Supplemental Required Contract Provisions
Amendments Affecting DBE Participation on ODOT
Highway Division (Federal Aid) Construction
Projects.
Effective November 1,1991. the following changes have been
made to the Supplemental Required Contract Provisions Disad­
vantaged Business Enterprise Program:
SECTION 4, Paragraph 11 NOW READS
The contractor may work with a DBE service provider to obtain
needed materials, supplies, equipment, transportation, person­
nel, bonding, or insurance to perform a contract or program
function. The contractor may count toward its DBE goal only
the portion of the am ount paid which constitutes the fee or
commission to be received and retained by the DBE pro­
vider for the service rendered.

Applications
The Metropolitan Service District (Metro) is soliciting franchise
applications for the Provision of Transfer and Materials Recovery
Facilities and Services for Western Washington County. Sealed
applications must be delivered to the Solid W aste Department,
Metropolitan Service District, 2000 SW First Avenue, Portland,
Oregon 97201-5398, to the attention of Chuck Geyer, Project
Manager, by the close of the business day, on Monday, Novem­
ber 18, 1991.
Potential applicants may obtain a scope of work and application
by contacting the Solid Waste Department (503) 221-1646, ext.
231. Metro may reject any application not in compliance with all
prescribed procedures and requirements and may reject any or
all applications upon a finding of the agency that it is in the public
interest to do so.
SECTION 5, Paragraph 2 NOW READS
Bidders shall complete and subm it with the sealed bid DBE
Participation Commitment form No. 1, included in the Bidder’s
Proposal, listing the name, address and value of work com m it­
ted to each DBE subcontractor, lessor, manufacturer, supplier
of service provider to be used on the project should the bidder
be awarded the contract. Section 4 of these Supplemental
Required Contract Provisions discusses the percentage of DBE
participation which counts toward the bidder’s goal for various
types of firms. Bidders shall also compute the bidder’s DBE
participation commitment percentage, as instructed in Form No.
1, Part l(E). DBEs who are bidding as prime contractors
must also meet the assigned project goal, and may not
count their own participation toward achievem ent of the
DBE contract goal. DBEs bidding as prime contractors
must provide opportunitiesfor participation by other DBEs,
and must therefore abide by all requirem ents for docum en­
tation of DBE participation.

The City of Gresham plans to retain consulting services relating
to the design and development of the Fairview Creek Detention
Facility. The project will consist of performing pre-design of both
detention and conveyance components of this facility, design
and construction survey, and construction inspection. A prelim i­
nary analysis has previously been performed as part of the
Fairview Creek Drainage Master Plan (SWMM) of the basin are
available for use. The consultant will be expected to make
appropriate modifications to the model as part of the pre-design
process.

The City of Gresham is requesting proposals for consulting
services for the N.W. Eastman Parkway Storm Drain Project as
identified in the Fairview Creek Drainage Master Plan. The
project will consist of performing both pre-designed for and final
design of approxim ately 300 lineal feet of 24" and 300 lineal feet
of 21 "storm sewer in N.W. Eastman Parkway south of Burnside
plus approxim ately 1000 lineal feet of 54" storm sewer including
a crossing under Eastman Parkway north of City Hall. A map
showing the general location and configuration of the im prove­
ments is included with the RFP packet, both the Master Plan and
the associated computer model (SWMM) for the basin are

Land Conservation And Development Commission
In The Matter Of A Proposed Urban Reserve Area
Planning Rule
1. On Friday November 8,1991, the Land Conservation and De­
velopm ent Commission will hold a public hearing on a pro­
posed Urban Reserve Area Rule. The Commission meeting
will be in Medford in the Jackson County Courthouse Audito­
rium, 10 South Oakdale, beginning at 8:30 am. Contact the
Departm ent at the address or phone number listed in para­
graph 3 for further information on the time and location of this
meeting.
2. The public hearing will be to review a proposed urban reserve
area rule. The rule is designed to implement Statewide Plan­
ning Goal 14 and provide guidance to local governments,
special districts and the general public on how various require­
ments of statewide planning goals affect planning for land
outside urban growth boundaries in the vicinity of urban areas,
and which may be needed for future expansion of an urban
area.
3. Interested persons are invited to present oral or written
comments at the hearing. Written comments should be ad­
