Hap Opens Section 8 Waiting List To Increase
Housing Opportunities In Multnomah County
On April 1,1991, the Housing Authority of Portland will accept applications for the
Section 8 Housing Assistance Payment Program (Certificates and Vouchers) for
all bedroom sizes.
Because of the complications HAP has had in the past with taking large numbers
of applications by telephone, families eligible for Section 8 Housing need to
APPLY IN PERSON at Erickson’s, 9 NW 2nd Portland, April 1 - 5, from 8:30 am
to 3:00 pm. After these dates, applications will be taken at HAP offices at 135 S. W.
Ash, weekdays, from 8:00am to 4:00pm.
Priority will be given to families who claim a preference under the federal
Preference law: families who have been displaced through no fault of their own;
families living in substandard housing; families paying more than 50% of their
income for rent and utilities.
Reminder: Low Rent Public Housing applicants need to make separate applica­
tion for the Section 8 waiting list. Low Rent applicants will not lose their place on
that list by applying for the Section 8 list. Their names will appear on two separate
waiting lists.
COME IN PERSON TO APPLY. - The housing authority will not accept phone ap­
plications. (Hearing impaired individuals with a telecommunication device for the
deaf (TDD) may call 226-6095, 286-4029, or 286-3880 with Name, Address,
Social Security Number, and telephone number.)
BRING SOCIAL SECURITY NUMBERS FOR ALL FAMILY MEMBERS. HAP re­
grets any inconvenience caused to people applying for the section 8 Program.
During these special application hours, there will be long lines and a waiting
period. Please consider alternative child care arrangements for your children.

On-site HVAC Controls Training
Deadline; April 19, 1991
The Oregon Department of Energy is seeking proposals from firms and individu­
als qualified to provide training in efficient operation of HVAC control systems for
Oregon schools and local governments. The work requires travel throughout the
state. The training is planned for two years, beginning in July 1991, contingent on
future funding approval.
The contact will be 100 percent funded by the Bonneville Power Administration
and the US Department of Energy.

of Business Services, Room A-6, Ross Island Center, 049 S.W. Porter,
Portland.Oregon 97201 until 2:00 p.m. local time. Tuesday, April 23,1991, for
Restroom Remodel, Portland Community College, Ross Island Center.
All bids received by the College will be opened at 2:15 P.M. local time, Tuesday,
April 23, 1991, at the aforementioned place.
Description of Work to be Accomplished:
This project will convert two existing restrooms into four restrooms that
will comply with State of Oregon accessibility requirements. Work will
include demolition and the installation of partitions, floor finish mate­
rials, counters, plumbing fixtures, new ventilation and lighting. The
total project area is approximately 1450 square feet.
One set of bidding documents may be obtained, by Prime bidders only, at the
office of Bloodworth, Ellis/Architects P.C. 5200 S.W. Macadam, Suite 370,
Portland, Oregon 97201, upon a deposit of $50.00. The deposit will be refunded
provided the documents are returned to the office of the Architects within two
weeks after Notice of Award. The documents must be returned in original con­
dition, free o f any markings by the bidder.
Bidders may not w ithdraw their bids after the hour set for the opening thereof unti 1
after the lapse of thirty (30) days from the bid opening. All bid proposals shall
contain a statement that the provisions of ORS 279.350 relating to the prevailing
wage rates shall be complied with.
Prequalification is not required for this work. Bidders are required to e registered
with the State of Oregon Construction Contractors board, pursuant to ORS
701.055(1).
Emerging Small Business Enterprises will be afforded full opportunity to submit
bids in response to this solicitation and will not be discriminated against on the
grounds of race, color, national origin in consideration for an award of any
contract entered not pursuant to this advertisement
Subcontracting goals on any contract to be awarded a result of this solicitation are
10% for Emerging Small Business enterprises. Bidder responding must meet
these goals or demonstrate good faith efforts to do so. Only those firms certified
by the Oregon Executive Department will be counted toward meeting these goals.
It is the position of Portland Community College not to contract with a company
that is chattered or licensed in South Africa, a company chartered or licensed in
another country whose primary facility is in South Africa, or a company that
wholly owns a subsidiary whose primary facility is in South Africa.
Each bid must contain a statement as to whether that bidder is a resident bidder
as defined in ORS 279.029.
The College may reject any bid not in compliance with all prescribed public
bidding procedures and requirements, and may reject for good cause any or all
bids upon a finding of the College that it is in the public interest to do so.

a.m., Pacific Standard Time, at which time they will be opened, for the construc­
tion of the MID-COUNTY N.E. 188TH, 191 ST AND GLISAN COLLECTOR
SEWERS, PROJECT NO. 3048.
The major quantities involved are as follows: Project No. 3048: L.F. 1800-10"
Gravity Sewer Pipe; L.F. 5500-8" Gravity Sewer Pipe; L.F. 700-6" Gravity Sewer
Pipe; L.F. 4500-4/6" Service Lateral Pipe; Each 27-Manholes.
Contractor for this work shall furnish all labor at current U.S. Department of Labor
prevailing wage rates, materials and equipment and services of all kinds to
complete the work in accordance with the plans and specifications therefore.
Plans and specification may be examined at the office of the Gresham City Engi­
neer, 1333 N.W. Eastman Parkway, Gresham, Oregon. Copies of said plans and
specifications may be obtained upon application to the City Engineer and by
posting a non-refundable fee of $25.00 with the City Engineer for each set of plans
and specifications requested.
Contractors must prequalify for sanitary sewer construction with the City of
Gresham, as required by the laws of the State of Oregon, before the date of a bid
opening. Otherwise, their proposal may not be given consideration.
All proposals must be submitted on the regular forms furnished by the City of
Gresham, addressed and mailed or delivered to the Engineering Division, City of
Gresham, in a sealed envelope plainly marked, "SEALED BID ON MID-COUNTY
N.E. 188TH, 191 ST AND GLISAN COLLECTOR SEWERS, PROJECT NO.
3048” bearing the name and address of the bidder. Each must be accompanied
by a certified check, cashier’s check or bid bond in an amount not less than ten
percent (10% of the total bid). A performance and payment corporate surety bond
in the full amount of the contract shall be required to guarantee faithful perform­
ance of the terms of the contract at the time of contract execution.
Each bid must contain a statement as to whether the bidder is a resident bidder,
as defined in ORS 279.029.
In determining the lowest responsible bidder, the public contracting agency shall,
for the purpose of awarding the contract, add a percent increase on the bid of a
nonresident bidder equal to the percent, if any, of the preference given to that
bidder in that state in which the bidder resides.
Each bidder must file with his bid an affidavit of non-collusion.
The City of Gresham reserves the right to reject any and/or all bids, waive infor­
mation or to accept any bid which appears to serve the best interests of the City.
