Hearings Officers
The Oregon Department of Energy invites experienced
hearings officers to submit their qualifications, experience
and rates for consideration. The Department will contract
with one or more individuals for services to conduct con­
tested case and certificate hearings under OAR 345-15-001
through 345-15-085. The applicable statutory timelines
(ORS 469-.370(3)) must be met under the strict require­
ments of the review process.
Contracts will be executed as needed, depending on the
number of energy facility applications received. Each con­
tract will be for one or more contested case and/or certificate
hearings, with a budget of approximately $30,000 for each
proceeding.
Deadline for submission of materials is 5 p.m., January 27,
1993 at the Salem office of the Department of Energy.
Materials may be mailed or delivered. Faxed materials will
not be accepted. LATE SUBMISSIONS WILL NOT BE
ACCEPTED.

Notice Of Intent
Nondestructive Testing Of Drilled Shaft
Foundation
The Oregon Department of Transportation, Bridge Section,
is seeking proposals from qualified consultants to perform
nondestructive testing on the drilled shaft foundations for
the proposed Klamath River Bridge highway project. There
are fourteen shafts to be tested. The specified nondestructive
testing method will use the Crosshole Sonic Logging tech­
nique The time frame for performing the testing is between
April 1 1993, and October 31,1993. The actual dates are
dependent on the construction contractors work schedule.
The selected consultant will be required to enter into a cost
plus fixed fee contract. The total cost of the contract will not
exceed $25,000.

The successful proponent shall provide services to develop
plans and specifications for various site and dwelling im­
provements as needed for a one (1) year term.
HAP currently has a project requiring electrical engineering
work. The selected firm will immediately be assigned this
project and future work as it occurs. The dollar value ot the
current project is estimated at $200,000.

work list elements to be submitted in the proposal, and
present criteria used in selecting the successful proponen

Trolley Rail Rehabilitation
Sealed bids for the Terminal 2, Cranes 2371 and 2372
Trolley Rail Rehabilitation, will be received at the office of the
Manager, Contracts and Procurement, of The Port of Port­
land 700 N.E, Multnomah Street, 15th floor, Port and,
Oregon, (mailing address: Post Office Box 3529, Portland,
Oregon. 97220) until, but not after, 2 p.m. Wednesday,
January 20,1993, and thereafter publicly opened and read.
Description of Work:
Removal of existing J IS 22 Kg trolley rail on Cranes 2371
and 2372 and installation of new, Port-supplied, modi­
fied 60-pound ASCE rail. The new rail sections are to be
electric flash butt-welded together to form continuous
sections with 45’joints located at the boom’s hinge pin.

Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certified
or cashier’s check drawn on a United States bank or a bid
bond payable to The Port of Portland in an amount equal to

The drawings and the contract manual may be examined at
Port offices. Copies may be obtained by prospective bidders

No bid will be received or considered unless it contains a
statement by the bidder as a part of the bid that the
provisions of ORS 279 350 (regarding prevailing wage rates)
are to be complied with.

A license for asbestos work under ORS 468A. 720 is not

Notice Of Public Hearing
Notice is hereby given that a public hearing will be held by
the Tri-County Metropolitan Transportation District of Or­
egon (Tri-Met) at 3:30 p.m., Wednesday, January 27,1993
at the Portland Building, 1120 S.W. 5th Avenue, 2nd floor
Room C, for the purpose of considering projects for which
federal assistance under Section 3 of the Federal Transit
Act, as amended, is being sought.
Projects under consideration are Westside Light Rail and
Banfield Light Rail Retrofit. The grant application will re­
quest fiscal year 1993 discretionary and formula funds
totalling $92,090,868; $69,173,362 federal share with
$22,917,506 local match.
The Westside Light Rail project begins at the terminus of the
existing MAX line at S.W. 11th Avenue in downtown Port­
land and extends west to S.W. 185th Avenue in Washington
County. Included in this grant request is funding for right-of-
way acquisition; final design; construction for the three-mile
tunnel, the line section from the tunnel to Beaverton, and
track materials; initial payments for light rail vehicles; and
project administration. Final design will proceed on civil work
fo rthe remaining line sections, electrification, signals, com­
munications, and the maintenance facility. Revenue service
on the Westside line is scheduled to begin in Fall 1997.
The Banfield Retrofit project includes expansion and modi­
fication of the existing Ruby Junction operations facility and
double tracking, Ruby Junction-Cleveland stations. The
grant application requests $2,104,202 for final design and
engineering on the project. Should additional funds become
available, Tri-Met would proceed with construction of the
approximate $21M retrofit. The entire Banfield Retrofit
project is scheduled for completion by 1997 to support
integrated systems testing for initiation of Westside service.
A discussion of displacement of persons, families and
businesses is included In the Final Environmental Impact
Statement for the Westside project.
Projects are in conformance with comprehensive land use
and transportation planning in the area and are programmed
in the region’s Transportation Improvement Program.
A statement of .Tri-Met’s charter bus service is available for
inspection at the Tri-Met Administration offices.
Tri-Met will not be engaging in school bus operations.
Private transportation enterprise will not be directly affected
by the projects.
At the hearing, Tri-Met will afford opportunity for interested
persons or agencies to be heard with respect to the social,
economic, and environmental aspects of the projects.
A person requesting an interpreter for the hearing impaired
shall give Tri-Met at least 48 hours notice of the request by
contacting Tri-Met at 238-4952 or TDD 238-5811, Monday
through Friday, 8:30 a.m. to 4:30 p.m.
A copy of the grant application, the Westside Final Environ­
mental Impact Statement, and a transit development plan
for the area are currently available for public inspection at
Tri-Met’s Grants administration department, 3rd floor, 4012
