Sealed bids for the Dredge “Oregon,” 1995 Inspection and
Repair, will be received at the office of the Manager, Con
tracts and Procurement, of The Port of Portland, 700 N.E.
Multnomah Street, 15th floor, Portland, Oregon 97232, (503)
731 -7593 (mailing address: Post Office Box 3529, Portland,
Oregon 97208) until, but not after, 2 p.m., February 14,1995,
and thereafter publicly opened and read.
Description of Work:
Complete hull and related equipment inspection and
repairs. W ork includes painting the hull and bottom spud
keepers. The Port will deliver the dredge safely dry on the
blocks of Dry Dock No. 1 at the Portland Ship Yard.
A prebid conference will be held at 1:30 p.m. on February 9,
1995, in Building 50 of the Portland Ship Yard Administration
Offices to discuss all phases of the work.

Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certified
or cashier’s check drawn on a United States bank or a bid
bond payable to The Port of Portland in an amount equal to
at least 10 percent of the total amount bid.
The drawings and the contract manual may be examined at
Port offices. Copies may be obtained by prospective bidders
at no cost from Contracts and Procurement (address above).
No bid will be received or considered unless it contains a
statement by the bidder as a part of the bid that the provisions
of ORS 279.350 (regarding prevailing wage rates) are to be
complied with.

Request For Proposals
Central City Streetcar Project
The City of Portland, Oregon, Bureau of Transportation
Engineering,, is seeking Requests for Proposals (RFP)
related to the Central City Streetcar Project (CCSP). The
CCSP is an on-going project managed by the City. To date,
an alignment has been approved and a portion of that
alignment (approximately 2.1 miles from Portland State
University to NW 23rd Ave. and Lovejoy/Northrup Streets via
10th and 11 th Aves.) is the subject of this RFP. Specifically,
the RFP contains two scopes of work, one a design and 40%
engineering section and the other a public-private initiative
scope. The purpose of this latter scope of work is to obtain
sufficient information about the terms and conditions under
which a responder would desire to negotiate with the City to
provide for Final Construction, Finance and Operating Agree
ments. The City has both Charter and legislative authority to
enter into such Agreements. The specifics of any Agree
ments will be subject to review by the City Attorney’s Office
to make certain they fall within legal limits. The maximum
amount of resources available to fund this work is $1.4 million
(50% of which is the result of a grant from the U.S. Depart
ment of Housing and Urban Development).

The Port of Portland (Port) seeks proposals from individuals
or firms for the provision of providing security guard services
for the security access gate control project at the Portland
International Airport (PDX).
Proposals will be received at the Office of the Manager of

Scope of work
The Port expects to enter into a one-years services contract
with the successful proposer to provide security guards to
control access to the restricted Airfield Operations Areas
(AOA) through perimeter security gates at Portland Interna
tional Airport (PDX). The contract may be extended for two
one-year options within the sole discretion of the Port.
Security of the AOA relies primarily guards who are posted
at specific airfield security gate locations to prohibit unautho
rized access and control entrance by authorized persons
including Construction Contractors. There are specific re
quirements for entrance to restricted areas of the airfield; the
guards will enforce these restrictions. The security guards
shall not be armed; firearms are not perm itted on Port
property.
The Port encourages minority and women owned firms to

Sealed bids will be received at the Housing Authority of
Portland (HAP), 8910 N. W oolsey Avenue, Portland, Oregon
97203, until 2:00 p.m., Thursday, March 2 ,1 9 9 5 for labor
and materials to make site and dwelling improvements an
existing, 10-unit apartment complex. Shortly thereafter, bids
will be opened and publicly read. No bidder may withdraw
their bid after the hour set for opening until after the lapse of
sixty (60) days from the bid opening.
The basic work consists of demolition, concrete walkways
and stairs, metal rails, concrete masonry, subdrainage,

Questions posed during the tour, not addressed in the
documents, will be answered by addendum.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive all
