstall runway and
taxiway edge lights, taxiway centerline lights, and runway
hold short lights; grade and seed runway and taxiway
shoulders; and groove pavement of finished runway
surface.
A prebid conference will be held at 1 p.m. on Thursday, April
9, 1998 at the Portland International Airport Maintenance
Facility, 7111 N. E. Alderwood Road, Portland, Oregon, to
discuss all aspects of the work, work phasing, project safety,
and security. Bidders are strongly encouraged to attend. This
will be the only time that the airfield will be available for site
inspection prior to bid opening.

Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by bid secu
rity made payable to The Port of Portland in an amount equal
to at least 10 percent of the total amount bid.
Prequalification is not required for this work.
The drawings and the contract manual may be examined at
Port offices. Copies may be obtained by prospective bidders
at no cost from Contracts and Procurement (address above).
This is a federal aid contract, and all labor shall be paid no less
than the minimum wage rates established by the U.S. Secre
tary of Labor, as included in the contract documents.
The labor and civil rights requirements in the Bid and the
Supplementary Conditions apply to this work. The proposed
Contract is under the subject of Executive Order 11246 on
Nondiscrimination Under Federal Contracts, September 24,
1965, and as amended; and 49 CFR Part 23, on Participation
By Disadvantaged Business Enterprises in United States
Department of Transportation programs, March 31, 1980,
and as amended.
Disadvantaged business enterprises will be afforded full
opportunity to submit bids in response to this invitation and
will not be discriminated against on the basis of race, color,
national origin, or sex in consideration for an award of any
contract entered into pursuant to this advertisement.
Bidders are required to state whether or not the bidder is a
resident bidder, as defined in ORS 279.029. (Reference

WATERLINE REPLACEMENT
Sealed bids will be received by the City of Keizer at the office
of the City Recorder, City Hall, Keizer, Oregon, until but not
after, 10:00 a.m. local time, April 17,1998, when all bids will
be publicly opened and read aloud in the Council Chambers,
City Hall, 930 Chemawa Road NE, Keizer, Oregon for the
captioned project.
The Work Is Summarized as Follows:
5372 l.f. of 12" D.l. water main with Control Density or
Granular Backfill, 632 l.f. of 8" D.l. water main, 161 l.f. of 6" D.
I. water main, 26 short side services, 31 bored long side
services, and misc. other related bends, tees, taps, service
reconnects, and AC Remove and Replace.
Basis Of Award
The contract shall be awarded to the lowest bid received from
a responsible bidder.
Plans, specifications and other bid documents may be in
spected and obtained on or after April 1,1998 at the offices of:

No bid for a construction contract shall be received or
considered by the public contracting agency unless the
bidder is registered with the Construction Contractors Board
or licensed by the State Landscape Contractors Board as
required by ORS 671.530. Any objections to or comments
upon the bid specification must be submitted in writing to
William I. Peterson Engineering Consultants, Inc., ten (10)
work days before the bid opening date.

A surety bond, cashier’s check or certified check of the
bidder, made payable to the City of Keizer, for the 10 percent
(10%) of the bid must accompany each bid as security. Bid
security of all, save the three lowest bidders, will be returned
upon execution of the contract by the successful bidder. All
Bidders must comply with the provisions of ORS 279.350 in
the payment of minimum rates of wages as decided by the
Secretary of Labor according to the Davis-Bacon Act. A 100
percent Performance Bond and a 100 percent Payment Bond
using the forms bound in the contract documents will be
required to guarantee the faithful performance of the contract.
The owner reserves the right to postpone award for 45 days,
to reject any bid not in compliance with all prescribed public
bidding procedures and requirements, and may reject, for
good cause, any or all bids upon a finding by the Owner that
it is in the public interest to do so.
