Low Income Energy Needs Addressed
The future o f home heating as­
sistance for the poor arebeing ad­
dressed as three national groups meet
in Portland this week.
The discussions are expected
to draw more than 600 people, in­
cluding some o f country’s top ex­
perts on low-income energy issues,
representatives from utilities, feder­
al and state agencies and communi­
ty action groups.
“ Federal funding for energy as­
sistance and weatherization is more
at risk than every before,” said Sheila

Home Building Center Pushes Ahead
Thanks to 400 volunteer hours
donated by employees o f local archi­
tectural, engineering and construc­
tion firms, with actual labor and
project expenses totaling about
$20,000, Portland Habitat for Hu­
manity w ill be able to more efficient
„ ly provide its community housing
services.
The kick-o ff to the construction
phase o f the Home Building Center
remodeling project started with a
cerem onial ground-breaking last
March.
This project is the result o f a
year-long effort between Habitat for
Humanity, the Society for Marketing
Professional Services and other
groups.

Baugh Construction, the general con­
tractor, has begun construction and
w ill have Habitat for Hum anity
moved in before the end o f the sum­
mer.
The remodeled building w ill
house Habitat’s general offices. The
nance classes and volunteer home
improvement projects. The upper
level w ill house Habitat’s offices, a
conference room and dormitory for
up to 10 college students along with
kitchen facilities.
Habitat for Humanity is a non­
profit, ecumenical Christian housing
organization that builds homes in
partnership with low-income fami­
lies. Habitat homes are built with
volunteer labor and donated materi­
als and are sold at no profit with a no­
interest mortgage.

Congress is planning to cut the
low-income home energy assistance
program by 25 percent.
The U S. Department o f Ener­
g y ’s weatherization assistance pro­
gram also laces potential funding
cuts as Congress attempts to reduce
the federal deficit.
InOregon, 110,000households
were unable to pay their heating
bills last year, according to the Or­
egon Housing and Community Ser
vices Department.
The participants meeting in
Portland w ill gather M onday
through Wednesday at the Hilton
Hotel for three conferences.

Citizens Committed
to Community
A group called Citizens Committed to Community (the 3 C ’s) is
working to bring economic development to the Portsmouth neighborhood
o f north Portland.
According to Pat Johnson, co-chair, the group is comprised o f people
from the Portsmouth Neighborhood Association, Colum bia Villa/Tam a-
racks Residents Council, Housing Authority o f Portland and the city.
“Our mission is to bring economic development o f a commercial center
to all residents o f the Portsmouth neighborhood, Johnson said. “Some o f
your neighbors will be coming to your home with a survey for your opinion
on what your needs are.”
The group holds open evening meetings once a month. A ll are residents
