Intersection Improvements
Sealed bids for the Portland International Airport, N.E. 47th
Avenue and N.E. Cornfoot Road, Intersection Improvements, will
be received at the office of the Manager, Contracts and Procure
ment, of The Port of Portland, 700 N.E. Multnomah Street, 15th
floor, Portland, Oregon, (mailing address: Post Office Box 3529,
Portland, Oregon, 97208) until, but not after, 2 p.m. April 28,1992,
and thereafter publicly opened and read.
Description of Work:
Construction of intersection and approximately 500 lineal feet
of street consisting of: storm system, subgrade preparation,
aggregate base, asphalt paving, curbing, sidewalk, under
ground electrical system, street lighting system, asphalt pave
ment overlay for an existing street, surface restoration, fenc
ing, and landscape improvements.
A pre-bid conference will be held on April 14,1992, at p.m. at
the Portland International Airport Maintenance Facility, 7111
N.E. Alderwood Road, Portland, Oregon, to discuss all phases
of the work.

Bids must be on the bid form which will be provided to prospective
bidders and must be accompanied by a certified or cashier’s
checkdrawn on a United States bankor a bid bond payable to The
Port of Portland in an amount equal to at least 10 percent of the
total amount bid.
Bidders are required to prequalify in the following category:
Asphalt Concrete Paving - Highways, Roads, Streets, and
Airports
Prequalification applications must be submitted not later than 5
business days prior to the bid opening date.
The drawings and the contract manual may be examined at Port
offices. Copies may be obtained by prospective bidders at no cost
from Contracts and Procurement (address above).
No bid will be received or considered unless it contains a
statement by the bidder as a part of the bid that the provisions of
ORS 279.350 (regarding prevailing wage rates) are to be com
plied with.
No bid will be received or considered unless the bidder is
registered with the State of Oregon Construction contractors
Board, pursuant to ORS 701.055 (1), prior to submitting a bid.

A license for asbestos w ork under ORS 468A.720 is not required
for this work.
Bidders are required to state whether or not the bidder is a
resident bidder, as defined in ORS 279.029. (Reference Article 3
in the Instructions to Bidders.)
Bids may be rejected if not in compliance with bidding procedures
and requirements. Any or all bids may be rejected if in the public
interest to do so.

Reservoir No. 1 Replacement

Request for Proposals
Sealed proposals for the construction of Mt. Scott Reservoir No.
1 Replacement, addressed to Mr. Dale L. Jutila, will be received
at the office of the Mt. Scott Water District, 10602 S.E. 129th
Avenue, City of Portland, OR, until 10:00 a.m., local time, on the
15th day of April 1992, and then will be publicly opened and read.
Any bids received after the time and date specified will not be
considered.
The project contemplated consists of constructing an 0.7 million-
gallon steel reservoir, inlet and outlet piping, drain-piping, site
grading, and miscellaneous ancillary work.
Drawings and Specifications may be examined in the Office of the
Owner, Mt. Scott Water District, or at the office of the Engineer,
CH2M HILL, 2020 S.W. 4th Avenue, 2nd Floor, Portland, OR
97201. A copy of the Bidding Documents may be obtained from
the Engineer’s office upon payment of $50. Return of the docu
ments is not required, and the amount paid for the documents is
non-refundable.
The following plan room services have obtained copies of the
Bidding Documents for the work contemplated herein: Construc

Each Proposal must be submitted on the prescribed form and
accompanied by bid security as prescribed in the Instructions to
Bidders, payable to the Mt. Scott W ater District, in an amount not
less than 5 percent of the amount bid.
The successful Bidder will be required to furnish the necessary
additional bond(s) for the faithful performance of the Contract, as
prescribed in the Bidding Documents.
Contractors must be qualified in accordance with the applicable
parts of ORS 279 in order to enter into a contract with the Owner
for public work in Oregon.
Each bid must contain a statement as to whether the Bidder is a
resident Bidder, as defined in ORS 279.029.
Bidders are not required to be prequalified by the Owner to
perform the type and size of work contemplated herein.
Before a Contract will be awarded for the work contemplated
herein, the Owner will conduct such investigation as is necessary
to determine the performance record and ability of the apparent
low Bidder to perform the size and type of work specified under this
Contract. Upon request, the Bidder shall submit such information
as deemed necessary by the Owner to evaluate the Bidders
qualifications.
No bid will be received or considered by Owner unless the bid form
contains, or is accompanied by, a statement by the B.ddei~as1a
part of the bid that the provisions required by ORS 279.J5U
pertaining to prevailing wages shall be included in the Contract.

