Tony Poneck, CM&E, at which time and place all Bids will be publicly opened and
read aloud. A mandatory Pre-Bid Meeting will be held on Thursday, October 4,1990
at 1:00 P.M. PDT at the offices of the Portland Development Commission.
Upon paying a $15 refundable deposit per set, Contract Documents may be
obtained at the office of the Portland Development Commission. Inquiries should be

Bidders must comply with the provision of Chapter 279, Oregon Revised
Statutes, relating to the qualification of bidders. The bidder’s prequalification state­
ments shall be prepared and presented on the City of Portland Prequalification
Application and filed with the Portland City Engineer not later than nine (9) business
days prior to the bid opening time for classifications suitable, in the Commission’s
opinion, for this work.
A certified check or bank draft, payable to the order of the Portland Develop­
ment Commission, negotiable U.S. Government Bonds (at par value), or a satisfac­
tory Bid Bond executed by the Bidder and an acceptable Surety, in an amount equal
to ten percent (10%) of the total Bid shall be submitted with each Bid.
The successful Bidder will be required to furnish and pay for a Performance
and Payment Bond or Bonds satisfactory to the Portland Development Commis­
sion, and must have environmental liability insurance in a minimum amount of
$500,000 on an occurrence basis.
Not less than the minimum salaries and wages as set forth in the Contract
Documents must be paid on the Project, and the Contractor must ensure that
employees and applicants for employment are not discriminated against because
of their race, color, religion, sex or national origin, and that the Contractor must
comply with all prov'sions required by ORS 279.348 through ORS 279.365.
The Portland Development Commission is committed to acting affirmatively to
encourage and facilitate the participation of Emerging Small Businesses (ESB),
Minority Business Enterprises (MBE), and Women Business Enterprise (WBE) in
Commission projects and operations. Responsible bidders must comply with es­
tablished goals in this project as contained in attachment 1 to these bid documents.
The Portland Development Commission reserves the sole right to reject any or
all bids or to waive any informalities in the bidding.
Bids may be held by the Portland Development Commission for a period not
to exceed forty-five (45) days from the date of the opening of bids for the purpose
of reviewing the bids and investigating the qualification of the bidders prior to award­
ing the contract.
Bidders shall be certified as an EEO Affirmative Action Employer as prescribed
by Chapter 3.100 of the Code of the City of Portland.

PUBLIC NOTICE
The State of Oregon, Department of Human Resources, Office of the Director
is developing a Request for Proposal (RFP),
to purchase the services of a contractor to operate an employee assistance
program for the department. Approximately 9000 employees in the office of the
director and seven divisions, will have access to the program, services must be
delivered statewide.
The department may reject any proposal not in compliance with all prescribed
public bidding procedures and requirements, and may reject for good cause any or
all proposals upon finding of the department that it is in the public interest to do so.
Funding of this program is 50% federal funds and 50% state general funds.

REQUEST FOR PROPOSALS
Sealed Proposals for the P U B LIC PAY TELEP H O N E SERVICES w ill be
received at the o ffice o f the manager, Contracts and Procurement, o f The Port
o f Portland, 700 N.E. Multnomah Sheet, 10th floor, Portland, Oregon, (m a ilin g

Scope: The Port o f Portland is requesting proposals ( “ Request fo r Propos­
als” ) for the exclusive right to the public pay telephone concession fo r the
Portland International A irpo rt Term inal Building,Concourses, and Parking
Structure. This request for proposals encompasses approximately 186 pay tele­
phones currently located throughout the airport and additional telephones
should the need arise.
The Port w ill from tim e-to-tim e expand the existing airport term inal
building or adjacent concourses to meet customer service needs and any propos­
als submitted should reflect the possibility o f such an expansion occurring d u r­
ing the contract term which w ill require the installation o f additional telephone
facilities. Currently proposed expansion plans w ill be made available at the pre-
proposal conference but it should be understood that any such expansion plans
are only in the most prelim inary stages and are presented fo r estimation purposes
only and are not reflective o f any firm intent for proposed airport expansion.
During any remodeling, reconstruction or expansion existing telephones
may have to be relocated temporarily or permanently at Proposer expense. A n y
additional equipment w ill be added at no cost to the Port and w ill be included
in the commission plan offered in the proposal response.
As stated in the invitation letter, proposers can propose on one or more o f
the fo llo w in g service categories:

Equipment and Intralata service
2.
Interlata service
3
Turnkey proposal combining equipment, intralata
service, and interlata service.
Proposer may respond to any or all o f the three o f these options.
Proposals must comply w ith the proposal instructions contained in this RFP
and include a ll requested inform ation in the form specified.
Request for Proposal packets may be examined at the above Port offices.
Copies may be obtained by prospective proposers at no cost.
Proposals may be rejected i f not in compliance w ith procedures and require­
ments. Any or all proposals may be rejected i f in the public interest to do so.

Salem or any o f its officers unless the bid contains a statement by the bidder (by
signing his proposal) that the provisions o f ORS 279.350 shall be included in his
contract. Every contractor or subcontractor is required to post the applicable pre­
vailing wage rates in a conspicuous and accessible place in or about the work-site
for the duration o f the job. Contractors and subcontractors who intentionally fail
to post the PWR can be made ineligible to receive any public works contract for
up to three years.
R ECIPRO CAL PREFERENCE L A W : In compliance w ith ORS 279.029,
bidders must state on their proposal whether they arc a resident or non-resident
bidder. Proposals that fail to provide this information w ill be considered non-
responsive.
The C ity o f Salem reserves the right to reject any or all bids, to waive fo rm a li­
ties and o f postponing the award o f the contract for thirty (30) days. Prices quoted
shall be firm for a period o f 30 days after the closing dale.
The attention o f bidders is directed to the provisions o f Chapter 97, Salem Re­
vised Code, concerning unlawful employment practices. Violation o f such p ro vi­
sions shall be grounds for immediate termination o f this contract w ithout recourse
by the contractor.
