The Statem ents of Q ualifications received shall be reviewed by a selection com mittee in accordance City of Portland Code chapter 5.68. Consultants meeting the minimum re­ quirem ents as listed below shall be given an opportunity to subm it a proposal on the referenced project. Applicants shall subm it one original and six copies of their SOQ (Statem ent of Qualifications). SOQ's not containing all required inform ation shall be rejected. SO Q ’s received later than the due date shown shall be returned unopened. The City reserves the right to reject any or all S O Q ’s received if in the best interests of the City to do so. 3. No bid will be received or considered by the County unless the bid contains a statem ent by the bidder that the provisions of ORS 279.350 (prevailing rate of wage law) will be complied with. The SOQ shall contain, as a minimum, the following: 4. Each bid must contain a statem ent as to whether the bidder is a resident bidder as defined in ORS 279.029. 2. Describe the experience the firm has had with respect to geotechnical engineering for tunnel design and construction in the last five years. 5. Bidders need not be licensed under ORS 468A.720 (asbestos contractor). Firm Experience 1. Provide a brief overview of your firm ’s strengths with respect to Geotechnical Engineering Consulting. 6. No bid for a construction contract shall be received or considered by the County unless tho bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530. 3. List a minimum of three references with contact names, current phone and fax numbers, and a brief description of the tunnel projects with which you were involve for the refer­ ences. Describe in detail the services provided related to the design and construction of the tunnels. 7.
