INVITATION FOR BIDS
Sealed bids tor building renovations will be accepted by the Housing
Authority of Portland, Oregon at 8910 N Woolsey Avenue, Portland,
OR 97203 until 2:00 p.m., PST, February 20, 1990. After a short
interval, bids will be opened publicly and read aloud. Bidders may be
present during the bid opening.
Briefly, the work consists of remodeling two restrooms and installing
a wheelchair ramp for handicap accessibility and modifying a public
entry way.
Interested bidders may obtain one set of bid documents at 8910 N
Woolsey Avenue between 8 a.m. and 4 p.m., Monday through Friday,
upon deposit of $20, which is refundable only if documents are returned
in good condition by March 1,1990. Additional sets of documents may
be purchased at $10 each, which is not refundable. Business firms
outside of Portland may request documents by calling 283-4602 and
making arrangements for deposit by mail.
A HAP representative will conduct a tour of the jobsite at 8910 N
Woolsey Avenue on Tuesday, February 6, 1990 a.m. Questions posed
at this meeting, if not addressed in the specifications, will be answered
by Addenda and mailed to all bidders.
A minimum of 20% MBE participation in the execution of this project
is a HAP goal. The methods the bidder proposes to meet this goal shall
be submitted on a notarized “ Certification of MBE Participation”
form which will become part of the bid.
No bid will be considered unless accompanied by bid security in the
form of a certified check, cashier’s check or surety bond payable to the
Housing Authority of Portland in an amount equal to 10% of the bid
which is forfeited as fixed and liquidated damages should the bidder
neglect or refuse to enter into contract or provide suitable bond for the
faithful performance of the work in the event the contract is awarded to
the bidder.
If the total amount of the bid exceeds $25,000, the successful bidder
will be required to furnish and pay for satisfactory Performance and
Payment Bond or separate performance and payment bonds, each for
50% or more of the contract price, or a 20% cash escrow, or a 25%
irrevocable letter of credit
Attention is called to the provisions for equal employment opportunity,
insurance requirements, and the payment of not less than the minimum
salaries and wages as set forth in the Specifications.
Any prevailing wage rate (including basic hourly rate and any fringe
benefits) determined under State or tribal law to be prevailing with
respect to an employee in any trade or position employed under the con­
tract is inapplicable to the contract and shall not be enforced against the
contractor or any subcontractor with respect to employees engaged
under the contract whenever either of the following occurs: (i) Such
nonfederal prevailing wage rate exceeds (A) the applicable wage rate
determined by the Secretary of Labor pursuant to the Davis-Bacon Act
(40 U.S.C. 276a et seq.) to be prevailing in the locality with respect to
such trade; (B) an applicable apprentice wage rate based thereon
specified in an apprenticeship program registered with the Department
of Labor or a DOL-recognized State Apprenticeship Agency; or (C) an
applicable trainee wage rate based thereon specified in a DOL-certified
trainee program; or (ii) Such nonfederal prevailing wage rate, exclusive
of any fringe benefits, exceeds the applicable wage rate determined by
the Secretary of HUD to be prevailing in the locality with respect to
such trade or position.
No bidder may withdraw bid after the hour set for the opening thereof
until after the lapse of 60 days from the bid opening.
The Housing Authority of Portland may reject any bid not in compli­
ance with all prescribed bidding procedures and requirements and may
reject any or all bids, and waive all informalities, if in the judgment of
HAP it is in the public interest to do so. Questions regarding this proj­

The City o f Salem will receive sealed bids at the office o f the City
Recorder, Room 205, City Hall, Salem, Oregon 97301, until, b u t not
after 11:00 a.m ., M arch 21, 1990, at which time said bids will be
publicly opened and read in the City Council Chambers, Room 240,
City Hall, for the project specified herein.
The City o f Salem will receive sealed bids at the office o f the City

11:00 aan., March 14,1990, at which time said bids will be publicly

Contractors interested in bidding on this project may receive a copy of
the specifications and other bid documents at the office of the Purchas­

The proposed work consists of: approximately 1,860 lineal feet o f 12-
inch sanitary sewer pipe, 7 manholes, and appurtenant work.
Bids must be submitted on the proposal forms furnished to bidders.

show the name and business address of the bidder.
Plans, specifications and other bid documents may be inspected and

tor or subcontractor is required to post the applicable prevailing wage
rates in a conspicuous and accessible place in or about the work-site for
the duration of the job. Contractors and subcontractors who intention­
ally fail to post the PWR can be made ineligible to receive any public
works contract for up to three years.
A surety bond, cashier’s check or certified check of the bidder, in the
amount o f ten percent (10%) of the bid must be attached to each
proposal as security. Unsuccessful bidders will have their security
refunded to them when the contract has been awarded.

The Salem Housing Authority reserves the right to reject any or all bids,
to waive formalities and of postponing the award of the contract for
thirty (30) days. Prices quoted shall be firm for a period of 30 days after
the closing date.
The attention of bidders is directed to the provisions of Chapter 97,
Salem Revised Code, concerning unlawful employment practices.
Violation o f such provisions shall be grounds for immediate termina­
tion of this contract without recourse by the contractor.
RECIPROCAL PREFERENCE LAW: In compliance with ORS 279.029,
bidders must state on their proposal whether they are a resident or
nonresident bidder. Proposals that fail to provide this information will
be considered nonresponsive.
