Draft Comprehensive Grant Program Submission
The Washington County Department of Housing Services
(Housing Authority of Washington County) is prepared to
submit a DRAFT Comprehensive Plan/Annual Statement.
The Comprehensive Plan/Annual Statement describes how
the Department of Housing Services will address the need
for physical, management and operational improvement
utilizing the Comprehensive Grant Program funding pro­
vided by the Department of Housing and
Urban Development (HUD) to modernize existing public
housing.
Residents of public housing, local government leadership,
and other interested parties are encouraged to submit their
comments orally and in writing.
A public hearing on the proposed Comprehensive Grant
Plan will be held on May 5, 1993 at 7:00 p.m., in the
conference room of the Washington County Department of
Housing Services, 560 SE Third Avenue, Hillsboro, OR
97123. Public Comment will be accepted through May 5,
1993.
Assistive Listening Devices are available for persons with
impaired hearing and can be scheduled by calling 648-8511
(voice) or 648-7553 (TDD-Telecommunications Devices for
the Deaf) no later than 5:00 p.m., Tuesday, May 4, 1993.
The Department of Housing Services will also upon request
arrange for qualified sign language interpreters for persons
for persons with speech or hearing impairments; and quali­
fied bilingual interpreters. These services must be sched­
uled with outside services provider, it is important to allow
as much time lead time as possible. Please notify the
Department of Housing Services by 5:00 p.m. on Friday,
April 30, 1993, at 648-8511.

The Portland Development Commission is soliciting pro­
posals for a Consultant to provide recruitment services to
the Commission to recruit a qualified Executive Director.
The selected consultant will work with Commission staff
and Commissioners to develop a successful candidate
profile, recruitment packet materials, advertising and mar­
keting strategy; contact potential candidates who may not
be actively seeking this position; and provide the Commis­
sion with a reasonable size pool of candidates.

General Contractor For The Broadway Building
Renovation

Monday, May 3,1993.
The Portland Development commission (PDC) on behalf
of the building owner, Reach, seeks statements of quali­
fications from general contractors for the renovation of the
Broadway Building. The building is part of the City of
Portland Single Room Occupancy (SRO) commitment and
is located on the northeast corner of N.W. Burnside
Avenue and N. W. Broadway (10 NW Broadway). State­
ments of qualification from general contractors will be
evaluated and the three most qualified will be invited to
submit proposals. The construction work will be performed
on a cost-plus-fixed-fee basis within a Guaranteed Maxi­
mum Price (GMP).
The Portland Development Commission is committed to
acting affirmatively to encourage and facilitate the partici­
pation of Emerging Small Businesses (ESB), Minority
Business Enterprises (MBE), and Women Business Enter­
prises (WBE) in Commission projects. Contractors must
make a good faith effort to comply with established ESB/
MBE/WBE participation goals in this project as they are
described in the Request For Qualifications.
A copy of the Request for Qualifications will be available by
3:00 p.m. Friday April 16,1993 from PDC (503)823-3200.
Preliminary drawings for the project will also be available.
These drawings may be obtained by depositing with the
Portland Development Commission a $15.00 (per set)
refundable check. Deposits will be refunded upon return of
the documents in reusable condition. Questions should be

Statements of Qualifications must be received by PDC at
1120 SW Fifth Ave., Suite 1100, Portland, OR 97204 no
later than 3:00 p.m. PDT on Monday May 3, 1993.
