1981 CSP im p le m e n te d its c o m p u te riz e d “ S u p p o rt E n fo rce m e n t
S y s te m ” (SES). SES provided an a u to m a te d s yste m fo r referring
AD C a b se n t p arents to SED, and a lso gave SED an auto m a te d
sys te m fo r m anaging, tra c k in g , and " w o rk in g ” cases.
1982 The Federal g o ve rn m e n t passed le g is la tio n a llo w in g sta te s to
a tta c h Federal tax re fu n d s c la im e d by a b s e n t parents o w in g past-
due s u p p o rt th a t had been a s s ig n e d to re im b u rse AD C b e n e fits.
O regon recovered over $7,000 in ADC c o s ts d u rin g th e firs t year
o f th is program .
1984 T he Federal g o ve rn m e n t am ended T itle IV-D o f th e S ocial
S e c u rity A c t, e s ta b lis h in g new g u id e lin e s and re q u ire m e n ts fo r
sta te c h ild s u p p o rt e n fo rc e m e n t program s. U nder th e se new
standards, s ta te c h ild s u p p o rt program s:

e m p lo ye d pare n ts w h o are m ore than one m o n th d e lin q u e n t in
c h ild s u p p o rt paym ents.

ing s u p p o rt orders.

M u s t expand the sta te in c o m e tax in te rc e p t p ro ce ss to
in c lu d e non-AD C cases as w e ll as ADC.

N ero said the o ffice , located at
the K ing N eighbo rh ood F acility,
w ill serve young people in need of
an o p p o rtu n ity to co n tin u e th e ir
education, learn a trade and
becom e re sp o n sib le , in d e p e n ­
dent a dults.
The N ortheast lo ca tio n was
selected based on the need of
that area’s young people to have
easily acce ssib le jo b tra in in g and
jo b placem ent program s w ith an
em phasis on educational pursuits.
Job C orps also teaches s k ills
to the individua l w h o m ay not ever
have had a job. W h ile learning a
trade and on-the-job a c c o u n ta b ili­
ty, Job C orps stu d e n ts receive a
c lo th in g and expense allow ance
plus m oney that is put aside for
th e ir use a fte r graduation.
