its offices located at 1120 S.W. Fifth Avenue, Suite 1100, Port­
land, Oregon 97204-1968, at which time and place all bids will be
publicly opened and read aloud. A mandatory prebid conference
will be held on July 8 ,1 9 9 1 ,3 :3 0 pm, Commission offices at the
Portland Developm ent Commission office. A mandatory jobsite
tour will be held on July 8, 1991,3:30 pm, @ jobsite. Documents
may be obtained from the Portland Development Commission by
paym ent of a refundable deposit of $25.00. Inquiries and bids

All bidders must file for prequalification no later than July 15,
1 9 9 1 ,1 :30 pm, in accordance with the Instruction to Bidders, and
ORS 279.039 (1), in the following City of Portland categories:
Landscaping. Prevailing wage rates as set forth in the Contract
Documents must be paid on the Project. The bidder must be
licensed under ORS 468.883.
Each bid must contain a statement as to whether the bidder is a
resident bidder as defined in ORS 279.029. The Commission
may reject any bid not in compliance with all prescribed public
bidding procedures and requirements, and may reject for good
cause any or all bids upon a finding of the agency it is in the public
interest to do so.
The Portland Development Commission is committed to acting
affirmatively to encourage and facilitate the participation of Emerg­
ing Small Businesses (ESB), Minority Business Enterprises (MBE),
and Women Business Enterprises (WBE) in Commission proj­
ects and operations. Responsible bidders must com ply with
established goals in this project as stipulated in these bid docu­
ments.

The City of Salem will receive sealed bids at the office of the City
Recorder, City Hall, Room 205, Salem, Oregon, u n til, b u t n o t
a fte r 11:00 a.m ., J u ly 10, 1991, at which time said bids will be
publicly opened and read aloud in the City Council Chambers,
Room 240, 555 Liberty Street S.E., Salem, Oregon for the proj­
ect specified herein.
The proposed work consists of: Approximately 1,610 lineal feet
of 8-inch D.l. water line, 41 water services, 650 lineal feet of 8-
inch sanitary sewer line, 23 sanitary sewer replacements, 1,700
square yards of 1 -inch A.C. overlay, and miscellaneous appurte­
nant work.
Plans, specifications and other bid documents may be inspected
and obtained at the office of the City of Salem, Department of
Public Works, 555 Liberty Street S.E., Room 325, Salem, Oregon
(503) 588-6211). The bidder shall not file the book of “ Standard
Construction Specifications” with his bid.
Bids must be subm itted on the proposal forms furnished to the
bidders. Proposals shall be submitted in a sealed envelope
plainly marked “ BID ON THE RUGE STREET SEWER REHA­
BILITATION AND 8-INCH W ATER LINE - Bid #3932” and show
the name and business address of the bidder.

They m u st be receive d no later than ten (10) w o rk in g days
before the bid o p e n in g date.
A surety bond, cashier’s check, or certified check of the bidder in
the amount of ten percent (10%) of the bid must be attached to
each proposal as security. Unsuccessful bidders will have their
security refunded to them when the contract has been awarded.
No bids, exceeding $10,000, will be received or considered by
the City of Salem or any of its officers unless the bid contains a
statement by the bidder (by signing his proposal) that the provi­
sions of ORS 279.350 shall be included in his contract. Every
contractor or subcontractor is re quire d to post the applicable
Prevailing Wage Rates (PWR) in a conspicuous and accessible
place in or about the work-site for the duration of the job. Contrac­
tors and subcontractors who intentionally fail to post the PWR
can be made ineligible to receive any public works contract for up
to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS
279.029, bidders must state on their proposal whether they are

The City of Salem reserves the right to reject any or all bids, to
waive formalities and of postponing the award of the contract for
thirty (30) days.
Prices quoted shall be firm for a period of 30 days after closing
date.
The attention of bidders is directed to the provisions of Chapter
97, Salem Revised Code, concerning unlawful employment
practices. Violation of such provisions shall be grounds for
immediate termination of this contract without recourse by the
contractor.

