The Ports Of Portland And
Vancouver Cooperate On Auto Dock
An intergovernmental agreement
was approved this week by the ports o f
Portland and Vancouver ( W A ) that is
directed at enhancing the market po­
sition o f the Columbia River as a
dom inant West Coast automobile
gateway and providing new opportu­
nities to increase auto volumes.
The agreement, approved by the
Port o f Vancouver and the Port o f
Portland allows Vancouver to ac­
quire a surplus Portland floating dock
and to m odify it to handle Subaru auto
imports at a new, 48-acre auto term i­
nal to be b u ilt at the P ort o f
Vancouver’ s Term inal 4.
The floating dock is one o f five
surplus Navy dry dock hulls acquired
by the Port o f Portland in 1990 in
connection w ith the development o f
an auto terminal for Hyundai M otor
America. It was made available, to
benefit Portland’s economy, through
the Oregon Department o f General
Services.
Portland retains conditional title
to the auto dock, over the 15-year
term o f the agreement, and w ill share
ta riff dockage revenues w ith Vancou­
ver on a 60 percent (Vancouver) 40
percent (Portland) basis.

both communities, Subaru and Co­
lumbia River, w ithout duplicating
public capital expenditures. We are
delighted to be implementing 'port
cooperation ’ in such a visionary man­
ner.”

this intergovernmental agreement is
a w in-w in because it benefits both
ports, our customers, and the regional
economy”
Portland w ill provide one hull
section to Vancouver on an as-is,
where-is basis. Vancouver w ill be
responsible for all towing modifica­
tion, maintenance and insurance costs,
although Portland w ill prov ide engi­
neering assistance to Vancouver for
modification and dock design.
Last fall, the Port o f Portland
assisted Subaru, a space-as-available’
customer, in relocating to the Port o f
Vancouver Portland needed expan­
sion room at Terminal 6 for Honda,
its long-term lease customer The
move to Vancouver saved the eco­
nomic benefits generated by Subaru

Construction is scheduled to be­
gin August 9,1993 and w ill last until
the end o f October 1993. Although
the road is open, the travelling public
can expect delays during construc­
tion M ultnom ah County is undertak­
ing this improvement as part o f its
Capital Improvement Program and
regrets any temporary inconvenience
this may cause

More and more students at Port­
land Community College are request­
ing financial help w ith their educa­
tion. The number o f applicants for
financial aid at college has increased
100 percent in a two-year period The
rate o f applicants in early July this
year is up 44 percent over the same
time last year
“ We have had 12,161 applicants
as o f July 9,” said Corbett Gottfried,
director o f PCC Financial Aid. “ The
numbers this July were higher than
all o f last year.” Applications were
1 1.205 for the '92-93 academic year,
he noted.
Applicants who have not yet
received award letters, but applied
before last M arch and appear to
be qualified, w ill be able to register
for fall term classes w ith a deferred
note fro m PCC w ith ju s t $50
down.
The increase in requests for fi­
nancial aid has put greater demands
on PCC staff to prov ide help for ev­
ery one. “ I was expecting an increase,
bu, not o f that magnitude.” said
Gottfried
Any applications received now
w ill be considered for winter term
classes.In addition to the increase in
applications, a change in federal
guidelines has also delayed the pro­
cess by two months. “ Schools across
the country are facing these prob­
lems” said Gottfried

Ombudsman Training Scheduled
Volunteers advocates for the resi­
dents o f nursing homes, adult foster
care homes and residential care fa­
cilities w ill begin their training pro­
gram to become Certified Ombuds­
men on September 11 in Portland
The Certified Ombudsmen work to
enhance the quality o f life and im ­
prove the level o f care for the citizens
liv in g in long term care facilities
They protect the rights, safety and
dignity o f the residents
Volunteers need to be good com­
municators and objective investiga­
tors “ We are looking for individuals
who care about the elderly and arc
ready to speak out on their behalf.”
according to Wayne Nelson, Deputy
State Ombudsman. “ It is not enough
just to vis it—our volunteers identify
and investigate issues, then advocate
on behalf o f the resident for changes
that best serve the resident.” Certified
Ombudsmen spend a m inim um o f
four hours each week at assigned
nursing homes and residential care
facilities. Adult foster care homes
require at least one hour weekly in
each assigned home. A onc-vear m in i­
mum commitment is required

information on conflict resolution,
advocacy skills and problem-solving
techniques, as well as specific in fo r­
mation on the regulations guiding
long term care facilities and the rights
o f the residents o f the facilities This
