Maintenance Cleaning & Painting Work
Job No. C7-9901
Sealed bids will be received at the Housing Authority of
Portland (HAP), 8910 N. Woolsey Avenue, Portland,
Oregon 97203, until 2:00 p.m., Thursday, October 2
1997 for labor, materials, and services for painting &
cleaning at existing residential locations. Shortly thereaf­
ter, bids will be opened and publicly read. No bidder may
withdraw their bid after the hour set for opening until after
the lapse of sixty (60) days from the bid opening.
The basic work consists of cleaning and/or painting inte­
riors of 600 to 700 housing units annually. The contract
will be open-end and bids will reflect unit prices for the
work. A one year contract extension may be considered
for exception performances, at the discretion of HAP.. All
work to be identified by Change Order. W ork Locations
may be anywhere within Multnomah County.
The Contract will be awarded for a one year period and
bids will be accepted on a unit price basis. A one year
contract extension may be considered for exceptional
performance, at the discretion of the Housing Authority of
Portland.
Bid Documents are available at the HAP Office noted
above. A $20 (twenty) deposit for one set and $10 (ten) for
each additional set is refundable when documents are
returned within 10 days after bid opening.
A HAP representative will conduct a pre-bid tour of se­
lected units commencing at 9:AM on September 16,
1997 and attendance of bidders is mandatory. Bidders will
meet at the HAP Maintenance Office for answered by
addendum and mailed or faxed to all bidders.
A minimum bid security of $2,500 is required with the
contractors submitted bid
The successful bidder will provide satisfactory perfor­
mance and payment Bonds to satisfy 100% of a $50,000
contract consideration. The Contract will be a service
Contract and as such will not be subject to withholding of
retainage sums.
The Housing Authority of Portland may reject any bid not
in compliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive all
informalities if, in the judgment of HAP, it is in the public

p.m. Immediately thereafter such proposals will be publicly
opened and read. A contract will be awarded or bids rejected
within thirty (30) days after the opening.
The proposed work consists of clearing and grubbing, excava­
tion of landslide debris and restoration of hillside slopes with
rock buttress fill.

A copy of said docum ents may be obtained from Lee
Engineering’s office at the above address upon request. A
deposit of $40 per copy will be charged. This deposit will be
refunded if plans and specifications are returned to the office
of the Engineer in good condition within 15 days of bid date; half
the deposit fee will be refunded if returned after the 15-day
period. No refunds will be made after 30 days.
Documents will be mailed through the U.S. Postal Service -
Priority Mail. Requests for documents to be mailed overnight
express should be accompanied by a separate check in the
amount of $14.
All proposals must be submitted on the forms furnished and
each must be accompanied by a bid guarantee in the amount
of 5% of the total bid.
The successful bidder will be required to furnish performance
and payment bonds for faithful performance of the contract in
the full amount of the contract price.
The City of Oregon City reserves the right to reject all bids and
to waive all informalities, or to accept any bid which appears to
serve the best interests of the Commission

There will be a public hearing for the review of O regon’s 1998
Low-Income Energy Assistance Program State Plan. The
hearing will be held at the Oregon Housing and Community
Services Department in the Director’s Conference Room. The
Plan contains the guidelines for program operation, designed
to provide services through local community-based agencies
to help LIEAP eligible household reduce their energy vulner­
ability.