The right is reserved to reject all Proposals or any FVoposal not
conforming to the intent and purposes of the Bidding Documents,
and to postpone the award of the Contract for a period of time

Qualifications
Notice is hereby given that the City of Portland intends to contract
for Street Inspection Services. These services will consist of
performing all work necessary to assure quality control inspection
of public works street construction projects to the satisfaction of
the City of Portland, Bureau of Transportation Engineering. The
title of the project is: Street Inspection Services.
The Bureau of Transportation Engineering requests statements
of qualifications from firms with expertise in the above service.
This is not an offer, but a request for qualification statements.

MBE/WBE UTILIZATION: The City has established a goal of 9%
participation for MBE’s and 9% participation for W BE’s on the total
dollars spent for professional, technical, and expert services.
Participation of M BE/W BE’s as subcontractors, in joint ventures,
or by total award, will be considered toward this goal. In evaluation
of proposals for this project, participation by M BE/W BE’s is one
of the criteria for determining awards.

The State of Oregon, through the Department of Corrections
(DOC), will be accepting proposals from mechanical contractors
to furnish and install a new HVAC unit at the Oregon Women s
Correctional Center. This project includes structural work for a
roof top unit, electrical work for power and controls, and related
piping.

Baumgartner Line Replacement

Call for Bids
The "Baumgartner Line Replacement” project consists of the
trenching, installation, testing, disinfecting and back-filling of
approximately 965 linear feet of 4” PVC, 745 linear feet of 2" PVC
water main, the installation of a 4" connection to an existing 6" D.l
pipe, the reconnection of 7 existing water services and installation
of one 1“ water service for the Hebo Service District in Tillamook
County, Oregon.
All work specified in this proposal shall be awarded to one
contractor only.
The bidder shall submit his proposal on the forms furnished by
Hebo Service District. Specifications and bid forms may be
obtained from the Tillamook County Public Works Department,
503 Marolf Loop, Tillamook, Oregon 97141, (842-3419).
Bidders will not be required to be prequalified under ORS
279.039(1). Contractors are not required to be licensed under
ORS 468.883 (Asbestos).
All bids shall be accompanied by a 10% Bid Guarantee. A
Performance Bond shall be required before the execution of the
contract.
Each Bid must contain a statement as to whether the bidder is a
resident bidder, as defined in ORS 279.029.
Each bid will contain a statement by the bidder that the provisions
of ORS 279.350 (Prevailing Wage Law) are to be complied with.

Sealed bids shall be submitted by no later than 9:00 a.m. W ednes
day, April 1st. Bids received after this time will be returned
unopened. Bids may be withdrawn at any time, prior to opening,
upon written request of the Bidder.
The Hebo Service District reserves the right to reject any or all bids
not in compliance with all prescribed public bidding procedures
and requirements. The District may reject, for good cause, any or
all bids upon afinding it is in the public interest to do so. The District
reserves the right to waive any informality in bids at its discretion.
All bids will be opened and read aloud in the Tillamook County
Justice Courtroom, County Courthouse, at 9:15 a.m., W ednes
day, April 1st.
Addendum No. 1
Warranty: The Contractor shall warrant his work to bo free of
defects in installation and workmanship for a period of orif (1) year
from the completion and acceptance of the project by the District.
To support this Warranty, the Contractor’s Performance Bond
shall be held for the one (1) year period. In the event of the
discovery of a defect, the Contractor shall supplv all labor,
equipment and materials needed to remedy such defect promptly
upon written notice from the District. If the defect, in the opinion of
the District, is of such a nature as to require immediate repair, the
District shall have the right to correct the defect immediately, with
the cost borne by the Contractor.
Roots: the Contractor shall take reasonable care to preserve the
roots of major trees along the route of this project. Major structural
roots shall not be cut without the express approval of the Engineer
The costs for the required hand work for this item shall be included
in the bid prices for the 2" and 4" PVC Mains.
General Specifications: Aggregate bedding and backfill materials
shall be made available by the District, at the Tillamook County
Clear Creek Stockpile Site, off of Jenk Road near Cloverdale at no
c o s t to the C o n tractor. The C o n tra cto r shall s u p p ly all lo ad
ing, h a u ling and u n load ing required to m ove th is m aterial to
the p ro je ct site. C o n tra cto r c o sts fo r th is w o rk shall be
in clu d e d in the o th e r bid item s. Stockpiles approved for use
shall be identified by the Engineer at the beginning of the project.
