Sealed proposals will be received by the office of the Depart­
m ent of Public W orks, Engineering Division, 858 Pearl Street,
Eugene, Oregon, until 10:00 a.m. local time on the 17th day of
June, 1994. at which tim e the bids will be publicly opened and
read.
The work contem plated consists of, but is not limited to, the
following:
Rehabilitation of Runway 16-34 (150 feet x 8,000 feet) which
w ill include the removal of the top 2 inches of existing bitum i­
nous pavem ent and repaving with 4 inches of bitum inous
pavem ent placed in two lifts. Pavem ent grindings will be used
to construct perim eter roads within the airport property. The
final surface will be grooved to im prove friction characteristics.
The contract has specific time and calendar day limitations.
Liquidated dam ages will be charged should the Contractor fail
to complete the various aspects of the work within the time limits
specified. Sundays and legal holidays shall be excluded in
determ ining days in default.

Oregon. Payment of a $45.00 nonrefundable fee will be
required for each set requested.

7. A Contractor having 50 or more em ployees and his
subcontractors having 50 or more em ployees and who
may be awarded a subcontract of $50,000 or more will be
required to maintain an affirmative action program , the
standards for which are contained in the FAA special
provisions.

opportunity to subm it bids in response to this invitation and
will not be discrim inated against on the grounds of race,

any contract entered into pursuant to this advertisement.
10. This Contract will be funded in part by a grant from the
Federal Aviation Administration. In accordance with fed­
eral requirements, the City of Eugene has determ ined that
this Contract has subcontracting possibilities and has,
therefore, established a goal on this Contract of 15.6
percent for the use of Disadvantaged Business Enter­
prises. All prospective Bidders are directed to the Instruc­
tions for Bidders with regard to the procedures the City of
Eugene will utilize to achieve this goal.
11. W om en will be afforded equal opportunity in all areas of
em ployment. However, the em ployment of women shall
not diminish the standards or requirements for the em ploy­
m ent of minorities.
12. Each bid must contain a statem ent as to whether the
bidder is a resident bidder, as defined in ORS 279.029.
Each proposal must be subm itted on the prescribed form and
accom panied by a certified check or Bid Bond on the form
bound within the Contract Documents or one similar, payable
to the City of Eugene, in an am ount not less than 10 percent of
the am ount bid. The successful Bidder will be required to
furnish Performance and Payment bonds, each in the full
am ount of the Contract price.
The O wner reserves the right to waive informalities or to reject
any or all proposals not conform ing to the intent and purpose
of the Contract Documents. No Bidder may withdraw his
proposal within ninety (90) calendar days after the actual date
of the opening thereof.
The award of the Contract is subject to approval of the Federal
Aviation Administration and availability of federal funding. The
O wner reserves the right to reject bids if unforeseen difficulties
in securing funds should occur.

The Polk County Housing Authority (PCHA) w ill receive bids
for Modernization - Tw enty Tow nhouse Units until 3:30
p.m. Standard Time on Friday, the 17th day of June, 1994,
at 204 S.W. W alnut, Dallas, Oregon 97338, at which tim e and
place all bids will be publicly opened and read aloud.

The PDC is seeking a firm to provide property m anagem ent
and leasing services at Union Station for a period of one year,
renewable annually for up to 5 years. Union Station property
consists of the Train Depot, "Annex” building, “Firehouse”
building, and other properties. There approxim ately 45 ten­
ants which include a restaurant and the train operator, Amtrak.
Firms m ust have experience in property management, facility
maintenance, and com mercial leasing to meet the objectives
of the RFP. Proposals must be received by PDC at 1120 S.W.

Scope Of W ork:
The City of Portland is looking for one or more independent
technical consultants to design renovation plans and observe
construction activities for the North Precinct building located
at 7214 N. Philadelphia Ave. consultants must have experi­
ence with seism ic retrofit, historic building renovation, and
Am ericans with Disabilities Act (ADA) regulations. The scope
of work for services includes but is not limited to:
1. Seism ic upgrade of the structure to com ply with current
building codes.
2. Accessibility upgrades to bring the building into com pliance
with the ADA.
3. Renovation of locker, shower and rest room facilities.
4. Design and construction of holding cells.
5. Conversion of locker room to office space.
6. Upgrade m echanical and electrical system s as required.
This historic building was erected in 1907. It is a two-story with
basem ent wood-fram ed structure with brick and stone veneer
and a metal roof over exposed heavy tim bered wood trusses.
Much of the interior was remodeled between 1974-77. A
recent seism ic study indicates the structure does not m eet the
lateral force requirements of the Dangerous Building Code
(PCC 24.15.060). Police program needs for this building are
changing with the opening of the new North East Precinct in
June.
The consultant should be able to w ork with the site to
determine actual requirements, identify permits, prepare speci­
fications, prepare cost estimates, and assist in the project to
endure com pliance with regulations. The consultant would
also be qualified to coordinate any construction and site
im provements.

the construction of renovations at the North Precinct Building
