Hazardous Materials Spill Containment Facilities
Design Handbook
The existing handbook describes the facilities required or
recommended in the ColumbiaSouth Shore Plan District to
protect the underlying groundwater systems. The con­
cepts may be applied at locations outside the South Shore
Area where the release of hazardous materials could
threaten the City's groundwater supply.
The handbook contains a mix of design and performance
requirements. Currently, the primary requirement is com­
plete containment of runoff within the portion of the site
containing hazardous materials and reliable runoff deten­
tion to allow clean-up before contaminants reach surface
and/or groundwater systems. This is no longer adequate
and the hazardous materials containment program will be
reevaluated and the handbook revised.
The City of Portland, Oregon requests Statements of
Qualifications (SOQ) for firms with knowledge and exper­

Sealed bids for the Columbia River, Government island,
Jewitt Lake Water Control Structure, will be received at the
office of the manager.
Contracts and Procurement, of The Port of Portland, 700

97208) until, but not after, 2 p.m., Wednesday, July 28,
1993, and thereafter publicly opened and read.
Description of Work:
Construction of a water control structure, consisting of
steel sheet piling abutments, fish screen, and support­
ing structure. The water control structure shall be con­
structed on an existing channel from the Columbia River
to Jewitt Lake on Government Island.
A prebid conference will be held at 1:30 p.m. on Wednes­
day, July 7, 1993, at the Portland International Airport
Maintenance Facility, 7111 N.E. Alderwood Road, Port­
land, Oregon, to discuss all phases of the work. Follow­
ing the prebid conference, the Port will provide transpor­
tation to Government Island so that prospective bidders
may examine the work site.

Notice Of Cancellation Of
Public Hearing
Notice is hereby given that the public hearing previously
scheduled to be held by the Tri-County Metropolitan
Transportation district of Oregon (Tri-Met) at 3:30 pm,
June 30. 1993, at the Portland Building, 1120 SW 5th
Ave., 2nd FI., Rm. C. will not be held because no requests
were received.
The hearing would have been held for the purpose of
considering a grant application requesting the purchase
of 32 mini-buses for special needs transportation service
under an existing Federal Transit Administration grant,
OR-03-0041. An amount of $1,500,000 was previously
approved in the grant to purchase 28 vehicles. Tri-Met is
requesting no increase in federal assistance under the
overall grant award to procure the four additional vehicles.
The Port of Portland is committed to providing equal
opportunities to State of Oregon certified Disadvan­
taged Business Enterprises (DBEs) in contracting activi­
ties. The DBE participation target for this project is 13
percent. For this reason, the Port is requesting bidders'
good faith efforts as defined in ORS 200-045(3) in
achieving increased DBE participation. In this effort, the
Port is requiring bidders to complete and submit the
enclosed Statement of Efforts to Include DBE Participa­
tion with their bids.
The Port Contracts and Procurement office has DBE vendor
profiles available which will be supplied to prime contractors
upon request. The profiles identify pertinent vendor data
which may assist prime contractors in providing subcon­
tracting and supplier opportunities to DBEs in specific areas
as identified by the Port.
The grant application is available for public review at Tri-
Met’s Grants Dept., 4012 SE 17th Ave., 3rd floor, Port­
land, OR 97202.
Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certified
or cashier’s check drawn on a United States bank or a bid
bond payable to The Port of Portland in an amount equal to
at least 10 percent of the total amount bid.

Johnson Creek Main Channel Survey Project

To Provide Surveying Services
The City of Gresham plans to retain surveying services to
perform topographic surveying on the main channel of
Johnson Creek. The project will include cross-sections at
regular intervals along Johnson Creek within the city limits
of Gresham, multiple cross-sections at all stream crossings
and additional associated field data as specified in the
scope of work. Coordination with the City of Portland may
be required. The planned completion date for the project is
August 30, 1993.

The Portland Development Commission herewith notifies

ing of the Broadway Building at the cornerof NE Broadway
and W Burnside, Portland, Oregon. Remodeling will in­
clude seismic structural upgrading, and other general
