ADVERTISEMENT FOR BIDS
Sealed bids fur Water System Improvements will be received by J MS Engineer­
ing for the City of Detroit, Oregon, until 2:00 PM local time on the 27 th o f J une,
1990 at which time bids shall be opened and publicly read. Proposals, shall be
clearly marked “ Bid for Water System Improvements” and also show the
time and date of bid opening. Bids shall be delivered to JMS Engineering on
or before the above bid opening time.
Work consists of the following:
Schedule C -W ater Treatment Facilities consisting of a 66' x 50' slow sand
filtration unit; Control Bldg w/5000 gal clearwell; Piping and valving; Elec­
trical and Control Re-location Work; Turbidometer and Gas Chlorinator; and
miscellaneous related work.

Copies of the contract documents may be obtained from JMS Engineering upon
payment of a $40.00 non-refundable fee.
A pre-bid meeting for interested Bidders will be held at 10:00 AM local time J une
12, 1990 at Detroit City Hall.
Funding for this project is by the Oregon Community Development Program,
Economic Development Department, Grant #P-88007 and the City of Detroit.
Bidders must be prequalified with the Owner as required by ORS Chapter 279.
Prequalifications shall be submitted to the Owner via the Project Engineer.
Bidders to comply with minority hiring guidelines and use of minority suppliers
as set forth in Executive Order 11246 “ Equal Opportunity and Federal Equal
Employment” as contained in the bidding documents. Bidders must also
comply with the minimum rates for wages in accordance with provisions of the
1989 C.IA.P. PROJECT
Separate sealed bids for the Housing Authority of the City of Salem will be
received by the City Recorder, Room 205, City Hall, Salem, Oregon 97301,
until, but not after 11:00 a.m., D.S.T., July 11,1990, at which time said bids
will be publicly opened and read aloud in the City Council Chambers, Room
240, City Hall, for the project specified herein.
The “ Information for Bidders” , form of “ Bid Proposal” , "B id Bond” Con­
tract, and Performance & Payment Bond, Plans, Specifications, and other
contract documents may be examined and obtained for a non-refundable fee
of $20.00, made payable to the Salem Housing Authority, at the office of the
Purchasing Supervisor, 555 Liberty St. S.E/Room 330, Salem, Oregon

Work Description: Replace siding and composition roof; repaint PCT balco­
nies; Fire Alarm installation and wall/cciling modification at office; auto­
matic door installation and ramp and door replacement.
Each bid shall be accompanied by a Previous Participation Certification, Non-
Collusive Affidavit, and a certified check or bank draft, payable to the Salem
Housing Authority (SHA) or a satisfactory Bid Bond executed by the Bidder
and a Surety that is acceptable to the Federal Government, in an amount
equal to ten percent of the bid.
Bids must be submitted on the proposal forms furnished to bidders. Proposals
shall be submitted in a sealed envelope plainly marked “ BID ON 1989
C.I.A.P. PROJECT - BID NO. 3729” , and show the name and business
address of the bidder.
A PRE-BID CONFERENCE will be held in the Conference Room, Admini­
stration Office Building of the Housing Authority of the City of Salem, 360
Church Street, S.E., Salem, Oregon at 9:00 a.m. on Friday, June 29, 1990.
A tour of the project sites, will follow the pre-bid conference. Entire pre-bid
conference will last approximately three hours.
The Contract will be awarded on the basis of the base bid unless it overruns the
amount budgeted for this work. In the case of such overrrun, deductible
alternates will be taken by the SHA in numerical order as they are listed to
the extent necessary to come within the budgeted total. If there are no
deductible alternates or taking all deductible alternates the resultant still
exceeds the budgeted amount, the SHA reserves the right to reject all bids,
or to secure additional funds necessary to awarding the Contract.
A surety bond, cashier’s check, or certified check of the bidder in the amount
of ten percent (10%) of the bid must be attached to each proposal as bid
security. Unsuccessful bidders will have their security refunded to them
when the contract has been awarded.
The successful Bidder will be required to furnish and pay for satisfactory Per­
formance and Payment Bond, in the full amount of the Contract
Attention is called to the provisions for Equal Employment Opportunity, insur­
ance requirements, and the payment of not less than the minimum salaries
and wages as set forth in the Specifications.
Any prevailing wage rate (including basic hourly rate and any fringe benefits)
determined under State or tribal law to be prevailing with respect to any
employee in any trade or position employed under the contract is inappli­
cable to the contract and shall not be enforced against the contractor or any
subcontractor with respect to employees engaged under the contract when­
ever either of the following occurs: (i) Such nonfederal prevailing wage rate
exceeds (A) the applicable wage rate determined by the Secretary of Labor
pursuant to the Davis-Bacon Act (4Q U.S.C. 276a et seq.) to be prevailing in
the locality with respect to such trade; (B) an applicable apprentice wage rate
based thereon specified in an apprenticeship program registered with the
Department of labor or a DOL-recognized State Apprenticeship Agency: or
(C) an applicable trainee wage rate based thereon specified i a DOL-certified
trainee program; or (ii) Such nonfederal prevailing wage rate, exclusive ot
any fringe benefits, exceeds the applicable wage rate determined by the
Secretary of HUD to be prevailing in the locality with respect to such trade
Davis-Bacon Act.
All proposals shall be accompanied by a bid bond equal to 10% of the total bid,
to be forfeited to the Owner in event of failure of the Contractor to execute the
Contract. A 100% Performance Bond and 100% Payment Bond will be
required to guarantee the faithful performance of the Contract.
The Owner may postpone the award of the Contract for 30 days, may reject all
bids not in compliance with all prescribed bidding procedures and require­
ments, and may reject for good cause, any or all bids upon a finding of the
Owner it is in the public interest to do so.

The Portland Development Commission (PDC) on behalf ot the building owner.
Central City Concer (CCC), seeks statements of qualifications from general
contractors for the renovation of the Athens Hotel Building. The building is part
of the City o f Portland Single room Occupancy (SRO) commitment and is
located on the northwest comer of N.W. Sixth Avenue and N.W. Everett (230
NW 6th Avenue). The building includes approximately 92 units of SRO housing
on three floors. Approximately 5,800 sq. ft. of retail space and approximately
4,200 sq. ft. of lobby space will be included on the ground floor of the building.
Statements of qualification from general contractors will be evaluated and the
three most qualified will be invited to submit proposals, the construction work
will be performed on a cost-plus-fixcd-fee basis within a guaranteed maximum
or position.
The Salem Housing Authority reserves the right to reject any or all bids, to
waive formalities in the bidding and of postponing the award of the contract
for thirty (30) days. Prices bid shall be firm for a period of 30 days after the
Price (GMP).
The Portland Development Commission is committed to acting affirmatively to
encourage and facilitate the participation of emerging Small Businesses (ESB),
Minority business Enterprises (MBE),and Women Business Enterprises (WBE)
in Commission projects and operations. Responsible bidders must comply with

NOTE: This project is federally funded through the Department of Housing

The Metropolitan Human Relations Commission (MHRC).Multnomah County

proposals to assist the commission in assessing the needs of the homeless and
displaced Hispanic individuals in the Old town area of downtown Portland.

population in Old town: demographic breakdown, reasons individuals have
