Orientation PARTNERS Harfijah Chung, coordinator of SMART (Start Making A Reader Today), and Rosemary Daniels, principal of Brooklyn School, review plans for 1994-95 volunteers. Poor reading performance, as early as ihe third grade, is a reliable predictor of delinquency, early childbearing, and school dropout. In Oregon, approximately 25 to 3 0 per cent of elementary school students are unready to read or are reading significantly below their grade lev els. According to Kids Count Data Book, Oregon's school dropout rate is 27 percent. Oregon is ranked in the lowest third -- 31st out ot the 50 states and the District of Columbia. School dropouts are more like ly to: • Commit crimes • Be dependent on welfare • Become teen parents • Live in poverty Parents can: • Participate in the design and suc cess of SMART • Read with their children • Attend Family Reading Nights and other school functions • Contribute ideas and communi cate concerns The Oregon Children’s Foun dation is a non-profit organization started by former Governor Neil Goldschmidt, and dedicated to find ing comprehensive solutions tor the long-term needs of Oregon's chil dren. The foundation supports pro grams that prevent serious future problems, reduce public cost, and allow children to grow into healthy, productive adults. In 1993, Kenny toured Africa as a guest o f the United States Informa tion Agency. The tour stopped in Uganda, Rwanda, Burundi, Tanza nia, Madagascar, Kenya and Ethio pia. King throughout Japan.
