the task force trusted the brothers to

The property's residential zoning.
Harrison and his staff proposed a
zone change as part o f a larger re
zoning package that, among other
things, called for higher density infill
development in the area. There was
strong community opposition to this
and Harrison withdrew it, leaving an
isolated “spot” rezoning for the
Kennedy property in violation of
the bureau’s own policies.
The Portland Planning Com m is
sion rejected the proposal. Shortly
thereafter. City Council, prodded
by neighborhood phone calls, asked

them to reconsider. Taking the hint,
most o f the commission went along.
Looking at the finished result of
the process, Fossum told the gath
ering, “ If the neighborhood, the gov
ernment and the private sector all
get together and draw boundaries
around what they want to see, this is
what you can accom plish.”
As for Darby, she told the O b
server the next day, “ I can ’t stop
smiling I’m delighted.”

leased by the Centers for D isease
C ontrol and P revention (C D C )
show that the adult A frican-A m eri
can im m unization rate is far below
the national average.
In 1995, 58.1% o f A m erican
overall received their influenza
shots, but only 39.3% o f A frican-
Americans reported receiving their
flu shots. And w hile 35.6% o f all
seniors age 65 and over reported
receiving their pneumococcal shots
in 1995, only 19.7% o f senior A f
rican-A m ericans received the vac
cine, the CDC said recently.
Failure to get flu and pneumonia
shots puts seniors at unnecessary risk
for complicationsof illness that lead to
as many as 60,000 deaths every year.
