INVITATION FOR BIDS TO
Sealed bids will be received at the Housing Authority of Portland (HAP) 8910 N.
W oolsey, Portland, OR 97204, until 2:00 p.m., Tuesday, January 22, 1991, for
labor and materials to re-roof 71 buildings. Shortly thereafter, bids will be opened
and publicly read. Bidders are welcomed.
the work consists of removing existing composition shingle roofs and installing
panel roofs at 71 buildings located in the Housing Project known as Columbia Villa,
generally located at 8910 N. Wooisey Avenue, Portland, Oregon.
Interested bidders may obtain one set of bid documents at the HAP Maintenance
Office located at 8910 N. Woolsey Avenue, upon receipt of $50 deposit, which is
refundable when documents are returned in good condition within 10 days after
bid opening. Additional sets may be acquired for $20 each, non-refundable.
A HAP representative will conduct a pre-bid tour of the project commencing at the
HAP Maintenance office located at 8910 N. Woolsey Avenue, Portland, OR
97203, at 10:00 a.m., P.S.T., on January 10,1991, and the attendance of bidders
is requested. An orientation will be given prior to moving to the project site.
Questions posed during the tour, when not addressed in the specifications, will be
answered by addendum and mailed to all bidders.
Attention is called to the provisions addressed in "Supplement to Instructions to
Bidders" regarding MBE participations to Division "H ," "Special Conditions," re­
garding Equal Employment Opportunity, EEO compliance reports, certification of
non-segregated facilities and a waiver from enforcing the payment of non-federal
prevailing wages when said wages, exclusive of any fringe benefits, exceeds the
applicable wage rate determined by the Secretary of HUD.
A bid security of 5% of the bid is required as prescribed in the “ Instructions to Bid­
ders" (Division B). No bidder may withdraw bid after the hour set for opening
thereof until after the lapse of sixty (60) days from the bid opening.
The Housing Authority of Portland may reject any bid not in compliance with the
prescribed bidding procedures and requirements, may reject any or all bids and
waive all informalities, if in the judgment of HAP, is is in the public interest to do so.

SALEM AREA TRANSIT FACILITIES REMODEL
Sealed bids for construction of Salem Area Transit Facilities Remodel, as described
in the Specifications and as shown on the Area mass Transit District (hereafter called
"Owner"), 3140 Del Webb Avenue NE, Salem, 97303-4165, until but not after 3:00
PM Local Time, Wednesday, January 23,1991, at which time all bids will be publicly
opened and read aloud in the Board Room at the same address. Bids received after
that time will not be considered.
Bids must be submitted on forms provided by the Architect, and addressed and
mailed or delivered to Sue Hollis, Contracting Officer, Salem Area Mass Transit
District, 3140 Del Webb Ave NE, Salem, OR 97303-4165. Bids must be in a sealed
envelope plainly marked "Salem Area Transit Facilities Remodel." Bids received
after the date and time specified above shall be considered late bids and shall be
returned to the Bidder unopened.
The Project includes minor demolition; gypsum board on wood stud partitions; lay-
in acoustical ceilings; casework; resilient flooring; carpeting, and contractor-de­
signed mechanical/electrical w o rk . Alternates, if accepted, will add remodeling of
additional space.
Bids shall be on a lump-sum basis; segregated bids will not be accepted. Work shall
be performed under one General Contractor which includes Mechanical and Elec­
trical Work. All contractors working on the project must be registered with the Oregon
Construction Contractors Board, as appropriate.
A Disadvantaged Business Enterprise (DBE) Goal of 10% has been established for
this project. Bidders must meet the goal or provide clear and convincing documen­
tation that a good faith effort was made to do so in order to be considered for award.
Bidding Documents and sample Contract may be examined at the Office of the
Architect, Settecase Smith Doss Architecture, 725 Commercial SE, Salem, OR
97301, and at the Builders Exchanges in Salem and Portland. On and after Decem­
ber 28,1990, Bidding Documents may be obtained at the Architect's Office upon
deposit of $25 per set. Deposit sum will be refunded, providing Documents are re­
turned in good condition within ten days after the bid date. Sub-bidders and Suppli­
ers may obtain parts of sets by paying the cost of reproduction.
Security in the amount of ten percent of the Base Bid must accompany each bid.
Bidders must certify on the form that they will comply with Oregon Revised Statute
(ORS) 279.350 relating to the prevailing wage law. The Bidder must also provide a
statement as to whether the Bidder is a resident Bidder as defined in ORS 279.029
(6) (B). Non-Oregon resident bidders from states with local preference laws may
have their bids adjusted for purposes of contract award.
A mandatory Pre-Bid Conference will be held at 10:30 AM, Local Time, Tuesday,
January 15,1991, at the Project Site, 195 High Street NE, Salem, OR. Prime con­
tractors wishing to submit a bid must attend. All others properly interested are invited
to attend.
No bidder may withdraw their Bid after the time set for the opening thereof, or before
award of the Contract, unless said award is delayed for a period exceeding thirty (30)
days.
Salem Area Transit reserves the right to reject any Bid not in compliance with all
prescribed public bidding procedures and requirements and may reject for good
cause any or all bids upon a finding of the agency that it is in the public interest to do
so.

The Portland Development Commission (PDC) on behalf of the building owner,
Central City Concern (CCC), seeks Statements of Qualifications from general con­
tractors for the renovation of the Shoreline Building. The building is part of the City
of Portland single room Occupancy (SRO) Downtown Housing Preservation
Program commitment. The building is located on the northeast corner of the inter­
section of N.W. Second Avenue and W. Burnside Street and will contain approxi­
mately 62 units of SRO housing on two upper floors, commercial leased space
(presently occupied) and lobby space on the ground floor, and work in the base­
ment. Statements of Qualifications from general contractors will be evaluated and
the three (3) most qualified contractors, as determined by the Commission, will be
invited to submit Proposals to perform the work. These contractors must be pre­
qualified with the City of Portland prior to submitting their proposals. The construc­
tion work will be performed on a cost-plus-fixed-fee basis with a Guaranteed Maxi­
mum Price.
The Portland Development Commission is committed to acting affirmatively to en­
courage and facilitate the participation of Emerging Small Businesses (ESB), Mi­
nority Business Enterprises (MBE), and Women Business Enterprises (WBE) in
Comission projects and operations. The contractor selected for this project must
