B rad y A d am s When I was three, the Vanport Flood washed away our family’s belongings. My mother, a waitress, was dealt a cruel blow in her efforts to make ends meet to raise my brothers and myself. Occasion ally, when times were especially tough, we relied on welfare. To find work, my mom traveled from town to town and I, as all children do, formed opinions that have stayed with me for a lifetime. I learned it was always better to have more money in the family paycheck to buy shoes, milk, or pay the rent then to show up at a government office and have to ask for help. I learned that a hand out from the government w asn’t necessarily a hand up, and that the first line o f de fense in poverty was individual and fam ily responsibility, which leads to em pow erment to make decisions about and to control your own destiny. As Senate president, I believe we have a unique opportunity before us. We are at a philosophical crossroads. One fork leads to individual responsibility, the other relies on government. With an unprec edented increase o f over $1.5 billion in income tax dollars, legislators are faced with a philosophical choice, return money to taxpayers or spend every last nickel. I believe if you give people the means, they are quite capable o f making their own decisions on what is best for them and their families. My choice is to believe in individual responsibility—to give Oregon families more money in their paychecks. rhat is why I support SB 388, be cause it will provide a tax for those who need relief the most.
