'A A ’ . . . . . . 4 X * • * Columbia South Shore Hazardous Materials Spill Containment Facilities Design Handbook The existing handbook describes the facilities required or recommended in the Columbia South Shore Plan District to protect the underlying groundwater systems. The con­ cepts may be applied at locations outside the South Shore Area where the release of hazardous materials could threaten the City's groundwater supply. The handbook contains a mix of design and performance requirements. Currently, the primary requirement is com­ plete containment of runoff within the portion of the site containing hazardous materials and reliable runoff deten­ tion to allow clean-up before contaminants reach surface and/or groundwater systems. This is no longer adequate and the hazardous materials containment program will be reevaluated and the handbook revised. The City of Portland, Oregon requests Statements of Qualifications (SOQ) for firms with knowledge and exper­ tise in the following areas: emergency hazardous materials spill response and spill containment; local, state, and federal standards, laws, and regulations covering the use, storage, handling, and transportation of hazardous materials spill containment facilities in public right-of-ways, buildings, outside storage areas and parking lots; design and construction of surface water quality facilities and familiarity with non-point source pollution; risk assessments of hazardous materials spills and spill- containment strategy cost-benefit analysis. Applicants should also be familiar with permitting and review processes, environmental engineering, non-point source pollution and stormwater treatment, ground water hydrology, construction engineering, experience with un­ derground-storage tanks and the UST program, economic analysis, ground water/surface water interactions and wellhead protection programs.
