Portland Building; 1120 SW 5th Ave, Room 400, Portland,
Oregon 97204 prior to 3:00 p.m., October 10th, 1994.
The city of Vancouver respectfully requests proposals for the
professional services of a consultant to perform inspection,
testing and contract adm inistration for the exterior painting of
W ater Station 3 elevated water tower.
To All Interested Persons:
1. The board of County Com m issioners for Colum bia County,
Oregon, is requesting bids for construction of im provem ents
to the Gilbert River Boat Ramp. The G ilbert River Boat Ramp
is located at Multnomah Channel Mile 6.3 in the mouth of the
Gilbert River. The estim ated project cost range is $100,000
to $250,000. The contract perform ance period is 120 calen­
dar days.
2. Bids will be received until 10:00 a.m., W ednesday, O cto­
ber 5, 1994. Jan G reenhalgh, Board Secretary (or her
designee), is the person designated for receipt of bids. Bids
must be received by her by the designated time at the Board
of County Com m issioners' Office, Colum bia County Court­
house, St. Helens, Oregon 97051. The bids must be in
sealed envelopes marked "Bid for Construction of Improve­
ments to the Gilbert River Boat Ram p” or its equivalent. The
bids will be publicly opened and read at 10:15 a.m., on
W ednesday, O ctob ers, 1994, in the C om m issioners’ M eet­
ing Room, Room 308, Colum bia County Courthouse in St.
Helens, Oregon. (All times according to Courthouse clocks.)
The City of Portland Bureau of Environmental Services
requests Statem ents of Q ualifications from prospective con­
sultants in the field of Geotechnical Engineering. The Bureau
has identified a need for consulting services on its Colum bia
Slough CSO Consolidation Conduit project and requires a
consultant with specific experience in geotechnical engi­
neering for tunnel design and construction.
The Statem ents of Q ualifications received shall be reviewed
by a selection com mittee in accordance City of Portland
Code chapter 5.68. Consultants meeting the minimum re­
quirem ents as listed below shall be given an opportunity to
subm it a proposal on the referenced project.
Applicants shall subm it one original and six copies of their
SOQ (Statem ent of Qualifications). SOQ's not containing all
required inform ation shall be rejected. SO Q ’s received later
than the due date shown shall be returned unopened. The
City reserves the right to reject any or all S O Q ’s received if
in the best interests of the City to do so.
3. No bid will be received or considered by the County unless
the bid contains a statem ent by the bidder that the provisions
of ORS 279.350 (prevailing rate of wage law) will be complied
with.
The SOQ shall contain, as a minimum, the following:
4. Each bid must contain a statem ent as to whether the bidder
is a resident bidder as defined in ORS 279.029.
2. Describe the experience the firm has had with respect to
geotechnical engineering for tunnel design and construction
in the last five years.
5. Bidders need not be licensed under ORS 468A.720
(asbestos contractor).
Firm Experience
1. Provide a brief overview of your firm ’s strengths with
respect to Geotechnical Engineering Consulting.
6. No bid for a construction contract shall be received or
considered by the County unless tho bidder is registered with
the Construction Contractors Board or licensed by the State
Landscape Contractors Board as required by ORS 671.530.
3. List a minimum of three references with contact names,
current phone and fax numbers, and a brief description of the
tunnel projects with which you were involve for the refer­
ences. Describe in detail the services provided related to the
design and construction of the tunnels.
7. The Bid Proposal and Contract Documents (including
Special Provisions and Specifications) may be seen at, and
copies obtained from the Colum bia County Parks Depart­
ment, 1054 Oregon Street, St. Helens, Oregon, phone (503)
397-2353.
Em ployee Experience and Credentials
1. List the names of principals, project managers, etc. who
would be consulting to the City. Include resumes of all listed
firm m embers. Indicate the person who will be appointed to
represent the firm in its dealings with the City.
8. The successful bidder will be required to furnish a perfor­
mance bond and/or payment bond and certificates of insur­
ance as prescribed in the Bid Proposal and Contract Docu­
ments.
2. Describe for each m em ber the specific experience with
respect to geotechnical engineering for tunnel design and
construction. Include experience firm members have ob­
tained while em ployed elsewhere.
9. The County reserves the right to waive m inor informalities
in the bids received. The County mayatso reject any bid not
in com pliance with all prescribed public bidding procedures
and requirements, and may reject for good cause any or all
bids upon a finding of the County it is in the public interest to
do so.
Disadvantaged Business Enterprise
1. Describe the firm ’s utilization of Disadvantaged Business
Enterprise (dbe) including the firm's status as well as the dbe
status of proposed subcontractors.
10. No bidder may withdraw a bid after the deadline set for
receipt of bids unless thirty (30) days have elapsed and the
County has not yet awarded the Contract.
A minimum of three to five firms most clearly dem onstrating
evidence of expertise in working with tunnel design and
construction shall be invited to subm it proposals on the
above m entioned project.
