And the Legislative Assem bly shall have power to restrain, and regulate the immigration to this State o f persons not qualified to become Citizens o f the United States. A rticle I Section 34. - There shall be neither slavery , nor involun tary servitude in the State, otherwise than as a punishment for crime, whereof the party shall have been duly convicted. A r t ic le I S e c tio n 35. - N o free negro, or m ulatto, not re sid in g in this State at the time o f the adoption o f this C o n s ti tution, sh a ll com e, resid e, or be w ithin this State, or hold any real estate, or make any co n tracts, or m aintain any suit therein; and the L e g is la tiv e A sse m b ly sh a ll p ro vide by penal law s, for the rem oval, by p u b lic o ffic e rs, o f such negroes, and m ulattos, and for their effectual e x c lu sio n from the State, and for the p u n ish ment o f persons who sh all b rin g them into the state, or em p lo y, or harbor them, (repealed N ovem ber 1926) A rticle II Section 6. - N o Negro, Chinaman, or Mulatto shall have the right o f suffrage, (repealed June 28, 1927) A rticle X V Section 8. - No Chairman, not a resident o f the State at the adoption o f this Constitution, shall ever hold any real estate, or mining claim, or work any mining claim therein. The Legislative Assembly shall provide by law in the most effectual manner for carrying out the above provisions.
