INVITATION TO BID
CALL FOR BIDS
FOR 13TH AVENUE STREET IMPROVEMENTS

A portion of this project is financed through the Community Develop­
ment Block Grant Program with funds obtained from the U.S. Depart­
ment of Housing and Urban Development. The entire contract will be
subject to regulations of the Department of Labor and Housing and
Urban Development.
Attention is called for Federal Provisions for Equal Employment
Opportunity, Affirmative Action, HUD Section 3 requirements, and the
minimum wages as set forth in the contract documents.
Sealed proposals will be received only at the office of the City Engineer,
second floor, City Hall, 123 W. Main, Hillsboro, OR. until 11:00 a.m.,
April 12, 1990.
ROOF AND GUTTER REPLACEMENT
The City of Salem will receive sealed bids at the office of the City
Recorder, Room 205, City Hall, Salem, Oregon 97301, until, but not
after 11:00 a.m., April 14, 1990, at which time said bids will be
publicly opened and read in the City Council Chambers, Room 240,
City Hall, for the project specified herein.
Contractors interested in bidding on this project may receive a copy of
the specifications and other bid documents for a non-refundable fee of
$20.00 at the office of the Purchasing Supervisor, 555 Liberty St. S.E./
Room 330, Salem, Oregon 97301-3503.
Bids must be submitted on the proposal forms furnished to bidders.
Proposals shall be submitted in a sealed envelope plainly marked “ BID
ON ROOF AND GUTTER REPLACEMENT - B1DNQ. 3670“ . and
show the name and business address of the bidder.
The general nature and approximate quantities of work are as follows:
Construct approximately 1700' of 40 ft. wide street including curb and
gutter and 5' sidewalks both sides, storm sewer and other similar and
associated work items.
Contract documents may be obtained from the Office of the City
Engineer, City Hall, 123 W. Main, Hillsboro, OR 97123, at the cost of
$10.00, non-refundable. plus an additional $3.00 for mailing.
No bids will be considered unless the bidder states that provisions of
ORS 279.350 and Federal Fair Labor Standards shall be compiled with.
Each bid must contain a statement as to whether the bidder is a resident
bidder as defined in ORS 279.029.
Prequalification applications must be submitted eight (8) hours in
advance of the bid submittal date and time noted above.
Any or all bids may be rejected for good cause.

RETROFITTING FIRE SPRINKLERS
HOLLYWOOD EAST APTS. AND DAHLKE MANOR APTS.
PROJECT NO. M9-9903
Sealed bids are requested for labor and materials to retrofit fire sprinkler
systems for two high-rise buildings, bids will be received at the Housing
authority of Portland, 8910 N. Woolsey Avenue, Portland, OR 97203,
until 2:00 p.m., P.D.T., Tuesday, April 24, 1990. Shortly thereafter,
bids will be opened and publicly read. The attendance of bidders is
welcomed.
The work is located at Hollywood East, 4400 N.E. Broadway, Portland,
OR and, Dahlke Manor, 915 N.E. Shuyler, Portland, OR. Work to be
performed includes:
A. Hollywood East: Retrofit a “ totally sprinklered” system into the
building including 299 apartments. This high-rise is of concrete con­
struction, and 14 floors high, plus basement.
B. Dahlke Manor: Retrofit a “ totally sprinklered” system into the
building including 115 apartments. This high-rise is of masonry con­
struction and 9 floors high.
Interested bidders may obtain one set of bid documents at the HAP
Maintenance Office, 8910 N. Woolsey Avenue, Portland, OR 97203,
upon receipt of deposit of $60 which is refundable when documents are
returned to HAP in good condition within 10 days after bid opening.
Additional sets may be acquired for $20 each, which is not refundable.
A HAP representative will conduct a pre-bid tour of the project
commencing at 10:00 a.m., Thursday, April 5, and the attendance of
bidders is requested. Interested parties should meet at the HAP Mainte­
nance office, 8910 N. Woolsey Avenue. Questions posed at that time,
when not addressed in the specifications, will be answered by adden­
dum and mailed to all bidders.
No bid will be considered unless accompanied by bid security in the
form of certified check, cashier’s check, or surety bond payable to the
Housing Authority of Portland in an amount equal to 5% of the bid
which is forfeited as fixed and liquidated damages should the bidder
neglect or refuse to enter into contract or provide a suitable bond for the
faithful performance of the work when bidder is notified of contract
award.
Attention is called to the provisions for equal employment opportunity,
insurance requirements, and the payment of not less than the minimum
salaries and wages as set forth in the Specifications.
Any prevailing wage rate (including basic hourly rate and any fringe
benefits) determined under State or tribal law to be prevailing with
respect to an employee in any trade or position employed under the
contract is inapplicable to the contract and shall not be enforced against
the contractor or any subcontractor with respect to employees engaged
under the contract whenever either of the following occurs: (i) Such
nonfederal prevailing wage rate exceeds (A) the applicable wage rate
determined by the Secretary of Labor pursuant to the Davis-Bacon Act
(40 U.S.C. 276a et seq.) to be prevailing in the locality with respect to
such trade; (B) an applicable apprentice wage rate based thereon
specified in an apprenticeship program registered with the applicable
trainee wage rate based thereon specified in a DOL-certified trainee
program; or (ii) Such nonfederal prevailing wage rate, exclusive of any
fringe benefits, exceeds the applicable wage rate determined by the
Secretary of HUD to be prevailing in the locality with respect to such
trade or position.
A minimum of 20% MBE participation in the execution of this project
is a HUD Region 10 and HAP goal and the methods the bidder proposes
to meet this goal shall be submitted on a notarized “ Certification of
MBE Participation” form which will become part of the bid.
Any objections to or comments upon the bid specifications must
be submitted in writing to the Office of the Purchasing Supervi­
sor, 555 Liberty St. S.E., Salem, OR 97301. They must be
received no later than five (5) working days before the bid closing
date.
A surety bond, cashier’s check, or certified check of the bidder in the
amount of ten percent (10%) of the bid must be attached to each
proposal as bid security. Unsuccessful bidders will have their security
refunded to them when the contract has been awarded.
No bids, exceeding $2,000, will be received or considered by the City
of Salem or any of its officers unless the bid contains a statement by the
bidder (by signing his proposal) that the provisions of the Davis-Bacon
Act, 40 USCA 276a(a) shall be included in his contract. Every contrac­
tor or subcontractor is required to post the applicable prevailing wage
rates in a conspicuous and accessible place in or about the work-site for
the duration of the job. Contractors and subcontractors w’ho intention­
ally fail to post the PWR can be made ineligible to receive any public
works contract for up to three years.
The Salem Housing Authority reserves the right to reject any or all bids,
to waive formalities and of postponing the award of the contract for
thirty (30) days. Prices quoted shall be firm for a period of 30 days after
the closing date.
The attention of bidders is directed to the provisions of Chapter 97,
Salem Revised Code, concerning unlawful employment practices.
Violation of such provisions shall be grounds for immediate termina­
tion of this contract without recourse by the contractor.
