Project Description: In general, the Project includes a

Type Of Bid: One proposal stating a firm fixed price for the
entire Project, including General, Mechanical, and electrical

Bonafide Prime Bidders, Subbidders, and Suppliers may
obtain bidding documents at 860 W. Park Street upon
payment of a non-refundable fee in the amount of $25.00 for

Non-Resident Bidders: In accordance with ORS 279.029,
Bidders will be required to indicate on the Bid Form whether
or not the Bidder is an Oregon resident.
Contractor’s Registration: Bids will not be considered,
unless the Bidder is registered with the Construction Con­
tractors Board in accordance with the laws of the State of
I Oregon.
Asbestos Abatement: Asbestos abatement work will not be
required on this Project. Contractors must comply with ORS
I 468.883, which requires that asbestos abatement work must
be performed by a State-licensed asbestos abatement con­
tractor using State-certified workers.
Davis-Bacon Act: The Contract is subject to the Davis-
Bacon Act and no Bid will be received or considered unless
the Bid contains a statement by the Bidder as part of the Bid
that provisions of Davis-Bacon and related Acts (40 USC
276a) and Federal Labor Standard Provisions (HUD-4010)
relating to the payment and certification of payment of wages
listed under U.S. Department of Labor, General W age Deci­
sion No. OR 950001, will be complied with.
Bid Security: Bidders shall submit with their Bid Proposal a
Bid Bonds, Certified Check, or Bank Cashier’s Check equal
to 10% of the Base Bid including Additive Alternates, if any.
Federal Grant Requirements. This Project is being fi­
nanced in whole by a grant made or insured by the United
States Government acting through the Housing & Urban
Development Agency (HUD), which will, therefore, require
approval by its representatives of all contracts, attachments,
and similar documents, all partial and final payments, esti­
mates, and change orders. The contract will be subject to
regulations of HUD.
Equal Opportunity Requirements: Bidders are required to
comply with Executive Order 11246 related to Equal Employ­
ment Opportunity. The successful Bidder will be required to
use minority and female utilization goals for the percentage
of work hours performed in each craft on the Project. Female
utilization goal is 6.9 percent and minority utilization goal is
2.4 percent.
In accordance with Section 3 of the Housing and Community
Development Act, the Contractor will be required, to the
greatest extent feasible, to give opportunities for training and
employment to lower income residents of the City of Eugene.

O wner’s Right To Reject Bids: Bids may be held by the City
of Eugene for a period of not to exceed sixty (60) days from

and investigating the qualification of the bidders prior to
awarding the contract. The City of Eugene reserves the right
to reject or accept any or all Bids, or to waive any informalities
when it is in the best interest of the City to do so.

I The City of Portland Bureau of General Services requests
| creative proposals from qualified development, design, con­
struction, and property management teams for construction
of a new east Portland community policing facility, and
| development of adjacent property for a housing, commercial,
or mixed use project that meets the City’s Livable Cities
Goals. This design/build project shall be awarded based
upon multiple criteria, including, but not limited to: Team
experience and ability, ability to secure construction and
financing, and value of offer to the City.
A complete description of the project, specific requirements

Technicians for Energy Systems Assessments,
Project Commissioning, Training & Workshops
Deadline: June 9, 1995
The Oregon Department of Energy invites proposals from
firms and individuals qualified to provide workshops and on­
site energy systems assessments, project commissioning,
and training to public sector building operators. The work­
shops will provide the operators with a better understanding
of the energy using and control systems in their buildings and
will help reduce energy use and costs through improved
operation and maintenance practices. The site visits will
assess the buildings’ energy using systems, training needs
of maintenance staff, and performance of newly installed
energy using systems. The work requires travel throughout
the state. The work is scheduled to begin in August 1995 and
end in June 1997, contingent on future funding approval.
The contract(s) resulting from this RFP will be 100 percent
funded by Bonneville Power Administration and the US
Department of Energy.
