Sealed bids for the Portland International Airport 1994 Airfield
Improvements, Airfield Lighting Control System (ALCS) Equip­
m ent Installation will be received at the office of the Manager,
Contracts and Procurem ent, of The Port of Portland, 700 N.E.
Multnomah Street, 15th floor, Portland, Oregon, (503) 731 -
7590 (mailing address: Post Office Box 3529, Portland,
Oregon, 97208) until, but not after, 2 p.m. July 2 8 ,199 4, and
thereafter publicly opened and read.
Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors,
suppliers, or m anufacturers which have been certified by
the Oregon Executive Departm ent as disadvantaged,
minority, or women business enterprises (collectively
“Disadvantaged Business Enterprises” or “DBEs”) will
participate in not less than 5 percent of the total dollar
am ount bid.
Description of Work:
Installation and connection of Port-furnished airfield light­
ing regulators, monitoring equipm ent, and other airfield
lighting control system com ponents.
A prebid conference will be held on Thursday, July 14,1994,
at 10 a.m. in the Colum bia room of the conference center at
the Portland International Airport Terminal building, to dis­
cuss all phases of the work. The airport conference center is
located at the top of the stairs which are near the clock tower
in the concession lobby.

Bids must be on the bid form which will be provided to
prospective bidders and m ust be accom panied by a certified
or cashier’s check drawn on a United States bank or a bid
bond payable to The Port of Portland in an am ount equal to
at least 10 percent of the total am ount bid.
Prequalification is not required for this work.
The drawings and the contract manual may be exam ined at
Port offices. Copies may be obtained by prospective bidders
at no cost from Contracts and Procurem ent (address above).
This is a federal contract, and all labor shall be paid no less
than the minimum wage rates established by the U.S. Secre­
tary of Labor, as included in the contract documents.
The labor and civil rights requirem ents in the Bid and the
Supplem entary Conditions apply to this work. The proposed
Contract is under the subject of Executive O rder 11246 on
Nondiscrimination Under Federal Contracts, Septem ber 24,
1965, and as am ended; and 49 CFR Part 23, on Participation
by Disadvantaged Business Enterprises in United States
Departm ent of Transportation Programs, March 31, 1980,
and as amended.
Disadvantaged business enterprises will be afforded full
opportunity to subm it bids in response to this invitation and will
not be discrim inated against on the basis of race, color,
national origin, or sex in consideration for an award of any
contract entered into pursuant to this advertisement.
Bidders are required to state whether or not the bidder is a
resident bidder, as defined in ORS 279.029. (Reference
Article 3 of the Instructions to Bidders.)
No bid will be received or considered unless the bidder is
registered with the State of Oregon Construction Contractors

Walnut Park Laundry - Interior Demolition
The Portland Development Com m ission herewith notifies
contractors that bids are being received for the W alnut Park
Laundry - Interior Demolition Project. The project is located at
the corner of 6th Avenue and N.E. Killingsworth (5420 N.E.
6th Avenue), Portland, Oregon. W ork will consists of dem ol­
ishing the interior com ponents of an existing 2,400-square-
foot, one-story structure to facilitate future im provem ents to
the building.
The Portland Development Com m ission is com m itted to
proactively encouraging and facilitating the participation of
Emerging Small Businesses (ESB), M inority Business Enter­
prises (MBE), and W omen Business Enterprises (WBE) in
Comm ission projects. In order to be awarded this contract, the
contractor must be certified by the City of Portland as an Equal
O pportunity Employer.
The w ork includes general interior dem olition of walls, laundry
equipm ent and m iscellaneous debris. Lead-based paint m iti­
gation m easures in accordance with applicable regulations
will be necessary. Removal and disposal of other Hazardous
Material are identified in the contract docum ents, but will not
be a factor in the award of the contract.
