Request For Proposals
Metro hereby requests statements of qualifications, a work
plan and other materials from architects, landscape archi­
tects and artists, in a required format specified in the
Regional Design Images Request for Proposals.
Work products sought from the selected consultant in­
cludes plan view and perspective drawings of possible
transportation and land use development patterns consis­
tent with alternative regional growth concepts.
Proposals must be received by the Planning Department,
3rd Floor, 600 NE Grand Avenue, Portland, OR 97232 no
later than 4:30 pm (PDT) July 15th, 1993.

This project is funded by a US Department of Transporta­
tion grant. All proposers are required to meet a 12%

Metro may reject any Proposal not in compliance with all
specifications listed in the Request for Proposals and may
reject for good cause any or all statements upon a finding
by Metro that it is in the public interest to do so.

Johnson Creek Main Channel Survey Project

To Provide Surveying Services
The City of Gresham plans to retain surveying services to
perform topographic surveying on the main channel of
Johnson Creek. The project will include cross-sections at
regular intervals along Johnson Creek within the city limits
of Gresham, multiple cross-sections at all stream crossings
and additional associated field data as specified in the
scope of work. Coordination with the City of Portland may
be required. The planned completion date for the project is
August 30, 1993.

Suppliers Memorial Coliseum Renovation
The Portland Development Commission herewith notifies
construction subcontractors and suppliers that general
contractors proposals are being prepared for the remod­
eling of the Memorial Coliseum in Portland, Oregon.
Remodeling will include seismic structural upgrade, ADA
accessibility and miscellaneous improvements to the build­
ing. Inquiries should be made with the following prime
contractors who have indicated that they will submit
proposals:

The work includes general labor, clean-up demolition,

ings, carpentry, insulation, glass entry doors and store­
front, metal doors and frames door hardware, taping and
drywall, painting and other finishes, signage, elevator,
arena lighting, electrical, hvac, cooling towers, plumbing
toilet rooms, and the work of other trades as called for in
the drawings and specifications.

Proposals are due to the Commission from the prime

4:00 p.m. There will not be a public bid opening at that
time.
The Commission has established ESB/MBE/WBE partici­
pation goals for this project as follows: 10% Emerging
Small Business, 10% Minority Business Enterprise, and
5% Womens Business Enterprise. The Commission has
established a Minority, Women and First Opportunity
Hiring and Apprenticeship T raining Program for this project.

Notice To Contractors
Sealed bids will be received by the City of Camas, Office
of the Finance Department, 616 NE 4th Avenue, Camas,
Washington, until 10:00 a.m., on July 6,1993 and will then
and there be publicly read for the construction of the
improvement.
All bid proposals shall be accompanied by a bid proposal
deposit in cash, certified check, cashier’s check, orsuety
bond in an amount equal to five percent (5%) of the
amount of such bid proposal. Should the successful
bidder fail to enter into such contract and furnish satisfac­
tory performance bond within the time stated in the
specifications, the bid proposal deposit shall be forfeited
to the City Of Camas.
Maps, plans, and specifications may be obtained from
JKS Architects PC, 1620 SW Taylor Street,Suite 200,
Portland, Oregon (503-227-5616) upon a deposit of
$100.00, which is refundable from JKS Architects if all
contract documents are returned without any marks or
annotations within seven days after bid opening.
Informational copies of maps, plans, and specifications
are on file for inspection in the Public Works Department.
A site prebid walkthrough will be held on June 22, 1993,
10:00 a.m., at the new shop site, 1620 SE 8th Avenue,
Camas, Washington.
The improvement for which bids will be received follows:
Bid Opening on Tuesday, July 6, 1993 at 10:00 a.m.
The work consists of constructing a 12,480 square foot
Municipal Shop With alternate bids on storage buildings.
Work to include landscaping, parking lot, sidewalk, storm
drainage, sewer connection, water connection and other
items as shown on the plans.
The City of Camas reserves the right to reject any or all
proposals if found to be higher than the estimated cost and
to waive any formality or technicality in any proposal in the
interest of the City.

Request For Proposals
The Metropolitan Exposition-Recreation Commission is
soliciting written proposals to be filed no later than July 9,
1993, 5:00 p.m. PDT. Requirements and procedures for
submitting proposals and of the services being sought are
described in detail in a formal request for proposals (RFP)
available from Chris Bailey, Oregon Convention Center,
(503) 235-7575, P.O. Box 12210, Portland, Oregon 97212.
Five (5) copies of the proposals must be delivered to the
Oregon Convention Center offices located at 777 N. E.
Martin Luther King, Jr., Boulevard, Portland, Oregon or

Columbia South Shore
Hazardous Materials Spill Containment Facilities
Design Handbook
The existing handbook describes the facilities required or
recommended in the Columbia South Shore Plan District to
protect the underlying groundwater systems. The con­
cepts may be applied at locations outside the South Shore
Area where the release of hazardous materials could
threaten the City's groundwater supply.
The handbook contains a mix of design and performance
requirements. Currently, the primary requirement is com­
plete containment of runoff within the portion of the site
containing hazardous materials and reliable runoff deten­
tion to allow clean-up before contaminants reach surface
and/or groundwater systems. This is no longer adequate
and the hazardous materials containment program will be
reevaluated and the handbook revised.
The City of Portland, Oregon requests Statements of
Qualifications (SOQ) for firms with knowledge and exper­
tise in the following areas:
emergency hazardous materials spill response and spill
containment;
local, state, and federal standards, laws, and regulations
covering the use, storage, handling, and transportation of
hazardous materials spill containment facilities in public
right-of-ways, buildings, outside storage areas and parking
lots;
design and construction of surface water quality facilities
and familiarity with non-point source pollution;
risk assessments of hazardous materials spills and spill-
containment strategy cost-benefit analysis.
Applicants should also be familiar with permitting and
review processes, environmental engineering, non-point
source pollution and stormwater treatment, ground water
hydrology, construction engineering, experience with un­
derground-storage tanks and the UST program, economic
analysis, ground water/surface water interactions and
wellhead protection programs.
The SOQ must include:
1. Name of firm, year established, size of staff and type of
services qualified to perform.
2. Descriptions of recent projects prepared by the firm
which are similar to those recommended in the Colum­
bia South Shore Hazardous Materials Spill Containment
Facilities Design Handbook.
3. A proposed project team organization chart and para­
graph resumes of key staff members who would be
available to work on the project, with emphasis on recent
experience and roles in similar projects.
4. Indicate participation from qualified disadvantaged
owned businesses.
5. Provide similar information to above for any proposed
subconsultants
6. The SOQ should not exceed 10 sheets of paper (use
both sides) including dividers, figures, charts, tables or
otherdiagrams. Detailed resumes may be included in an
appendix.
Interested firms shall provide six (6) copies of SOQ to the
Project Manager, Eric Machorro, no later than 12:00 pm.