REQUEST FOR PROPOSALS
FOR
TEMPORARY PERSONNEL SERVICES
Request for Proposal No. 91-02
PROPOSALS DUE: 3:00pm July 3, 1991
The Metropolitan Exposition-Recreation Commission (MERC) is
soliciting sealed written proposals for the purpose of providing
temporary personnel services. The MERC requires tem porary ad­
m inistrative personnel services on an as-needed, on-call basis.
Services required may include (but are not limited to): adm inistra­
tive secretary, payroll clerk, filing clerk, operating engineer, tele­
phone technician, accounting clerk, receptionist.
Proposals will be received until the hour of 3:00pm, Pacific
Daylight Savings Time, July 3 ,1991, at the Holladay Offices, 777
NE Martin Luther King Blvd., Portland, Oregon 97232 (or mailed
to P.O. Box 2746, Portland, Oregon 97208), at which time and
address the names of the proposers submitting proposals will be
read publicly. Proposals received after the deadline will not be
considered and will be returned unopened.
Requirements and procedures for subm itting proposals and of the
services sought are described in detail in a formal request for
proposals (RFP) available from Freda Walker, Metropolitan Expo­
sition-Recreation Commission, (503) 731-7839, 777 NE MLK
Blvd., Portland, Oregon 97232.
The MERC anticipates entering into contracts with five qualified
tem porary personnel agencies. The contractors agree to supply
temporary personnel services at predeterm ined prices, to meet
the MERC's requirements during the term of the contracts. The
MERC will utilize a rotation process to obtain services between the
five agencies. A lottery will be used to determine the rotation
order. In the event an agency is unable to m eet any request for
services by the MERC, that agency waives the assignm ent and
the assignm ent will be offered to the next agency in the rotation
order. The M ERC’s requirements cannot be determined at this
time, and the MERC does not guarantee any minimum or maxi­
mum am ount or duration of services.
The MERC reserves the right to cancel this RFP or reject any or
all proposals for cause upon finding that it is in the public interest
to do so.
REQUEST FOR BIDS
The Metropolitan Service District (METRO) is requesting Bids for
disposal of waste tires from M etro’s solid waste disposal facilities
at an authorized disposal/recycling facility (RFB #91B-19-SW ).
Copies of the Bid Documents can be obtained by contacting
Metro Solid Waste Department at 221-1646.
Sealed Bids must be delivered to the Solid Waste Department,
Metropolitan Service District, 2000 SW First Avenue, Portland,
OR 97201-5398, to the attention of Ray Barker, Assistant Facili­
ties Manager, no later than 2:00 p.m. PDT, July 8 ,1991, at which
time they will be publicly opened and read in the Council Cham ­
ber. Each Bid must contain a statement as to whether the bidder
is a resident bidder, as defined in ORS 279.029. Bidders are not
required to have an asbestos abatement license as provided in
ORS 468.883.
The work contemplated consists of disposal of approximately
54,000 waste tires. Contractor may shred tires to be used as road
base material or sold as hog fuel, may process tires through a
pyrolysis unit for component recycling, or may recycle in some
other manner consistent with M etro’s recycling policies.
Metro may reject any bid not in compliance with all prescribed
public bidding procedures and requirements, and may reject for
good cause any or all bids upon a finding of the agency it is in the
public interest to do so.
NOTICE OF INTENT
The Oregon Departm ent of Transportation, Highway Division, is
seeking Statem ents of Qualifications (SOQ) from consulting en­
gineering firm s to provide bridge inspection services.
The Division proposes to engage consultant engineering firms to
perform bridge inspections for city and county jurisdiction through­
out the state. These jurisdictions are grouped into six areas.
The estim ated fees range from $150,000 to $600,000 for each
bridge inspection area.

129-SW -Hauling of W aste Tires from Metro facilities to the au­
thorized disposal facility, W aste Recovery, Inc., 8501 N. Borth­
wick, Portland, OR 97217. Sealed Bids must be delivered to the
Solid W aste Department, Metro, 2000 SW First Avenue, Port­

NOTICE TO CONTRACTORS
Sealed bids for the construction of Water System Improvements
for the City of Yachats, Lincoln County, Oregon, will be received
by the City until 1:00 P.M., PDT, on July 18,1991. Bids submitted
prior to opening are to be delivered to the City Hall, Yachats,
Oregon. Bid opening will be conducted by the Yachats City
Council in Room #8 of the Yachats Commons and publicly
opened and read aloud at 1:15 P.M., PDT, on July 18, 1991.
The project consists of the construction of a 500.000 gpd W ater
Treatment Plant, a 1,000,000 gallon poured-in-place concrete
reservoir, a fire pump, two pressure reducing stations, and distri­

A Pre-Bid Conference will be held at 1:00 o’clockp.m ., local time,
on July 9, 1991, beginning at the Yachats Commons Building. A
tour of the proposed construction sites will be conducted. At this
meeting all questions concerning the Contract Documents or
proposed work will be discussed.
One copy of the Contract Documents may be obtained by pro­
spective bidders upon receipt of cash or check in the amount of
$100.00 made payable to the Engineer. Deposit made upon pro­
curem ent of drawings, specifications, and forms of contract
documents will be non-refundable. Individual sheets and speci­
fication pages may be purchased for the cost of reproduction:
Drawings $2.00 per sheet; Specifications $0.25 per sheet.
Bidders must prequalify with Owner, on Standard Oregon Re­
view Board Prequalification forms, ten (10) days prior to bid
opening. Disqualification statem ents shall be issued not later
than 4 days before bid opening by the Owner. Prequalification
forms may be obtained from the Engineer and should be subm it­
ted to the Owner via the Engineer. If a prequalification form is on
file with the Engineer and is not over one year old, refiling is not
necessary unless there has been a substantial change in Con­
tractor’s status.
No bid will be considered unless fully completed in the manner
provided in the "Instructions to Bidders" upon the bid form pro­
vided by the Engineer and accom panied by a bid bond executed
in favor of the City of Yachats in an am ount not less than ten
percent (10%) of the total am ount of the bid. Bid bond is to be
forfeited as a fixed and liquidated damage should the bidder
neglect or refuse to enter into a contract and provide suitable
bond for the faithful perform ance of the work in the event the
contract is awarded him. Funds for the improvements are avail­
able, and monthly paym ents will be made by check.
Any Contract award under the Invitation to Bid is expected to be
funded in part by a grant and loan from the Farmers Home Ad­
ministration (FmHA). Before a Contract will be awarded, com pli­
ance with all FmHA requirements specified in the Contract Docu­
ments will be subject to FmHA review and approval.
No bid will be received or considered by the City of Yachats or any
officer thereof unless the bid contains a statement by the bidder
as a part of his bid that the provisions required by ORS 279.350
shall be included in this Contractor.
The City of Yachats reserves the right to reject any or all bids and
to waive all informalities. No bidder may withdraw or modify his
bid after the hour set for the opening and thereafter until the lapse
of sixty (90) days from the bid opening.

als to Organize and Manage The 1992 Northwest Regional “ Buy
Recycled Conference" (RFP #91R-14-SW ). The conference is
scheduled for March 20, 1992 at the Oregon Convention Center.
