C ity o f Camas, LaCamas Heights STEP Collection System, Phase I: Trans­
mission M ain, and w ill then and there be opened and publicly read aloud
Bid proposals w ill be received only at the office o f the City Clerk in the
Camas C ity H all. 616 N E Fourth Avenue Camas, Washington. Proposals
received after the time fixed for opening w ill not be considered.
The work to be performed w ill include the furnishing o f all labor
materials, equipment, and incidentals necessary to make the improvements
as required by the Drawings and Specifications.
The work may be generally described as follows:
Construction o f approximately 6000 linear feet o f new 21" diameter
sanitary sewer force main, together with repair and restoration o f other
associated utilities and surface improvements.
Bid w ill be awarded to the bidder determined by the C ity in its discretion
to be the lowest responsive responsible bidder.
Any Contract awarded under this Advertisement for Bid is expected to be
funded in part by grants and/or loans from the United States Environmental
Protection Agency (EPA). Neither the United States, nor the State o f
Washington, nor any o f their departments, for Bid or any resulting Contract.
Before a Contract w ill be awarded, compliance with all E P A require­
ments specified in the Contract Documents w ill be subject to EPA review
and approval. The Contractor is subject to compliance with and review by
D O E and EPA during the course o f construction.
The successful bidder prior to the entry into the Contract shall provide
written proof that it possesses all necessary licenses and permits as may be
required by state law or city ordinance.
Before Contract award for the work described herein, the Owner may
conduct an investigation to determine the performance record and ability o f
the apparent low Bidder and designated subcontractors to perform the size
and type o f work specified under this contract. Upon request, the Bidder
shall submit such information as deemed necessary by the Owner to
evaluate the Bidder’s and subcontractors’ qualifications.
A prebid conference w ill be held p rio r to the date o f bid opening.
Attendance is recommended to a ll bidders. Information on the date, time,
and place for the prebid conference w ill be sent by certified mail to
registered holders o f Bidding Documents.
The attention o f Bidders is directed to the applicable Federal and State
requirements and conditions o f employment to be observed and minimum
wage rates to paid under the Contract
Bidding Documents (Drawings and Specifications) may be purchased
for $100.00 per set at the office o f Parametrix, Inc., Consulting Engineers,

non-refundable. Checks should be made payable to Parametrix, Inc. Return

A ll bid proposals shall be accompanied by a bid proposal deposit in
certified check, cashier’ s check or surety bond in an amount equal to ten
percent (1 0 % ) o f the amount o f such bid proposal. Should the successful
bidder fail to enter into such Contract and furnish a satisfactory performance
bond within the time stated in the Specifications, the bid proposal deposit
shall be forfeited to the C ity o f Camas.
The C ity o f Camas reserves the right to reject any or a ll bids and to waive
irregularities in the bid or in the bidding.
I f the funds which are anticipated by the parties as being the source o f
payment for the services provided hereunder are to be received by the City
from a source other than the general tax revenues o f the C ity, then in that
event the parties agree, i f for whatever reason these funds are not received
by the C ity, then it is agreed the City shall be relieved o f its responsibility
to pay the monies established hereunder to the extent that the funds are in

P R E Q U A LIFIC A T IO N O F BIDDERS Pursuant to the Multnomah County
Public Contact Review Board Administrative Rules (A R 40.030 Prequalifi­
cation shall BE R E Q U IR E D for this project for the following class(es) of

Prequalification applications o r statements must be prepared during the
period o f one year prior to the bid date. Prequalification application and
p ro of o f prequalification by the Oregon Department o f Transportation must
be actually received or postmarked to Multnomah County Purchasing
Section by not later than 10 days prior to bid opening.
A ll bidders must comply w ith the requirements o f the prevailing wage
law in ORS 279.350.

Contractors and subcontractors must be licensed fo r asbestos abatement
work i f the project involves w orking w ith asbestos.
N O N D IS C R IM IN A T IO N Bidders on this work w ill be required to
com ply w ith the provisions o f Federal Executive Order 11246. The require­
ments for Bidders and Contractors are explained in the Specifications.
No proposal w ill be considered unless accompanied by a check payable
to M ultnomah County, certified by a responsible bank, or in lieu thereof, a
surety bond fo r an amount equal to ten percent (10%) o f the aggregate
proposal. The successful bidder shall furnish a bond satisfactory to the
Board in the fu ll amount o f the contract
Sealed bids w ill be received by the C ity o f Camas O ffice o f the Finance
Department, Municipal Building, 616 N.E. 4th Avenue, Camas, Washing­
ton until 10:00 A .M . on October 17,1989 and w ill then and there be opened
and p ublicly read aloud for the construction o f the improvements.
A ll bid proposals shall be accompanied by a bid proposal deposit in cash,
certified check, cashier s check or surety bond in an amount equal to five
percent (5%) o f the amount o f such bid proposal. Should the successful
bidderfail to enter into suchContract and furnish a satisfactory performance
bond w ithin the time stated in the Specifications, the bid proposal deposit
shall be forfeited to the C ity o f Camas.
Maps, plans and specifications may be obtained from this office upon
deposit o f the amount o f $25.00, which w ill be returned to the bidder upon
return o f the plans and specifications in good condition w ithin 10 days after
the opening o f bids.
Inform ation copies o f maps .plans and specifications are on file fo r
inspection in the O ffice o f the Department o f Public Works, Camas,
Washington.
The improvement fo r which bids w ill be received follow :
Bid opening on Tuesday, October 17, 1989 at 10:00 A .M .
The work shall consist o f furnishing and installing approx imately 8,780
linear feet o f 15-inch PIP; Gasketed Sewer Pipe. The work also consists o f
furnishing and installing an aeration device, automatic air release valves,
main line valves, valve boxers, miscellaneous fittings, and all necessary
appurtenances.
The C ity o f Camas reserves the right to reject any or all proposals i f found
to be in the best interestof theC ity and to waive any form ality or technicality
in any proposal in the interest o f the City.

to the same extent the C ity is relieved o f the duty to pay.
N o bidder may withdraw his proposal after the hour set for the opening
thereof, o r before award o f Contract, unless said award is delayed for a
period exceeding sixty (60) days.
Upon the award o f Contract, the bid bond o f the three bidders determined
to be lowest and best bidders shall be returned. Bid bonds o f the bidders
determined to have provided the second and third best bids may be held for
the lesser o f sixty (60) days or the date upon which the Contract is executed
and the C ity receives the appropriate performance bonds so as to allow the
C ity, in the event that the initially chosen bidder fails to properly and timely
execute the Contract and provide the necessary documents, to consider the
award o f the bid to the party then determined to be the lowest and best
bidder.
