Separate sealed bids for the Housing Authority of the City of
Salem will be received by the City Recorder, Room 205, City
Hall, Salem, Oregon 97301, until, but not after 11:00 a.m.,
local time, July 27, 1994, at which tim e said bids will be
publicly opened and read aloud in the City Council Chamber,
Room 240, City Hall, for the project specified herein.
The “ Information for Bidders” , form of “ Bid Form” , “ Bid Bond”,
Contract and Perform ance & Payment Bond, Plans, Specifi­
cations, and other contract docum ents may be exam ined and
obtained at the office of the Purchasing Supervisor, 555
Liberty St. S.E./Room 330, Salem, Oregon 97301-3503,
phone: (503) 588-6136.
W ork Description: W ork consists of the design build of site
lighting atfive m ulti-fam ily housing projects in Salem, Oregon,
including pole installation and lighting, and building mounted
lighting.
Bids must be on the bid forms furnished to bidders. Bid forms
shall be subm itted in a sealed envelope plainly marked ‘‘Bid
on 1992 C.I.A.P Project/Security Site Lighting at 5 Sites -
Bid No. 4492” , and show the name and business address of
the bidder.
A Pre-Bid Conference will be held at the Salem Housing
Authority, 360 Church St. SE, Salem, Oregon prom ptly at
1 :00 p.m., local tim e on Thursday, July 14,1994. A tour of
the project site(s) will follow the pre-bid conference. Only one
orientation will be held. The entire pre-bid conference is
expected to last approxim ately one and one half hours.
A surety bond, cashier's check, or certified check of the bidder
in the am ount of ten percent (10%) of the bid must be attached
to each proposal as bid security. Unsuccessful bidders will
have their security refunded to them when the contract has
been awarded.
The successful Bidder will be required to furnish and pay for
satisfactory Performance and Payment, in the full am ount of
the Contract.
The Salem Housing Authority is an Equal Em ployment Op-

Attention is called to the provisions for equal em ploym ent
opportunity, MBE goal of 20%, Section 3 requirements,
insurance requirem ents, and the paym ent of not less than the
m inimum salaries and wages as set forth in the Specifications.
It is the intent of this m eeting to expand the base of sub­
contractors available to bid on this project. Attendance is
m andatory for sub-contractors. However, s u b -c o n tra c to rs

Retainage is 10 percent not 5 percent,
Interest will not accrue on retainage, and
Bonds or securities may not be substituted as an
alternate form bf retainage.
The Salem Housing Authority reserves the right to reject any
or all bids, to waive form alities in the bidding and of postponing
the award of the contract for thirty (30) days. Prices bid shall
be firm for a period of 30 days after the closing date.
No Bidder may withdraw his bid within thirty days after the date
of bid opening.
Note: This project is federally funded through the Departm ent
of Housing and Urban Developm ent and all requirem ents of
that agency pertaining to bidding and contract perform ance
shall be strictly adhered to.

This is a pilot program aimed at delivering units of sidewalk
repair work to a prequalified group of certified contractors for
1994 to create private sector opportunities, and at the same
time permit the Bureau of Maintenance crews to focus
attention on fulfilling ADA compliance requirements. It is
anticipated that contracts will be bid out in 1995 and beyond.

project to restore the Ira Keller Fountain located at 1525 SW

site.

The Oregon Departm ent of Environmental Quality (DEQ) is
interested in developing a list of contractors who perform
services related to em ergency response or time critical re­
moval actions. Specific information is requested from contrac­
tors capable of responding to environm ental incidents on a
24-hour on-call em ergency basis and time critical removal
actions with a seven (7) day advance notice. Emergency
incidents include, but are not limited to: spills to roadways, soil
or water; abandoned waste; vapors; and illegal drug labs.
Removal actions include, but are not limited to, soil removal
and/or overpacking and transporting drummed waste. For a

The Memorial Union, acting by and through the Oregon State
University Contract Services Administration invites bids for
the lease of floor space in the O.S.U. Memorial Union for the
purpose of operating a Branded Concept Food Service Area
to serve the needs of the Oregon State University students,
faculty and staff. The successful bidder will have the option of
rem odeling/renovating the space, contingent upon approval
of the Memorial Union.
Proposals are due on or before 1 :00 p.m. July 1 1 ,1 994 at the
Oregon State University, Memorial Union, Director's Office,
M.U. 111. A copy of the Request for Proposal Lease can be

lines will be reviewed and results announced to the applicants

Oregon State University and/or the Memorial Union may
reject any proposal not in com pliance with all prescribed
public proposal procedures and requirements and may reject
for good cause any and or all proposals upon finding of the
University that it is in the public interest to do so.
