City Of Waldport
Wastewater Facilities Improvements
Sealed proposals for the City of Waldport, Wastewater
Facilities Improvements, addressed to Marsha Baillie, City
Recorder, City of Waldport, P.O. Box 1120, Waldport,
Oregon 97394, will be received until 2:00 p.m. on the 4th
day of June, 1993, and then will be publicly opened and
read atthe Waldport Fire Hall, 145 Alsea Highway, Waldport,
Oregon 97394. Bids may be mailed or delivered to City Hall
ordelivered to the Fire Hall the afternoon of the bid opening
prior to 2:00 p.m.
Principal items of work consist of the following:
1. Schedule A-Wastewater Treatment Plant: The work
includes demolition of an existing structure, construc­
tion of a 2nd treatment plant including lab/control
building, head works, standby powersystem, sequenc­
ing batch rector treatment system, U.V. disinfection
system, aerobic digester, a package lift station, sludge
lagoon, sludge transport truck and sludge loading
dock.
2. Schedule B-Grade School Pump Station, Force Main,
Outfall and Gravity Sewer: The works includes demo­
lition of the existing pump building, standby power
system, valve vauit and construction of pumps into the
existing wet well. The work also includes installation of
2050 feet of 15-inch outfall pipe, 834 feet of 6-inch
waterline, 2706 feet of 10-inch force main and 396 feet
of 12- inch gravity sewer. The work also includes
modifications to five existing lift stations to provide
portable standby power and telemetry.
Bids shall be based on the contract lump sum for Schedule
A work and unit prices for Schedule B work as stated in the
Bid Form. The Contractor may bid on any one or both
schedules. The City reserves the right to award the bids
separately.
Schedule A work shall be completed within 270 calendar
days after the date set forth in the Notice to Proceed.
Schedule B work shall be completed within 120 calendar
days after the date set in the Notice to Proceed.

180, Portland, Oregon 97209; Minority Business Develop­
ment Center, 8959 S.W. Barbur Boulevard, Portland,
Oregon 97219.
Work under this contract will be funded in part with grant
funds from the Oregon Community Development Block
Grant Program. Davis Bacon Wage Rates will apply to the
project.
No Bid will be received or considered unless the Bid
contains a statement that the provisions regarding prevail­
ing rates of wage required by ORS 279.350 and the Davis-
Bacon Act as may be applicable, shall be complied with.
All bidders must be willing to comply with the applicable
provisions of the Equal Employment Opportunity Act of
1972 and the Civil Rights Act of 1964, as amended.
All envelopes must be sealed and plainly marked on the
outside showing the name of the Bidder, date and time of
Bid Opening, the project name, and the works “Sealed
Purchase And Redevelopment Of A Four-Plex
Rental Property
The Portland Development Commission (PDC) is soliciting
proposals for the redevelopment of a residential four-plex
located at 4941-4947 N.E. Garfield Ave., Portland. The
property is vacant and in need of rehabilitation. The suc­
cessful developer will receive a 90 day option to purchase
the property and complete the PDC loan approval process.
The sales agreement will stipulate a scope of rehabilitation
-.work and management of the property under terms and
conditions that rents remain affordable to tenant house­
holds earning less than 60% of the area median income,
adjusted for family size.
This opportunity to prepare a proposal including redevelop­
ment scope, costs, financing requirement, and affordable
periods is open to non-profit and for-profit entities who can
demonstrate suitable experience and capacity in property
redevelopment and management. Prospective developers

the Salem Housing Authority, U.S. Government bonds, or a
satisfactory bid bond executed by the bidder and accept­
able sureties in an amount equal to five percent of the bid
shall be submitted with each bid.
The successful bidder will be required to furnish and pay for
a satisfactory performance and payment bond, in the full
amount of the contract.
A PRE-BIDS CONFERENCE will be held at the Salem
Housing Authority, 360 Church St. S.E., Salem, Oregon,
promptly at 10:30 a.m. on Thursday, May 2 7 ,1 993. A tour
of the project site will follow the pre-bid conference. Only one
orientation will be held. The entire pre-bid conference is
expected to last approximately one hour.
Attention is called to the provisions for equal employment
opportunity, and payment of not less than the minimum
salaries and wages as set forth in the specifications must be
paid on this project.
As permitted by state law and required by the U.S. Depart­
ment of Housing and Urban Development:
a. Retainage is 10 percent not 5 percent,
b. Interest will not accrue on retainage, and
c. Bonds or securities may not be substituted as an
alternate form of retainage.

replacement with new double glazed windows at Glen

The Portland Development Commission solicits Statements
for Qualifications from Consultants to design the SRO
(Single Room Occupancy) renovation of the Rothchild
Building, 78 W Burnside, Portland, Oregon. The Commis­
sion will receive Statements of Qualifications until 3:00 P.M.
