A Portland State University student who is seeking a doctoral degree in social work and who in her teenage years lived in four different foster homes is the latest recipient of PSU ’s Frank L. Roberts Com munity Service Scholarship Deborah PayneTow ner, adoctoral student m social welfare anti research at PSU ’s Graduate School of Social Work, formally received her scholar ship at a luncheon Oct. 14 on the Portland Slate campus. Tow ner is a resilient o f northeast Portland. The Frank L. Roberts,Scholarship is a one-year, renewable grant of $1,500 awarded loa PSU graduate student who has shown a continuing dedication and interest Io public service or education. It is named for the late Frank Roberts, longtime Oregon legislator and Portland State prolessor. l ow lier was selected from an origi nal pool o f about 50 applicants. Former Oregon Gov. Barbara Roberts, widow of Frank Roberts, presented the award to Towner. Last y ear’s Roberts Schol arship recipient, Michael Creighton, w ho’s pursuing a m aster’s degree in special education at PSU. received a renewal of his 1996 scholarship. "One of the big things about this scholarship is that it helps me to be come a full-time student," Tow ner said. “One o f the biggest struggles when you're a mature student is that you have financial responsibilities at a greater level,” T ow ner said. For her doctoral degree at PSU, Tow ner is focusing on the area ol human developm ent related to the at tachment between an infant and its primary caregivers, and the effect that relationships has on the developm ent of mental health and personality. Tow ner hopes to hone her research and methodology skills "so I can bet ter understand the m ethods and poli cies we have available in our country to address social problems. These skills may help me have more influence at the policy level so 1 can implement ch an g e" Tow ner said she m aintains contact with Romanian child care officials through e-mails. Ti iwner has an impressive academic anil research background. She received a m aster's degree in social work from PSU in 1991 and bachelor o f arts degree in education Iroin W estern Washington University in Bellingham. Wash, through a Rotary International Ambassadorial Scholarship she did a year of postgraduate study at the Tavistock ( lime in London. At PSU. she received two internships, includ ing one as a social w orker at the Parry Center lorC hildren in Portland, and as a mental health specialist at Mount HooilC'ommunity Mental HealthCen- ter in Gresham . She also served as a research assistant at the PSU-based Regional Research Institute,conduct ing interviews with homeless families to identify the experience o f children and families prior to. during and fol lowing periods of homelessness.
