Notice is hereby given that the City of Vancouver, Washington,
will receive sealed bids up to the hour of 11:00 a.m., Pacific
Standard Time, Monday, August 12,1996, and publicly opened
and read aloud at that time on the same day in the Council
Chambers, 1st Floor of City Hall, 210 East 13th Street, Van­
couver, Washington, for the following:
The construction of pedestrian ramps, sidewalks,
curbs, and associated work as shown on the plans for
Project No. Z9556, Pedestrian Ramp and Sidewalk
Improvements for the Arnada Neighborhood (Phase
II):
Approximate Quantities: 450 S.Y. Remove Cement
Concrete Sidewalk; 225 S.Y. Cement Concrete Side­
walk and Pedestrian Ramp; 75 L.F. Cement Concrete
Curb; 615 L.F. Sawcutting; 230 S.Y. Interlocking Con­
crete Pavers; Crown and Root Pruning for 26 Trees;
among other items required.
Please note that in order to minimize disruption to the
neighborhoods involved, no more than one block
(between cross streets) at a time may be constructed.
Bids shall be in accordance with the specifications and other
contract documents on file in Contract Administration, Lower
Level, City Hall, phone (360) 696-8181, where copies may be
obtained. Bid results may be obtained the morning after the bid
opening by calling (360) 696-8125.

This project is financed through the Community Development
Block Grant Program with funds obtained from the U.S. De­
partment of Housing and Urban Development. The Contract
will be subject to regulations of the Department of Labor and
Housing and Urban Development.
Attention is called to Federal Provisions for Equal Employment
Opportunity, HUD Section 3 requirements, and the minimum
wages as set forth in the Contract Documents.
All bids shall be addressed to the attention of the Purchasing
Agent, Vancouver City Hall, 210 East 13th Street, P.O. Box
1995, Vancouver, Washington 98668. All bids delivered shall
be delivered to the Purchasing Agent, Lower Level, City Hall,
210 East 13th Street. Bids shall be placed in an envelope
which is sealed and which clearly states the name of the
bidder, the date of the bid opening, and appropriate wording to
indicate definitely the nature of the contents. Do not send bids
by Fax. Bids submitted via Fax will not be accepted.

The following is applicable to federal-aid projects. The City of
Vancouver, in accordance with Title VI of the Civil Rights Act
of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49,
Code of Federal Regulations, Department of Transportation,
subtitle A, Office of the Secretary, Part 21, non-discrimination
in federally assisted programs of the Department of Transpor-
tation issuedh)0*0*0*rsuant to such Act, hereby notifies all
bidders that it will affirmatively insure that in any Contract
entered into pursuant to this advertisement, minority business
enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against
on the grounds of race, color or national origin in consideration
for an award.
The City of Vancouver is committed to providing equal oppor­

All bid proposals must be accompanied by a bid proposal

into such contract and furnish satisfactory performance bond
within the time stated in the specifications, the bid proposal
deposit shall be forfeited to the City of Vancouver.
The City of Vancouver reserves the right to cancel this invita­
tion or reject any and all bids submitted or to waive any minor
formalities of this call if in the judgem ent of the City Council the
best interest of the City would be served. No bidder may
withdraw his bid after the hour set for the opening thereof,
unless the award of contract is delayed for a period exceeding
thirty (30) days.

Invitation To Bid
Notice is hereby given that the Department of Housing Ser­
vices (DHS) and the Housing Authority of Washington County
(HAWC) is requesting sealed bids for 4-units of rehabilitation
and accessible living modifications, bids may be submitted at
111 NE Lincoln St. #200-L, Hillsboro, Oregon 97124, until 2:00
р. m., on the 23 day of August 1996, at which time and place all
bids will be publicly opened and read aloud. Bids submitted
after this time will be returned unopened.
The basic work consists of sitework and dwelling modifications
for accessible living of four two bedroom units located at 138/
140/142/144 Ninth Ct. Hillsboro, Oregon 97124. The esti­
mated non-engineered) construction cost is $200,000. The
proposed forms of contract documents, including plans and
specifications, are on file at the office of the Washington
County Department of Housing Services at 111 NE Lincoln St.
#200-L, Hillsboro, Oregon 97124, 503/693-4794. Copies of
the documents may be obtained by depositing a non-refund-
able fee of, $20,000 (no cash, please) with the Washington
County Department of Housing Services for each set of
documents so obtained. Copies may be received through the

A Pre-Bid conference (Site on W ednesday, August 7,1996 at
10:00 a.m. whereby the Project Architect and DHS Represen­
tative will meet contractors and answer any questions.
A certified check or bank draft, payable to Housing Authority of
Washington County, U.S. Government bonds, or a satisfac­
tory bid bond executed by the bidder and acceptable sureties
in an amount equal to 5 percent of the bid shall be submitted
with each bid.
The successful bidder will be required to furnish and pay for a
satisfactory performance and payment bond in the penal sum
of 100 percent of the contract price; or, as may be required or
permitted by State Law.
As required by state law, attention is called to the following:
1. Provisions for equal em ployment opportunity, and payment
of not less than the minimum salaries and wages, as set forth
in the specifications, must be paid on this project. No bid will
be considered by the agency unless the bid contains a state­
ment by the bidder as a part of the bid, that the provisions of this
requirement are to be complied with.
2. ) No pre-qualification of bidders is required for this project.
3. ) Each bid must contain a “ Resident Bidder" statement.
4. ) No bid for a construction contract shall be received or
considered unless the bidder is registered with the Construc­
tion Contractors Board or licensed by the State Landscape
Contractors Board as required by ORS 671.530.
As permitted by state law and required by the U.S. Department
of Housing and Urban Development:

The Board of County Com m issioners for the Housing Authority

This announcement will serve as notice of the Washington
State Department of Transportation’s (WSDOT) annual Dis­
advantaged Business Enterprise (DBE) goals for the year
beginning October 1,1996. W SDOT proposes an overall goal
of 16 percent DBE participation in each of the following areas
of its federally funded contracting opportunities.
Highways planning, research, design and construction projects
funded by the Federal Highway Administration.
Public transportation planning, technical assistance, purchase
of goods and services, terminal improvements, and marine
vessel refurbishments funded by the Federal Transit Adm inis­
tration.
Airport system planning projects funded by the Federal avia­
tion Administration.
Rail line rehabilitation projects funded by the Federal Railroad
Administration.
In addition, WSDOT proposes an overall goal of 8 percent DBE
participation in its concession leasing opportunities associ­
ated with federally funded marine terminals and vessels funded
