Request For Proposals Central City Streetcar Project The City of Portland, Oregon, Bureau of Transportation Engineering,, is seeking Requests for Proposals (RFP) related to the Central City Streetcar Project (CCSP). The CCSP is an on-going project managed by the City. To date, an alignment has been approved and a portion of that alignment (approximately 2.1 miles from Portland State University to NW 23rd Ave. and Lovejoy/Northrup Streets via 10th and 11 th Aves.) is the subject of this RFP. Specifically, the RFP contains two scopes of work, one a design and 40% engineering section and the other a public-private initiative scope. The purpose of this latter scope of work is to obtain sufficient information about the terms and conditions under which a responder would desire to negotiate with the City to provide for Final Construction, Finance and Operating Agree­ ments. The City has both Charter and legislative authority to enter into such Agreements. The specifics of any Agree­ ments will be subject to review by the City Attorney’s Office to make certain they fall within legal limits. The maximum amount of resources available to fund this work is $1.4 million (50% of which is the result of a grant from the U.S. Depart­ ment of Housing and Urban Development). Security of the AOA relies primarily guards who are posted at specific airfield security gate locations to prohibit unautho­ rized access and control entrance by authorized persons including Construction Contractors.
