The following is applicable to federal aid projects. The (Local
Agency) in accordance with Title VI of the Civil Rights Act of
1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49,
Code of Federal Regulations, Departm ent of Transportation,
subtitle A, O ffice of the Secretary, Part 21, nondiscrimination
in federally assisted programs of the Department of Transpor­
tation issued pursuant to such Act, hereby notifies all bidders
that it will affirm atively insure that in any contract entered into
pursuant to this advertisement, m inority business enterprises

sub-bids from all qualified DBE/MBE/W BE/ESB subcontrac­
tors and suppliers for the Oregon Institute of Technology
Phase II Seism ic Damage Recovery Project. This pro|ect
was previously bid on May 2 1 ,199 4. This is a re-bid.

Public Notice
The Region 2 Regional Workforce Quality Committee, serv­
ing Multnomah and W ashington Counties is announcing a
request for proposals (RFP) to assist businesses in providing
training to their workforces.
Available funding for projects to provide training totals
$280 000. The source of this funding is lottery dollars from the
State of Oregon. The RWQC is interested in funding a range
of sizes of awards: proposers with small grant requests are
encouraged to apply as well as proposers with larger re­
quests.
The purpose of the RFP is to encourage training in the
workplace and to assist companies with the resources needed
to im plem ent high performance workplace practices. The
RWQC has established this program in order to promote
workforce development.
A copy of the RFP may be obtained after July 1,1994, and will
be due to the below address by August 15, 1994.

Sealed bids will be received by the State of W ashington,
Department of Transportation, at Southwest Region Head­
quarters in Vancouver, W ashington until Thursday, August
11,1994, at 10:00 a.m. and will then and there be opened and
publicly read for the construction of the im provem ent listed
aelow. This is a Southwest Region contract.

be properly filled in, executed, and received not less than
fifteen (15) days prior to the date of bid opening to be
considered for prequalification. Prequalification is required
before a proposal can be obtained. Prequalification forms

Request For Information (RFI)
The Oregon Department of Environmental Quality (DEQ) is
developing a list of contractors who perform services related
to em ergency response or time critical removal actions.
Specific information is requested from contractors capable of
responding to environmental incidents on a 24-hour on-call
emergency basis and time critical removal actions with a
seven (7) day advance notice. Em ergency incidents include,
but are not limited to: spills to roadways, soil or water;
abandoned waste; vapors; and illegal drug labs. Removal
actions include, but are not limited to, soil removal and/or
overpacking and transporting drum m ed waste. For a copy of

Site &Dwelling Improvements
Project No. M3-0401
Sealed bids will be received at the Housing Authority of
Portland (HAP), 8910 N. W oolsey Avenue, Portland, Oregon,
97203, until 2:00 p.m., Thursday, August 1 1 ,1994 for labor
and m aterials to make site and dwelling im provem ents at an
existing 180 unit apartm ent project. Shortly thereafter, bids
will be opened and publicly read. Interested parties are
welcom e to attend.
The basic work consists of site lighting, walkways, re-roofing,
exterior wall re-finishing, interior re-flooring, interior ceiling
work, GFI installation at units, m echanical systems renova­
tion and replacem ent of interior lighting. Also included is a
three story concrete masonry entry addition with com posite
metal panel cladding and metal roofing.
Interested bidders may obtain one set of the bid docum ents
at the HAP M aintenance Office, noted above, upon receipt of
$50 (fifty) deposit,, which is refundable when docum ents are
returned in good condition within 10 days after bid opening.
Additional sets may be acquired for a $20 (twenty) non-
refundable fee.
A HAP representative will conduct a pre-bid tour of the
project com mencing at the project site, 335 N.W. 19th, at
10:00 a.m., Thursday, July 2 8 ,1 994, and the attendance of
bidders is requested. Questions posed during the tour, when
not addressed int he Contract Documents, will be answered
by addendum and mailed to bidders.
Attention is called to the provisions in “Supplem ental In­
structions to Bidders” regarding MBE participation and
“Special Conditions”, Division H, regarding Non-discrim i­
nation of handicapped persons, W orker's Compensation
Insurance and Pre-qualification of Contractor. Minimum sala­
ries and wages as set forth in the specifications shall be paid
on this project.
A bid security of % 5 of the bid is required as prescribed in the
“Instructions to Bidders”, Division "B” .
No bidder may withdraw their bid after the hour set for opening
thereof until after the lapse of sixty (60) days from the bid
opening.
The Housing Authority of Portland may reject any bid not in
com pliance with the prescribed bidding procedures anc
requirements and may reject any or all bids and waive al
inform alities if, in the judgm ent of HAP, it is in the public
