Sealed bids for the Portland-Hillsboro Airport, Runway and Taxiway Rehabilitation
- Phase I, will be received at the office of the Manager, Contracts and Procurement,
of The Port of Portland, 700 N.E. Multnomah Street, 15th floor, Portland, Oregon,
(mailing address: Post Office Box 3529, Portland, Oregon 97208) until, but not after,
2 p.m. March 26,1991, and thereafter publicy opened and read.
Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors, supplier, or manufacturers
which have been certified by the Oregon Executive Department as
disadvantaged,minority, or women business enterprises (collectively "Disadvan­
taged Business Enterprises" or "DBEs” ) will participate in not less than 12 percent
of the total dollar amount bid.
Description of Work:
Asphalt concrete overlay of an existing runway and taxiways, construct connecting
taxiway, grading, drainage, seeding, and edge lighting.
A prebid conference will be held on Thursday, March 7,1991, at 10 a.m. at the
Portland-Hillsboro Airport maintenance office to discuss all phases of the work. The
maintenance office is located directly across from the fairgrounds on Cornell Road.

Bids must be on the bid form which will be provided to prospective bidders and must
be accompanied by a certified or cashier's check drawn on a United States bank
or a bid bond payable to The Port of Portland in an amount equal to at least 10
percent of the total amount bid. Bidders are required to prequalify in the following
category:
Asphalt Concrete Paving
Prequalification applications must be submitted not later than 5 business days prior
to the bid opening date.
The drawings and the contract manual may be examined at Port offices. Copies
may be obtained by prospective bidders at no cost from Contracts and Procure­
ment (address above).
This is a federal aid contract, and all labor shall be paid no less than the minimum
wage rates established by the U.S. Secretary of Labor, as included in the contract
documents.
The labor and civil rights requirements in the Bid and the Supplementary Conditions
apply to this work. The proposed Contract is under the subject of Executive Order
11246 on Nondiscrimination Under Federal Contracts, September 24,1965, and
as amended; and 49 CFR part 23, on Participation by Disadvantaged Business
Enterprises in United States Department of Transportation Programs, March 31,
1980, and as amended.
Disadvantaged business enterprises will be afforded full opportunity to submit bids
in response to this invitation and will not be discriminated against on the basis of
race, color, national origin, or sex in consideration for an award of any contract
entered into pursuant to this advertisement.
Bidders are required to state whether or not the bidder is a resident bidder, as
defined in ORS 279.029. (Reference Article 3 of the Instructions to Bidders).
Bidders are required to be registered with the State of Oregon Construction Con­
tractors Board, pursuant to ORS 701.055 (1), prior to submitting a bid. (Reference

Bids may be rejected if not in compliance with bidding procedures and require­
ments. Any or all bids may be rejected if in the public interest to do so.

INTERCEPTOR SEAL PROJECT
The City of Salem will receive sealed bids at the office of the City Recorder, Room

The proposed work consists of applying a joint sealant system to waterproof the
joints of approximately 400 lineal feet of 75-inch diameter concrete interceptor
located at the W illow Lake Wastewater Treatment Plant.

PHASE 2 SEWER AND WATER PROJECT

NOTICE TO BIDDERS
Sealed bids will be received by the City of Goldendale at City Hall, 1103 S. Colum ­
bus Avenue, Goldendale, Washington 98620 until 2:00 pm, PST, on the 12th day
of March 1991, at which time bids will be publicly opened, for the Phase 2 W ater
and Sewer Project. Bids received after this tim e cannot be considered.
The work includes installation and replacement of approximately 2100 feet of 4",
6" and 8" water lines, 38 gate valves, 21 new fire hydrants, water service lines and
1,360 feet of 4" and 8" sewer lines, sev/er manholes, surface restoration and other
related work in the City of Goldendak;, and is partially funded by a Public Works
Trust Loan administered through the Washington State Department of Community
Development, and the Farmers Home Administration (FmHA) Revenue Bond. The
